Problems/Comments

In 1992 during removal of two 10,000 gallon diesel USTs, diesel contamination from the USTs was found in the soil. GW varied between 6.99' and 8.6' bgs between 1/7/93 and 5/27/98. Approximately 235 cubic yards of contaminated soil was generated from excavation of the two 10,000-gallon diesel USTs in 1992 and was approved for transport to the Clitheroe Center on 8/2/95. These soils made up part of Cell A which was a total of 450 cy. Subsequent sampling at a later time indicated that Cell A was below migration to GW cleanup levels and the soils were approved for landspreading on 10/10/01. The soils from this site should not be confused with soils from multiple MOA sites that ended up in Cells A, B, or C at the Clitheroe Center. There were two unique groups of contaminated soil cells that existed on the Clitheroe property before they were ultimately remediated below migration to GW cleanup levels and then landspread. Former site address was 3650 C East Tudor Road. New address of 3625 A is for the new Paratransit Building which sits atop this site.

12/30/1992 Document, Report, or Work plan Review - other Reviewed a copy of the Hart Crowser "Old Transit Maintenance Facility, Diesel UST Removal" dated November 1992, A-8284-04. The lab data was received on 12/30/92 and the report on 5/11/98. On 10/20/92, two 10,000-gallon diesel USTs and associated piping were removed. These were Tanks #3 and #4 from ADEC UST Program Facility ID 1448. Both tanks appeared in good condition, showed slight oxidation, and no fuel stains were observed on either tank. Approximately 200 c.y. of soil from Stockpile B were determined to contain low concentrations of petroleum hydrocarbons and used to backfill the UST B excavation (southern UST). Stockpile A contained DRO concentrations below 751 mg/kg and were eligible to be disposed of at the Anchorage Regional Landfill. GW was encountered at 12-13’ bgs and no odor or sheen was observed. DRO ranged from ND to 15 mg/kg for excavation soil samples. These values are well below the cleanup level. 2/19/1993 Document, Report, or Work plan Review - other Reviewed a copy of the HartCrowser "Municipal Transit Maintenance Facility, Additional Water Quality Investigation, Anchorage, Alaska" dated February 1993, A-8245-05. The report was received on 2/19/93. The work related to this report was conducted to determine whether significant concentrations of dissolved phase extractable petroleum hydrocarbons (EPH)(DRO) identified in the groundwater on site during the initial investigation are being transported off site in the direction of water supply wells. On 1/6/93, two soil borings were drilled at the central and northern section of the western property boundary and subsequently finished as monitoring wells MW-6 and MW-7. A sample from each boring at the phreatic surface (10-11.5’ bgs) contained DRO concentrations of 5.1 mg/kg. This is far below above the soil cleanup level. GW sampling was ND for BTEX and DRO ranged from 0.18 mg/l in MW-6 to 0.2 mg/l in MW-7.Based on the results of this investigation, water supply wells down gradient are not being adversely impacted by GW contamination on this site. On 6/10/94 monitoring wells MW-6 and MW-7 were measured for static water level, purged, and sampled. Sampling analyses indicated that both wells were ND for BTEX and DRO was 0.10 mg/l in MW-6 and 0.29 mg/l in MW-7. These values are well below the cleanup level. 6/19/1995 Document, Report, or Work plan Review - other Reviewed a copy of the HartCrowser "Diesel UST Stockpile Sampling, MOA Transit Maintenance Barn, Anchorage, Alaska", A-8284-06, dated 6/15/95, received on 6/19/95. On 5/31/95, 25 discrete samples were collected from two stockpiles resulting from the removal of UST A, the northern of two USTs removed in 1992, and field screened with a PID. Six samples with the highest PID readings, along with a duplicate sample, were submitted for laboratory analysis for DRO. The results were compared to the Level A of 100 mg/kg for DRO. Results ranged from 31 to 71 mg/kg. These values are well below the cleanup level. 10/20/1998 Document, Report, or Work plan Review - other Reviewed a copy of the HartCrowser "Tudor Road Maintenance Facility, May 1998 Groundwater Sampling", A-8387-01, dated 7/8/98, received on 10/20/98. On 5/27/98 monitoring wells MW-6 and MW-7 were measured for static water level, purged, and sampled. Sampling analyses indicated that both wells were ND for BTEX and DRO. These values are well below the cleanup level. During the 6/25/97 groundwater monitoring event, total xylenes were detected in MW-6 at 0.0014 mg/l but all other BTEX and DRO analytes were ND. This was the first time since GW monitoring of MW-6 and MW-7 began that any BTEX constituent was detected. 8/28/2001 Site Characterization Workplan Approved Reviewed the Shannon & Wilson, Inc. "Work Plan for Soil Pile Sampling, Clitheroe Center, Anchorage, Alaska" dated 8/20/01. Approximately 450 c.y. of contaminated soil was removed from the site and transported to the Clitheroe Center and stockpiled as Cell A. These soils were above the Method 1 cleanup levels for GRO and DRO. The work plan calls for screening the stockpiles at a minimum frequency of 1 sample per 10 c.y. and then submitting two soil samples for DRO analysis only for the first 50 c.y. of stockpiled soil and then one soil sample per 50 c.y. thereafter. This will mean a total of 8 samples submitted for analysis for Cell A. Two duplicate samples will e submitted as well. 10/10/2001 Offsite Soil or Groundwater Disposal Approved Reviewed a copy of the Shannon & Wilson, Inc. "Results of Soil Pile Sampling and Proposed Soil Disposal, Clitheroe Center Soil Piles, Anchorage, Alaska" dated 10/8/01, received on an unknown date. 935 cubic yards of contaminated soil was transported to Clitheroe Center property for long-term storage as Cells A, B, and C. Soil is contaminated with DRO, GRO, BTEX, and PCE. Cell A is composed of 450 c.y. of contaminated soil from two 10,000-gallon diesel USTs. Cell B is composed of 350 c.y. of contaminated soil from a used oil/water separator excavated in 1993. Cell C is composed of 115 c.y. of contaminated soil from an approximately 12,000-gallon diesel UST excavated and removed in 1998 and 20 c.y. from an approximate 500-gallon UST removed in 1998. In October 2000, Cell A was field screened and sampled to evaluate remediation progress. Field screening was performed at a frequency of 1 sample per 10 c.y. Based on field headspace readings, two samples were selected for lab analysis for GRO and DRO. The lab results indicated that GRO was ND and GRO ranged between 183 mg/kg and 225 mg/kg. On August 31, 2001, at a frequency of 1 sample per 10 c.y. 45 soil screening samples were collected from Cell A. Soil screening sample depths ranged from 1.5’ to 4.3’. Screening sample readings varied between 0 and 4.4 ppmV. 11 samples were submitted for DRO lab analysis which included one duplicate. The depths these samples were taken from varied between 1.5’ and 3.5’ into the stockpile and PID readings of the sample submitted for lab analysis ranged from 1.9 to 4.4 ppmV. Lab results indicated that DRO ranged from 94.2 to 230 mg/kg. These values are below the 18 AAC 75.341 Method 2 Migration to GW cleanup levels. The report recommended that the soils be removed from its cell and spread in a field to the minimum thickness practical which is estimated to be 6-8”. The field has no future planned use for cultivation. The report was actually reviewed on 6/5/09 but the action given the date of the report for site chronology purposes. A form was signed this date approving the workplan to dispose of soil from the Clitheroe Center long-term storage Cells A, B, and C at the location, manner, and schedule as described in the work plan to ptoceed. 1/18/2006 Leaking Underground Storage Tank Corrective Action Underway Mailed a letter this date in response to review of the Shannon & Wilson, Inc. "Environmental Management Plan; MOA Paratransit Addition; 3650 C East Tudor Road; Anchorage, Alaska", dated November 2005. The purpose for the Environmental Management Plan (EMP) is to address the handling and remediating/disposing of potentially contaminated soil and groundwater that may be encountered during construction of the Municipality of Anchorage (MOA) Paratransit Addition at 3650 C East Tudor Road, Anchorage, Alaska. In the event contaminated material is encountered, it is proposed in the EMP that any potentially impacted soil will not be excavated, but moved within the excavation to allow foundation preparation. Based on the data provided, on-site contamination associated with this project is not considered a risk to human health or the environment and DEC approves the EMP. DEC’s determination is based on current site conditions. Should site conditions change and/or remaining contamination become a risk to human health or the environment, additional actions may be required. Action added by Petrik. David Pikul

