Reviewed the Shannon & Wilson, Inc. "Underground Storage Tank (UST) Site Assessment at 1001 C Street, Anchorage, Alaska" dated 2/2/95 and received by the department 9/23/99. A 300-gallon home heating oil tank was removed on 1/17/95 resulting in a release of an unknown amount. Approximately 200 gallons of water was pumped from the tank prior to removal. Approximately 18 c.y. of soil was removed and returned to the excavation after field screening and one lab sample resultng in 330 mg/kg DRO. The excavation went to 6 feet deep. No GW was encountered. DRO and BTEX sampled for resulting in the maximum lab result of 9,000 mg/kg DRO at 5.5 feet bgs, ~6" below the tank bottom. No BTEX was detected. |

Reviewed the Shannon & Wilson, Inc. "Underground Storage Tank (UST) Release Investigation;1001 C Street; Anchorage, Alaska" dated March 1995 and received by the department 9/23/99. A 6'x9'x13.5' deep pit was excavated at the approximate location of a sample taken 1/17/95 that resulted in 9,000 mg/kg DRO in an attempt to evaluate the extent to which petroleum hydrocarbons contaminated soil and GW. GW was not encountered. No samples in the bottom or sidewalls of the excavation was performed due to slumping to 7' bgs. Approximately 15 c.y. of soil was excavated and based on field screening segregated into stockpiles of 11.5 c.y. of contaminated soil and 3.5 c.y. of clean soil. The contaminated stockpile was placed on a liner and covered.
On 2/20/95 Boring B1 was drilled to 27' bgs. 7 soil samples were taken every 2.5' starting at 10' bgs and ending at 22.5' bgs. Sample B1S4 taken from 17.5 to 19.5' bgs had the highest screening level and was sampled. The result was 1,700 mg/kg DRO. Sample B1S6 taken from 22.5 to 24.5' bgs resulted in 20 mg/kg DRO. Four clean stockpile screening PID sample readings ranged between 2 to 3 ppmv and no samples were submitted. Sample S7 from the contaminated soil stockpile had the highest PID reading and was submitted for analysis resulting in 4,880 mg/kg DRO. GW was encountered at 23.6' bgs and a sheen on it noted. Bssed on the absence of finer grained soils, released fuel most likely migrated mostly vertically to the water table. |

Reviewed a copy of the Shannon & Wilson (S&W) report "Monitoring Well Installation and Soil Disposal; 1001 C Street; Anchorage, Alaska dated July 1995 and received 2/17/98. Approximately 3.5 c.y. of clean soil stockpiled on site was backfilled into the former pit excavation on 6/13/95 with more clean fill imported to bring the excavation to grade. An approximate 15 c.y. contaminated soil stockpile on site was transported to Alaska Soils Recycling (ASR) for thermal treatment that was completed on 6/20/95 based on a 7/1/95 ASR letter to the department. Monitoring well B2MW was drilled, installed, and purged on 6/16/95. A sheen was noted on the drummed purge water. The sampled GW was analyzed for GRO, DRO and BTEX. Sampling results indicated GW contamination - 0.96 mg/l DRO, 0.4 mg/l GRO, ND for benzene, 0.002 mg/l toluene, 0.0018 mg/l ethylbenzene, and 0.03 mg/l total xylenes. Total BTEX .0338 ppm. Soils at 17 to 19.5' below ground surface left in situ exceeded 1700 ppm. S&W contends that the GRO and BTEX components are potential contamination migrating from a site at 901 (840) C Street. |

Analytical results from a sample from monitoring well B2MW on 6/16/99 for GRO, DRO, RRO, and BTEX indicated that free product was encountered. All contaminants of concern far exceeded cleanup levels. Nine inches of free product was encountered in monitoring well B2MW. Further discussion with Shane Poston of CT&E indicated that the analytical profile of the sample from B2MW is consistent with arctic heating fuel typically found in Alaska. |

