Problems/Comments

Contamination found during a facility upgrade in 1989. 1,800 tons of contaminated soil was excavated and subsequently thermally treated. Monitoring wells were installed in 1990 to help define the extent of the groundwater contamination. A groundwater pumping and soil vapor extraction system was installed and began operation in 1990 and continued operation until 2001. Up to 120 mg/kg benzene, and 10,800 mg/kg GRO was left in the gasoline tank excavation. Up to 10,700 mg/kg DRO and 0.5 mg/kg benzene was left near the building foundation at the location at the former heating oil tank. Some lesser releases were also documented at the piping/dispensers. In 2011 three soil borings were sampled and two of them were completed as monitoring wells SMW-3A and SMW-7. Due to existing active tanks and utilities confirmation samples were not able to be collected at the areas were the contamination was previously identified. Future confirmation samples will be required when those areas are accessible. In 2014 two soil borings were sampled to help define the extent of the soil and groundwater contamination at this site. Soil boring MW-8 was located to the east of the underground storage tanks, and soil boring SB-2A was located beneath the former used oil tank. One of the soil borings was completed as a monitoring well (MW-8). Up to 19.8 mg/kg DRO, non-detect (<49.4 mg/kg) RRO, and non-detect (<0.0227 mg/kg) benzene in the soil samples collect from MW-8. Up to 3.76 mg/kg Arsenic, 14.7 mg/kg Chromium, and 3.24 mg/kg lead in the soil sample collected at 12 feet below ground surface at SB-2A, other analysis was not conducted due to insufficient soil volume to fill the other sample jars. Three of the proposed soil sampling locations (A, B, and C) were not sampled due to soil refusal using a hand auger.

3/22/2013 Update or Other Action DEC request that all sites where there has been no purge groundwater sampling conducted during the last year, that for the next sampling event that they do both no purge then purge sampling from each monitoring well, so we evaluate on a site specific basis whether no purge sampling has provided comparable data. The post purge well sampling for VOCs would need to be conducted via hydrasleeve, bladder pump, or in well pump. Non VOC sampling can be collected with a bailer or peristaltic pump (in addition to the VOC methods) if desired. The specific sampling methods will need to be documented in the report and included field notes. All samples are to include total lead analysis. 3. The sample from boring D is also to be analyzed for PAH, RRO, DRO, GRO, BTEX, VOCs, EDB, 1,2-DCA, and PCBs. 4. The sample interval for all groundwater samples needs to be documented in the field notes and the report as being collected from top of the water column at the soil water interface. 5. All soil samples need soil moisture. The work plan proposes to sample 5 soil borings and complete one of them as a monitoring well. They will submit a work plan for the 2016 groundwater monitoring that will include analysis for PAHs. DEC is requesting annual groundwater monitoring event to include PAHs. We discussed that since GRO (10,800 mg/kg) was left in the tank excavation over maximum allowable concentration (1,400 mg/kg) that area will need confirmation soil samples in the future demonstrating have been remediated below levels for closure with ICs. DRO at 10,700 mg/kg was left behind the building that needs further assessment. DEC is requesting the three areas (A, B, C) that were not sampled in 2014 be assessed. Rose diagrams showing historical groundwater flow directions are to be included in future site monitoring report maps. They will document which monitoring wells are damaged or not accessible, so they can be repaired, decommissioned, or possibly replaced. 12/9/2016 Document, Report, or Work plan Review - other March 31, 2016 groundwater monitoring event. Up to 0.56 ug/l benzene, 0.0208 mg/l GRO, 3.3 ug/l lead (5 ug/l cleanup level). Contaminant concentrations have increased in 1 of the 5 monitoring wells sampled. Groundwater flow direction was to the east by southeast. Depth to groundwater was 16.01 to 17.5 feet below ground surface. The sample interval for the bladder pump was near the soil/water interface as required after the monitoring wells were purged. Monitoring well SMW-7 was not sampled because of ice in the well. That well exceeded benzene cleanup levels as recent as August 9, 2015, there have not been enough clean monitoring events to demonstrate that it meets cleanup levels seasonally. Robert Weimer

All of the samples were non-detect for PAHs. Groundwater flow direction was to the east. Depth to groundwater was 16.4 to 17.4 feet below ground surface. DEC is to review the information provided regarding contamination left behind the building and utilities in that area, and the request for decommissioning site monitoring wells is to be evaluated after reviewing the site information. We discussed given the high BTEX concentrations left behind the building and the UST tank area to the northeast of the building DEC is requesting vapor intrusion sampling (soil gas or sub slab or indoor air during both frozen and non-frozen ground conditions) in accordance with a site specific approved work plan. They plan to submit the work plan soon. On all sites GES will provide a diagram showing the remaining soil contamination above migration to groundwater, human health, and maximum allowable cleanup levels. Robert Weimer

12/10/2019 Document, Report, or Work plan Review - other On March 28, 2019 six indoor and one outdoor air samples were collected over a 24 hour period. Up to 2.04 ug/m3 benzene, 10.4 ug/m3 toluene, 1.65 ug/m3 ethylbenzene, 5.54 ug/m3 total xylenes, and 124 ug/m3 chloroform. The other detectable compounds were below 10% of the residential and commercial target levels. Benzene exceeded 10% of the commercial (16 ug/m3) target level. It was discussed that sites must be characterized both vertically and horizontally in all contaminated media to move forward with site closure with institutional controls (ICs). To move forward with site closure with ICs would also require landowner and stakeholder concurrence and the required documentation under the Uniform Environmental Covenants Act.
