Problems/Comments

Benzene detected in groundwater sampling exceeded the MCL. TPH and BTEX detected in soil samples exceeded ADEC cleanup guidelines. Highest contamination near UST array. ADEC required site remediation. Vapor extraction and soil removal were considered conducted. Groundwater moves towards the south/southwest (toward Old Seward Highway). Depth to groundwater is 5 to 6 feet below ground surface. BTEX was not detected in monitoring wells south of International Airport Road. Mapco Express bought the site's lease from Toppers Oil Corporation in 10/87. Site owned by Al and Sharon Hrubes and is currently occupied by Continental Motors. Duplicate site listed as reckey "91210010204" deleted - duplicate information. IC modification in 2012 removed requirement to conduct annual groundwater monitoring. Natural attenuation continues to decrease contamination over time.

12/9/1991 Long Term Monitoring Established MS; Quarterly groundwater monitoring was conducted from December 9 - 11, 1991. A quarterly report was submitted on January 16, 1992. the report indicates that total BTEX concentrations in groundwater range from non-detectable to over 10 ppm. 9/8/2004 Leaking Underground Storage Tank Corrective Action Underway Holiday will be assuming responsibility for investigative and remediation activities at all former Williams Express Stores, but legal responsibility is divided by store. Holiday has renumbered their stores as: 5001=601; 5002=602; 5005=605; 5005=605; 5006=606; 5007=607; 5008=608; 5010=610; 5014=614; 5016=616; 5018=618; 5024=624; 5025=625; 5030=630; 5031=631; 5050=650. While Holiday will oversee the work at the former Williams’ stations, these sites remain the responsibility of Williams. 10/1/2004 Leaking Underground Storage Tank Corrective Action Underway A decision was made in 2004 by Williams and Holiday to sample selected sites for lead scavengers. The purpose of this investigation is to determine whether or not lead scavenger compounds such as ethylene dibromide and ethylene dichloride are viable constituents of concern. This site was not included for lead scavenging investigation based on risk ranking. Risk rank was determined by the presence of wells and potential receptors, known period of leaded gasoline sales at this site, the known presence/absence of Pb scavengers, and the general level of hydrocarbon concentrations. 10/12/2005 Conditional Closure Approved The NFRAP includes an abbreviated site history and a concise explanation of current site conditions. The impacted groundwater plume has been determined to remain on site, based on groundwater monitoring data. There are no knoen potential receptors or completed pathways associated with remaining impacted media. The area is served by Municipal water and the nearest water bady, Campbell Creek, is hydraulically upgradient. Lynne Bush
10/12/2005 Institutional Control Record Established The ICs require: 1. ADEC shall be notified prior to excavation and off-site transport of soil or groundwater from this site in accordance with 18 AAC 78.274(b); 2. Groundwater monitoring will be conducted on an annual basis, with sampling to be performed in April or May, as weather conditions allow, for benzene, toluene, ethylbenzene, and xylenes. Samples will be collected from monitoring wells M4MW1, CGMW, 4T8MW, AIS3, and AIS4. The report will be submitted to ADEC within thirty (30) days of the sampling event; 3. Monitoring wells M4MW4 and M4MW5 and the VEAIS aboveground components shall be permanently decommissioned in accordance with accepted practices; 4. The installation of groundwater wells at this site is prohibited without the prior approval of ADEC; 5. A deed notice (Notice of Environmental Contamination) shall be recorded in the State Recorder’s Office that identifies the nature and extent of contamination at the property and any conditions that the owners and operators are subject to in accordance with this decision document. A copy of the recorded notice shall be submitted to ADEC within thirty (30) days of its recordation. Lynne Bush

3/5/2010 Document, Report, or Work plan Review - other Review of May 2009 Groundwater Monitoring report submitted on March 1, 2010. Review included Laboratory Data Review Checklist. Samples were collected from AIW3 and CGMW. AIW3 was inadvertently sampled (and decommissioned shortly after) instead of AIW4. GRO/DRO/RRO analyses were dropped from the monitoring program following the 2005 NFRAP letter which specified continued monitoring for BTEX. The report proposes an endpoint for this groundwater monitoring program consisting of stable or decreasing trends in benzene results. A long term monitoring complete decision for this site should also include data showing that trends in gasoline, diesel, and residual range organics are stable or decreasing. Therefore, ADEC recommends that these analyses be included in future monitoring events in order to achieve a long term monitoring complete decision. This recommendation is supported by a review of the December 2003 and March 2004 Groundwater Monitoring report for this site which discusses results obtained before these analyses were dropped from the sampling program. 9/8/2010 Update or Other Action A consultant contacted by ADOT claims that contaminated soil was encountered in the right of way during excavation for new stop lights at the northeast corner of Old Seward and International Airport Rd. A heated head space sample was checked with a PID and had a reading of 1.2 ppm. "Some" hydrocarbon odor and sheening was noted. Documentation such as field notes or photos was requested but none provided. Soil was excavated and hauled to ASR for treatment but there is some debate about petroleum versus peat etc..... 11/19/2012 Document, Report, or Work plan Review - other Received a combined 2011 and 2012 work report. The only two remaining monitoring wells (CGMW and AIW4) were both sampled for BTEX, GRO, DRO, & RRO. Highest contaminant concentrations were detected in CGMW with benzene at 0.0627 mg/L, DRO at 2.78 mg/L, and RRO at 1.76 mg/L. All other analytes and locations were below ADEC cleanup levels and/or not detected. Concentrations continue to decrease since CC-IC was granted in 2005, and approval will be granted to end annual groundwater monitoring. Richard Bernhardt
12/5/2012 Meeting or Teleconference Held Conducted an RP meeting with Becky Brown and her consultants from S&W. Williams verbally petitioned, and ADEC verbally agreed to remove the IC requirement to conduct annual groundwater sampling, given current site conditions. A formal approval letter will be issued. Remaining ICs will continue to apply, and a requirement to report the status of the parking lot's asphalt, which serves as a cap over existing contamination, will be applied with a requirement to characterize and potentially resume remediation if the cap is removed.