The GW was sampled on 3/17/00. Soil and GW results for MW B3MW were all ND except for 0.534 mg/kg DRO. Analytical results from MW B4MW indicated exceedances for DRO in soil to 8,970 mg/kg at 22 to 24' bgs and in GW at 61.3 mg/l. At the site we discovered that the site plan was not to scale. Changes were made to two well locations and an alternative location was picked out for the south well. Shannon & Wilson has not been able to communicate with the property owner on which the south well should be located. |

Upon review of the Shannon & Wilson "Additional Release Investigation Services, 1001 C Street, Anchorage, Alaska" report dated June 2002 received by the department on 6/12/02, the ADEC sent a letter to the RP approving it. In order to further characterize the site, Borings B5 and B6 were advanced on April 12, 2002, and B7 on April 20, 2002 to 28 feet bgs, conducting soil screening and sampling for DRO and BTEX during the process. The boring logs indicated that a petroleum odor was detected during drilling of Boring B6 below 20 feet bgs and in Boring B7 below 19 feet bgs. Monitoring wells were subsequently installed in all three borings. Groundwater was encountered at approximately 22 feet bgs in all three borings during drilling and did not fluctuate more than one foot when subsequently measured within three weeks after drilling. Groundwater elevation measurements undertaken subsequently indicated the GW flow was to the southwest with a gradient of about 0.001 foot/foot. Three inches of floating product was measured in monitoring well B2MW prior to purging. Monitoring wells B4, B6, and B7 exhibited a sheen or slight sheen. Soil samples from Borings 6 and 7 were ND for BTEX but DRO was above cleanup levels in each of these borings at 983 mg/kg and 369 mg/kg, respectively. Both of these samples were taken from 20 to 22 feet bgs. DRO was detected in groundwater samples from monitoring wells B2, B4, B6, and B7 with the results 42.4 mg/l, 0.578 mg/l, 2.18 mg/l, and 4.83 mg/l, respectively. The groundwater cleanup level for DRO is 1.5 mg/l. Soil and groundwater is impacted on site above cleanup levels. Contamination is migrating off-site. Evidence indicates a continuing source in the vicinity of the former UST location. Groundwater flow direction changes. Data resulting from this characterization suggest the possibility of a second off-site source to the northeast of the subject site. Further investigation of this possibility is warranted. ADEC also requested quarterly monitoring, product recovery, and installation of additional monitoring wells. Work plan and schedule to be submitted by July 15, 2002. |

Reviewed a copy of the Shannon & Wilson, Inc. report "April 2005 Groundwater monitoring Event, 1001 C Street, Anchorage, Alaska" dated 6/13/05 and received by the program on 3/7/08. A product recovery test was conducted and DRO sampling of MWs B2MW through B7MW occurred on 4/8/05. B2MW and B7MW had a heavy sheen but no measurable product; ~0.25” of product was measured in B6MW and after 1.5 hours of bailing the product level reduced to 0.1”. No other wells were measured for product on this date. A sheen was noted on the purge water from B2MW, B4MW, B6MW, and B7MW prior to sampling. The purge water was picked up by Emerald Alaska for treatment and disposal on 6/13/05. The GW flow direction was south-southwest with a gradient of less than one percent. DRO was not detected in B3MW and B5MW but was above cleanup levels in the remaining wells other than B4MW, with the highest value 96.6 mg/l. It appears that B2MW and B4MW have decreasing DRO trends (free-phase to 26 mg/l and 61.3 mg/l to less than 1 mg/l, respectively) but B6MW and B7MW have increasing trends (2.18 mg/l to 96.6 mg/l and 4.83 mg/l to 60.0 mg/l, respectively). DRO levels in B3MW and B5MW have been either ND or below cleanup levels for each sampling event. |

Reviewed 2011 Groundwater Monitoring Report for 1001 C Street. Water and product levels were measured in wells B2MW, B3MW, B4MW, B6MW, and B7MW. B5MW could not be located. Free phase product was found in wells B2MW at 1.34 feet thick, B3MW at 1.43 feet thick, B6MW at 0.42 feet thick, and B7MW at 1.53 feet thick. This is the first instance of product in B3MW, which previously did not contain contaminants above Table C cleanup Levels. The product found in wells B2MW and B3MW nearest the former fuel tank was reddish in color, whereas the product found in B6MW and B7MW was yellow in color, suggesting the potential for offsite source areas to be impacting the property.
A groundwater sample was collected from B4MW. DRO was detected at 4.91 mg/l, BTEX was not detected. The presence of free phase product precluded the accurate calculation of groundwater flow direction, but based on the correction of groundwater levels that accounts for the specific gravity of the product, groundwater is indicated to be flowing to the south-southeast, which is consistent with previous measurements. Groundwater levels were lower than in previous sampling events, which may be contributing to the presence of free product in the wells and the increase in contaminant concentrations in B4MW.

