Problems/Comments

Area extent of remaining groundwater contamination estimated at over 1 acre. Public wells exist within 1/2 mile downgradient of site. On 9/12/90 0.20 feet of gasoline measured in monitoring well MW-5. Also see Event ID 2679.

12/13/2002 Update or Other Action Tank closure assessment report submitted. 300-gallon heating oil tank found and removed during repair of a broken water main along East 5th Avenue. No piping was observed with the tank. Wood and metal debris also excavated and may have been associated with a septic crib. Final excavation was 6.5 to 8.5 feet deep. Soil samples analyzed for BTEX, GRO, DRO, RRO, PAHs, and UST metals. Benzne (0.038 mg/kg) and chromium (32.7 mg/kg) were detected above cleanup levels. 75 cubic yards of soil were disposed of at the Anchorage Municipal landfill. 2/21/2003 Update or Other Action Due to observed problems at the Veeder-Root access at several Williams stations, soil screening samples were collected from soil in the manway in 2001. Headspace results exceeded 1,000 ppm at this station. Migration to groundwater will be evaluated through existing wells. Janice Wiegers

Maximum benzene concentrations were observed in the off-site well MW-4 (100 ppb). This well has contained elevated levels since 2000. An additional source along 5th Avenue is possible as much debris (partly aircraft debris) has been observed in the subsurface. 9/8/2004 Leaking Underground Storage Tank Corrective Action Underway Holiday will be assuming responsibility for investigative and remediation activities at all former Williams Express Stores, but legal responsibility is divided by store. Holiday has renumbered their stores as: 5001=601; 5002=602; 5005=605; 5005=605; 5006=606; 5007=607; 5008=608; 5010=610; 5014=614; 5016=616; 5018=618; 5024=624; 5025=625; 5030=630; 5031=631; 5050=650. While Holiday will oversee the work at the former Williams’ stations, these sites remain the responsibility of Williams. 3/5/2008 Institutional Control Record Established ADEC has determined that the cleanup actions employed at the HSS No. 610 facility were effective in removing a majority of the contaminant source material. The UST system was upgraded to prevent further releases, much of the contaminated soil was excavated, and an air sparge/vapor extraction system was installed and operated for several years. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action is required at HSS No. 610. This determination is subject to the following conditions: 1. An institutional control will be recorded on the ADEC database that identifies the nature and extent of the contamination remaining on the site. 2. ADEC approval is required prior to off site transport of soil or groundwater in accordance with 18 AAC 78.274(b). 3. The aboveground components of the remediation system, the vapor extraction wells, and the air sparge wells shall be decommissioned in accordance with accepted practices and a work plan approved by ADEC. 4. Samples shall be collected from MW-1, MW-2, SVX-2, and MW-4 and analyzed for BTEX according to the approved ADEC plan in the spring of 2008. Status of future monitoring will be determined after the results of the next monitoring event are available. 5. Any monitoring wells that are not needed for future monitoring shall be decommissioned in accordance with an ADEC approved work plan. 6. Groundwater wells will not be installed on this property without prior approval from ADEC. 7. A deed notice (Notice of Environmental Contamination) shall be recorded in the State Recorder’s Office that identifies the nature and extent of contamination at the property and any conditions that the owners and operators are subject to in accordance with this decision document. A copy of the recorded notice shall be provided to ADEC within thirty (30) days of its recordation. Keather McLoone

4/24/2009 Long Term Monitoring Complete Receipt of September 2008 Groundwater Monitoring. April 2008 data and laboratory review checklist was submitted previously with 2007 report. Concentrations in onsite MW-1 below Table C for both events. Benzene was 0.00972 mg/L in April 2008 at MW-4, but this well was likely destroyed after that event due to demolition and resurfacing activities at this adjacent property location. There are other downgradient potential sources of contamination. Also, at this time, it would not make sense to reinstall this adjacent property well due to the likelihood of further site construction activities. Email sent on this date approving this change to the Conditional Closure with ICs requirements with a letter sent via postal service on 4/27/09 to further document. Keather McLoone

One groundwater well (MW-2), one vapor extraction (VES) well (SVX-2), one recovery well (RW-1), and the remaining aboveground components of the remediation system were decommissioned on November 17, 2008 and on January 7, 2009. 12/2/2015 Institutional Control Compliance Review IC compliance review conducted, groundwater monitoring requirements removed in the database record since the long term monitoring was completed in 2009, staff name changed from Nuechterlein to IC Unit, and the reminder system was set to send an IC reminder letter to the landowner in 2017. There is an associated site in our records that is on the same property which is hazard ID 22998.
