Problems/Comments

Shannon & Wilson underground tank removal report states that groundwater was encountered when tank was removed and had a heavy sheen of petroleum product on it. Soils had 1900-1060 mg/kg petroleum hydrocarbons and ethylbenzene (0.983ppm-14.2ppm) along with lesser concentrations of aromatic hydrocarbons. F.K.A. L55.42.

11/3/1989 Leaking Underground Storage Tank Corrective Action Underway Ron Klein's review of Shannon & Wilson report showed that backfilling of the three excavations was performed despite the fact that the few samples of soil taken indicated high levels of total petroleum hydrocarbon contamination. 11/7/1989 Update or Other Action Reviewed Shannon & Wilson "Disposal of Waste Soils from Air Van Lines - Group I, at 2216 Post Road, Anchorage, Alaska" report dated 11/7/89 which proposes disposal of waste soils from stockpile of an excavation of a 1,000 gallon diesel tank. No indications of soils around tank being contaminated with hazardous materials. Request that soils be burned in Anchorage Sand & Gravel's rotary kiln-approved by J. Roberts DEC 11/7/89. 6/6/1992 Document, Report, or Work plan Review - other Robert Weimer reviewed Shannon & Wilson's April 1992 "Groundwater Monitoring Report" and the files for this site. The department concurs that the analysis of the groundwater for BTEX be discontinued. Please analyze future groundwater samples for PAHs and DRO. Soil contamination has been identified in excess of cleanup levels. Please provide a corrective action plan to address the soil and groundwater contamination at your site. A possible drinking water well has been identified about 100-200 feet downgradient from the former UST site. Please conduct a well search within a quarter mile of the site to verify which wells may still be in use. Bill Petrik

The report indicates two nearby wells down gradient of the former UST. The department requests that these two wells be sampled for potential impacts from your site along with the next monitoring well sampling event. 1/25/1994 Leaking Underground Storage Tank Corrective Action Underway The department reviewed Shannon & Wilson's "September 1993 Contaminated Soil Cleanup at 2216 Post Road, Anchorage, Alaska". 325 cubic yards of contaminated soils excavated from smear zone at groundwater in July of 1993. The report contained results of the November 2002 and April 2003 monitoring effort by Shannon and Wilson for the Sumiko group. ADEC approved the letter and requested continued monitoring because the April 2003 monitoring event reported 2.41mg/kg DRO and 6.41mg/kg DRO for B7MW and B22MW respectively. 8/12/2004 Institutional Control Record Established Elevated concentrations of DRO remaining in soil of 8400 mg/kg and 26.5 mg/L in groundwater. Cleanup levels for DRO is established at 250 mg/kg for soil and 1.5 mg/L for water. Cleanup actions to date have effectively reduced the risk to human health and the environment. Groundwater monitoring plan is in effect until DEC determines there is no longer a risk to groundwater quality. Transport of soils or groundwater from this site requires prior ADEC approval. Any future owners or operators of the property should be aware of environmental and safety requirements. Jim Frechione
8/12/2004 Conditional Closure Approved Major sources of contamination removed. The soil contamination remaining is considered minimal and its location in the smear zone will not require further remedial action based on groundwater monitor results. If you wish to consider site closure (without conditions), a soil sample plan should be prepared (and submitted for ADEC approval) that would demonstrate any remaining soil contamination is below the established cleanup levels for this site.