6/3/2009 Document, Report, or Work plan Review - other Reviewed a copy of the Shannon & Wilson, Inc. "Excavation Monitoring and Well Decommissioning, MOA Paratransit Addition, Anchorage, Alaska" dated 4/22/08, received by the department on 5/7/08. Soil excavation activities were associated with construction of the MOA Paratransit Addition west and northwest of Building C. The site contains a Maintenance Support Division, Bus Storage Building, and a paved parking lot. The area related to this report was 50’ north of a former 500-gallon used oil UST removed in 1997 and 75’ west of another former 500-gallon used oil UST removed in 1997. Based on Figure 2 of the report, neither of these UST sites were within the footprint of the Paratransit Addition although the area does include the two former 10,000 gallon USTs. Target analytes were not detected in the sample collected from Monitoring Well MW-1 that was associated with investigation of the Paratransit Addition Footprint so it was decommissioned on 11/30/07. The well casing was surrounded by concrete so the casing was not removed. The PVS casing was cut to ~6” above the concrete surface and filled with bentonite chips, hydrated at intervals during filling. Other field activities consisted of field screening soil excavated during foundation and utility installation efforts. Excavated soil was temporarily stockpiled on site. One sample was collected and screened for VOCs with a PID for approximately every 10 cubic yards of stockpiled soil. Readings ranged from 0.0 ppm to 1.5 ppm with only one reading at 1.5 and the remaining PID readings in ppm being between 0, and 0.5, with the predominant reading of 0.3 ppm. Because no soil was transported off site, and the stockpiled soils were used to backfill the excavations, no analytical samples were collected. The project tasks were conducted in general accordance with the scope described in the S&W November 2005 Environmental Management Plan that was approved by Dave Pikul of the Alaska Department of Environmental Conservation (ADEC) on 1/18/96.