One groundwater sample and one filed duplicate sample were collected from groundwater monitoring well B8MW. The groundwater was analyzed for GRO, BTEX, DRO, and RRO. Concentrations were below cleanup levels. Depth to groundwater and depth to product was conducted on all the groundwater monitoring wells. Well B6MW was the only well to contain a measurable amount of product, 0.01 foot.
Based on the last groundwater monitoring and product recovery event, CSP is not requiring a remedial action plan at this time; however, CSP is requiring quarterly groundwater monitoring and/or product recovery for a period of two years, after which this requirement will be re-evaluated.
CSP requests that a work plan be submitted by May 15, 2014, including a schedule for when the work will be conducted. CSP requests that product monitoring and/or product recovery continues for monitoring wells B6MW and B7MW. If product is recoverable, please have the light non-aqueous phase liquid fingerprinted to evaluate the source of the product

Reviewed the 2014 quarterly Groundwater Monitoring and Product Recovery report. The wells were sampled in the three quarters (May, September, and November). During each of the events, groundwater samples were collected from B2MW, B3MW, B4MW, B5MW, B8MW and analyzed for diesel range organics (DRO). All samples collected in the three quarters (except at B8MW in May and November and B3MW in May) exceeded Table C groundwater cleanup levels for DRO. B6MW had the only measurable product (ranging from 0.01 feet to 0.06). There was not enough product in B6MW an no product in B3MW during the three events to collect samples for fingerprinting. |

Reviewed the Former Salvation Army Property - 12/19/16 - Shannon & Wilson report, Investigation of historical heat source for garage structure, 1001 C Street, Anchorage, Alaska. The study was conducted to assess if there may be additional sources that may be contributing to contamination that was discovered on this site. The structure is currently heated by a natural gas fired unit heater that was installed in 1995. There was no evidence of an above ground or below ground heating oil tank observed during the investigation. There is no evidence of a historic heating source exhaust vent or fuel source plumbing associated with the structure. There is not a floor drain in the concrete floor of the structure. No information was discovered for a previous heating source prior to the installation of the natural gas heater installed in 1995. |

Reviewed Additional Site Characterization Report for 1001 C Street. The objective of the additional characterization was to evaluate a potential off-property source on the property to the east, collect product samples for fingerprinting, evaluate a potential on-property source at the garage building, sample groundwater and conduct a level loop survey. Due to the presence of free product along the southern edge of the site, it has been suggested that a second source may be located on the property to the east at 236 west 10th Ave. A ground penetrating radar survey was conducted at the suspected location of a former heating oil tank. The survey did not indicate the presence of a buried tank. Follow up conversations with the previous owner indicated a heating oil tank was present at this location, but was removed in the 1970’s. In addition to the GPR survey, a single monitoring well, B9MW, was installed along the eastern edge of 2369 west 10th. The soil sample collected from this borehole contained DRO up to 3,880 mg/kg at 22.5 – 24.5 feet bgs. The sample from 5-7 feet bgs contained DRO at 44.9 mg/kg. An electromagnetic survey conducted at the onsite garage building, as well as a historical air photo review did not indicate any source areas near the garage. Groundwater samples were collected from seven wells, both on the 1001 C street property as well as off-property. The new well, B9MW, contained DRO at 3.53 mg/l and well B7 also located on the 236 West 10th Ave property contained DRO at 5.67 mg/l. 1001 C street source area well contained DRO a 1.54 mg/l, which is significantly lower than previous results. LNAPL was present in well B6MW, but not enough for fingerprinting. |
