Problems/Comments
Chronic petroleum contaminated soils due to facility operations at a maintenance shop at a Thorne Bay logging camp. This site incorporates three operable units: the main shop facility, the bunkhouse area, and the sortyard. Petroleum hydrocarbon contamination present at all areas. Soil excavated and disposed of off-site.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
10/26/1995 | Cleanup Plan Approved | (Old R:Base Action Code = RAPR - Remedial Action Plan Review (CS)). CAP submitted for soils at this site and at another logging camp. Approximately 600 cubic yards of oily soil expected total from both sites. Possible solvent contamination. Oily soils will be combined and placed into a biocell. Plan approved. | Sally Schlichting |
11/8/1995 | Site Added to Database | Contaminated soil at maintenance shop to be excavated and placed in a biocell. | Sally Schlichting |
11/8/1995 | Site Ranked Using the AHRM | Scored very high due to unknown conditions at site. Score most likely will be revised. | Sally Schlichting |
7/11/1996 | Update or Other Action | Comments drafted on work plan. | Sally Schlichting |
9/18/1996 | Update or Other Action | Approval given to backfill shop area, previously excavated extensively (1000 cubic yards+ soil removed). Levels above cleanup may remain, confirmation results pending. Soils to be treated in active cell on site. | Sally Schlichting |
7/11/1998 | Update or Other Action | Comments on site characterization work plan. | Sally Schlichting |
7/16/1998 | Update or Other Action | Community involvement: Presented ADEC comments on proposed site characterization workplan for contamination in and around the general Thorne Bay area to the City Council and public. | Sally Schlichting |
2/19/1999 | Update or Other Action | Approval to relocate some remediated soils from the biocell. | Sally Schlichting |
12/20/1999 | Meeting or Teleconference Held | Schlichting and Janes meet via teleconference with USFS, KPC and URS Greiner to discuss site characterization report and data gaps. | Sally Schlichting |
6/21/2000 | Update or Other Action | Cleanup resumed this week. Two out of three of main cleanup excavations complete. The excavation near the Durrette property line yielded some localized contamination that had to be cleaned up and a broken culvert that had some oil in it. The excavation at the north end of the main shop/generator area went smoothly. Need to characterize under the Boyer Building which is currently being demolished. At the main shop, approval issued to backfill the excavation right away as it could threaten the foundation of the building if excavation left open. Also, this is a traffic area, open to City of Thorne Bay workers who maintain the city generator. Email approval issued this date to use the material from the old biocell to backfill here. CAP for Thorne Bay included use of this material for backfill. KPC will mark the corners/sidewalls of the excavation so that they can easily pick up where they left off if confirmation samples show that they did not get all of the contamination. | Bill Janes |
9/27/2000 | Update or Other Action | Cost Recovery Letter Issued this date. | Sally Schlichting |
11/3/2000 | Update or Other Action | $17,740.28 check received for this site, four others and the general "Ancillary Facilities" project code. | Bill Janes |
1/30/2001 | Update or Other Action | Final report approved for the Shop and Bunkhouse areas. A small volume of contaminated soil is present at the Shops area due to the presence of buildings and a utilities vault prohibiting soil removal. | Anne Marie Palmieri |
2/28/2001 | Cleanup Level(s) Approved | Alternative cleanup level for DRO based upon site-specific TOC approved for the Sortyard area. All other contaminants of concern will be cleaned up to method 2 levels. | Anne Marie Palmieri |
9/20/2001 | Institutional Control Record Established | Contamination present noted in NFRAP letter. Shop Facility property has been transferred to City of Thorne Bay. City is aware that they must address the contamination if the buildings and shop vault are removed. | Anne Marie Palmieri |
9/20/2001 | Conditional Closure Approved | DRO above the method 3 cleanup levels exists underneath buildings at the shop facility area. | Anne Marie Palmieri |
2/25/2010 | Institutional Control Record Removed | ICs are removed as an administrative action. The current site conditions meet the 2009 site closure criteria. | Evonne Reese |
