Soil sample B2S24 taken on 5/21/90 at Boring B-2 from about 35.0 feet had 6.83 ppm BTEX and 40 ppm TPH. A shallow soil sample B5S1, taken at 3 feet from Boring B-5 on 6/10/90 had 273 ppm TPH. A water sample from monitoring well MW-4 on 6/11/90 had 13 ppm benzene. On 6/11/90 a water sample from MW-5 contained 0.012 ppm dichloroethane. |

Spring remediation and monitoring report submitted. An estimate 124 lbs of gasoline was recovered based on analytical results. The maximum benzene concentration was detected in B4MW at 350 ppb. Halogenated volatile organics have increased in this well to 149 ppb. Increase may be related to increasing groundwater levels. Benzene impact to indoor air in downgradient housed was modeled and it was determined that this pathway was low risk. |

While Holiday will oversee the work at the former Williams’ stations, these sites remain the responsibility of Williams. The numbers of these sites remain the same: 5003; 5004; 5009; 5012; 5015; 5017; 5021; and 5034. |

Received laboratory data for groundwater sample collected on May 5, 2009. Water depth was reported via 5/21/09 email as "32.26 feet below the top of casing (as expected for the spring at this site)". No laboratory review checklist or data table provided, however DEC review of data package found no quality issues that would impact data. Following receipt of this information and the 2008 report, the Cleanup Complete with ICs decision that was petitioned for can be made with the adequate amount of information. |

The ADEC has determined there is no unacceptable risk to human health or the environment, and this site will be granted a Corrective Action Complete- ICs determination subject to the following.
1. Any future change in land use may impact the exposure assumptions cited in this document. If land use and/or ownership changes, current ICs may not be protective and ADEC may require additional remediation and/or ICs. Therefore the Holiday Companies shall report to ADEC every five years to document land use, or report as soon as Holiday Companies becomes aware of any change in land ownership and/or use, if earlier. The report can be sent to the local ADEC office or electronically to DEC.ICUnit@alaska.gov.
2. Installation of groundwater wells will require approval from ADEC in accordance with 18 AAC 75.350(2).
3. Monitoring wells (MWs) must be decommissioned in accordance with ADEC guidance.
4. Any proposal to transport soil or groundwater off site requires ADEC approval in accordance with 18 AAC 78.600(h). A “site” [as defined by 18 AAC 75.990 (115)] means an area that is contaminated, including areas contaminated by the migration of hazardous substances from a source area, regardless of property ownership. (See attached site figure and Notice of Environmental Contamination)
5. Movement or use of contaminated material in a manner that results in a violation of 18 AAC 70 water quality standards is prohibited.

Date of receipt of Well and Remediation System Decommissioning report. Four groundwater monitoring wells and two vapor extraction system (VES) wells were decommissioned, subsurface remediation system piping was capped, and the aboveground components of the VES were removed with the exception of the shed which remains on the site for reuse. This work was to be performed according to the Work Plan for Remediation System Decommissioning and Well Decommissioning at Holiday Station Store 614, dated September 14, 2009 and approved on September 17, 2009. The work plan stated that the subsurface pipes would also be filled with concrete and/or hydrated bentonite as well as being capped. ADEC requests written justification for this unapproved deviation from the work plan. |
