Problems/Comments

Initial complaint and problems: Soil and groundwater contamination found on property. ADEC has received complaints regarding potential contamination on the property and concerns about possible contamination of nearby drinking water wells. Contamination is suspected to be from vehicles operated and stored on the property and from four 1000-gallon regulated underground storage tanks (UST's). Three of the USTs were closed-in-place at the site and a fourth was removed. The USTs that were closed in place were two gasoline tanks and a diesel tank. A waste oil tank was removed. The file also includes reports that Diversified Storage personnel pressure washed and steam cleaned construction trucks and oily equipment on site, increasing the contamination. 3/12/2004 Update or Other Action During the meeting with consultant Terrasat DEC requested a plan to install a minimum of one additional groundwater monitoring well and to sample the newly installed and existing wells for DRO, GRO and BTEX. Also discussed during the meeting was the requirement that the well be installed southwest of the former excavation and completed in the aquifer referred to in Terrasat reports as the lower aquifer unit. 4/20/2005 Conditional Closure Approved On 4/20/05 DEC issued a NFRAP/IC based on a review of work performed in 2002 and 2003. The NFRAP reflects the fact that contaminants remain in soil and groundwater at the site in concentrations above respective 18 AAC 75.341 Method 2 and 18 AAC 75.345 Table C cleanup levels but the Department has determined the remaining contamination does not pose a risk to human health, safety or the environment. Contamination in soil is localized and is present at a depth of 17.5 feet below the ground surface at concentrations of up to 1,300 mg/Kg GRO and 15 mg/Kg benzene. Rich Sundet

Other There is a water well on the site that intercepts a deep aquifer (>60 feet). The well water is reportedly not used for drinking for secondary water quality reasons. It has been tested and is not contaminated. It is believed to be completely isolated from the upper aquifers. Shallow groundwater in two upper aquifers may not be used, if use or dewatering is proposed, Dept. notification and approval is required.
Advance approval required to transport soil or groundwater off-site. Standard condition.
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) Standard condition.
