Problems/Comments
An estimated volume of 160 cubic yards of contaminated soil was excavated from the west side of the hanger. Residual soil contamination at the edge of the hanger foundation had concentration of diesel range organics of 3,500 milligrams per kilogram (mg/kg) and volume is estimated at 10 cubic yards. An estimated 112 cubic yards of contaminated soil was excavated from between the drainage ditch along the west side of the property and the paved apron over the southeast third of the property. Residual soil contamination at the buried power line near the paved apron is an estimated volume of 25 cubic yards with concentrations of gasoline range hydrocarbons (GRO) of 1,200 mg/kg and DRO of 3,100 mg/kg. An estimated volume of 48 cubic yards was excavated from the east side of the hanger building at a drum storage site. Residual soil contamination on the east side of the hanger has an estimated volume of 30 cubic yards with concentrations of GRO of 860 mg/kg, DRO of 4,200 mg/kg and RRO of 14,000 mg/kg. The property was previously leased to Mr. Lawrence Gree doing business as Wingnut Aviation from about 1977 to 1984, and Mr. Arnold Johnson and Mr. Steve Hamilton doing business as Mountain Aviation from 1984 to 1995. ADOT&PF leased the property to Mountain Aviation, now incorporated as a fixed wing airplane and helicopter charter business. Aviation, gasoline and diesel fuels have been stored and handled as part of business operations using two underground storage tanks until 1992 and from mobile trucks until 1995. When the business ended and the ADOT&PF lease was terminated, site investigation and cleanup of petroleum contamination was conducted in 2001.

1/16/2002 | Update or Other Action | Teleconference with Carson Dorn and DOT has resolved issue of deed notice. DOT will issue notice and ADEC may try to apply 10X GW decision. | Mike Jaynes |
6/19/2002 | Update or Other Action | Reviewed final document and writing site closure letter. | Mike Jaynes |
6/28/2002 | Conditional Closure Approved | A limited amount of soil contamination above the cleanup levels for gasoline and diesel range organics remains off the leasehold boundary bordering a power line. Excavation will necessitate pavement removal, disconnecting power and possibly shutting down airport operation. Investigation beyond this area shows total volume of problem soils appears to be limited to a few yards. Since closure of the airport would be an exceptional measure for such a small area, the Department will allow this soil to remain onsite. At this time, pavement on this site prevents access to the soil and infiltration of rainwater into the soils. | Mike Jaynes |
6/28/2002 | Institutional Control Record Established | The following Institutional Controls are established for this property until such time that contaminant concentrations in soil in the utility corridor just beyond the leasehold boundary are shown to meet the most stringent cleanup criteria. Additional contaminated material shall be investigated and appropriately managed or removed in accordance with ADEC cleanup requirements at such time if and when it becomes accessible through major structural modifications or demolition of current structures on the property. Groundwater supply wells will not be installed on the property without prior notification and approval of the DEC. | Mike Jaynes |
3/5/2009 | Document, Report, or Work plan Review - other | Review the 2001 Final Cleanup Report and update the database record. Residual soil contamination at the edge of the hanger foundation had concentration of diesel range organics of 3,500 milligrams per kilogram (mg/kg) and volume is estimated at 10 cubic yards. Residual soil contamination at the buried power line near the paved apron is an estimated volume of 25 cubic yards with concentrations of gasoline range hydrocarbons (GRO) of 1,200 mg/kg and DRO of 3,100 mg/kg. Residual soil contamination on the east side of the hanger has an estimated volume of 30 cubic yards with concentrations of GRO of 860 mg/kg, DRO of 4,200 mg/kg and RRO of 14,000 mg/kg. | Bruce Wanstall |
3/5/2009 | Update or Other Action | Cleanup is complete in the utility corridor between Lots 1 ans 1A Block 4, Sitka Airport and Airport Road. This cleanup is managed under site name ADOT&PF Sitka Airport S&C Building. | Bruce Wanstall |

CS Database Notation And Letter To Landowner/RP | A limited amount of soil contamination above the cleanup levels for gasoline and diesel range organics remains off the leasehold boundary bordering a power line. According to DOT, excavation will necessitate pavement removal, disconnecting power and possibly shutting down airport operation. Investigation beyond this area indicates that less than ten cubic yards of residual contaminated material remained after the 2001 removal action. |
Requirements
