Problems/Comments

Gasoline soil and groundwater contamination was found during the demolition of the service station and the removal of the USTs in 1990, some heavier contamination and solvent contaminaiton were also found, probably associated with old former used oil and fuel oil tanks used at the site in the past. Monitoring wells were installed in 1990, 1991, 1992, and 2002 to help define the extent of the groundwater contamination, which extents off property to the northwest. A drinking water well was identified to the northeast of the site and its water was tested as meeting drinking water standards. In 1992 a soil vapor extraction/air sparging system was installed and began operation on-property. In 1999 an additional soil vapor extraction/air sparging system was installed and began operation across the street to the north. During several events in 2010/2011 magnesium sulfate (Epsom Salt) was injected to help conduct anaerobic biodegradation at the site. Soil vapor monitoring wells were installed in 2009 adjacent to the nearby appartment building to assess for possible vapor intrusion, need further soil vapor sampling for this building. Monitoring of the groundwater continues.

6/23/2009 Site Visit At the request of Robert Weimer, the project manager, a quality assurance site inspection was conducted on 5/27/09. Upon arival, the consultant had completed sampling most of the welss and field observations were made on sampling the final well, MW-9, using low flow techniques. 2/23/2010 Document, Report, or Work plan Review - other October 2009 three multi-layer (5.0, 10.5, and 16 feet below ground surface) vapor monitoring wells were install near the adjacent apartment building that has a daylight basement. The initial vapor sampling on October 29/November 2, 2009 found up to 88 ppbv (6.1 ppbv sreening level) tetrachloroethene (PCE) in the soil gas at the 10.5 feet bgs (highest in VP-3). The PCE also exceeded screening levels at 5.0 feet bgs and 10.5 feet bgs in all 3 vapor probes. The second vapor sampling conducted on February 24, 2010 had up to 11 ppbv (6.1 ppbv screening level) tetrachloroethene (PCE) in the soil gas at the 10.5 feet bgs interval (VP-3). Robert Weimer

In many monitoring wells the purge/no-purge results were not consistent (for example WPHC-1 had benzene at 6.4 ug/l with no-purge and 121 ug/l with purge). Robert Weimer
2/27/2014 Meeting or Teleconference Held Meeting with Chevron and their consultants on 2/27/2014. The on-property and off-property remediation system were not operated in 2013. Because of problems with last year’s purge/no-purge sampling the next groundwater sampling event they will sample both using no purge and purge help evaluate that the past no purge results were providing comparable data or they will switch to no purge for future sampling events. We discussed that the groundwater samples needs to be collected as close as possible to the soil/water interface, with the pump intake within a foot of the soil/water interface at the time of the sampling. After reviewing the results of the May 2014 groundwater sampling event the consultant may be requesting abandonment of the AS/SVE system. They still need a frozen and non-frozen ground soil gas sampling event to help evaluated the vapor intrusion pathway. They may need to install additional monitoring wells to define the extent of the contamination before cemetery. In the future they will need to evaluate for a diving plume on the monitoring wells far from the release point. The consultant will make sure that their site reports are complete in accordance with DEC’s 9/23/2009 Site Characterization Work Plan and Reporting Guidance for Investigation of Contaminated Sites. Five injection wells were installed and the initial injection of 17,000 gallons of a 5 g/l of sulfate and 0.1 g/l sodium nitrate solution occurred in June 2010. They estimated a 10 to 15 foot radius of influence for each injection well. A second injection of 45,000 gallons of sulfate solution occurred in April/May of 2011. A third injection of 43,000 gallons of sulfate solution occurred in June 2012. A significant increase in sulfate-reducing bacteria was observed later after the sulfate injections. Robert Weimer

12/13/2019 Document, Report, or Work plan Review - other April 29, 2019 groundwater sampling of site monitoring wells. Up to 29 mg/l GRO, 5.5 mg/l DRO, 1.4 mg/l ethylbenzene, 7.6 mg/l total xylenes, and 95 ug/l benzene in groundwater. Plume that extends off-property to the northwest and west and the concentrations have increased in 5 of the 10 monitoring wells sampled. Groundwater flow direct was to the northwest this monitoring event. Depth to groundwater is 16.56 to 26.75 feet below ground surface this monitoring event. Samples were collect by purge (Bladder Pump) method. Monitoring wells were not collected from the top foot of the water column (they were collected about 2 feet below the surface of the groundwater) as required, so the results may be biased low. 3/12/2020 Update or Other Action ADEC requests for this site that the monitoring wells are purged prior to sampling, and that the intake of the bladder pump/in-well pump be documented in the field notes to be within the top foot of the water column at the time of the sampling. Also all BTEX and VOC sampling needs to include the full 8260 VOC list including naphthalene. ADEC is also requesting that all reports be submitted within 60 days of the sampling and the groundwater monitoring figure include a diagram showing historic groundwater flow directions. 3/17/2020 Document, Report, or Work plan Review - other DEC reviewed 2020 groundwater sampling plan and provided the following comments: For all future monitoring events please make sure that the field notes document the measurement of the pump intake that is within the top foot of the water column at the time of the sampling unless the top of the well screened interval is deeper, then in that case from the top foot of that screened interval. For all future monitoring events any monitoring well where BTEX or HVOC sampling is proposed it needs to be the full VOC (method 8260) list, including naphthalene. The field QC samples are per day of sampling at a site. For all future monitoring events all reports be submitted within 60 days of the sampling and the groundwater monitoring figure include a diagram showing historic groundwater flow directions. For all future monitoring events if a monitoring well is low yield and purges dry then a sample will still need to be collected that monitoring event once the monitoring well has recharged to approximately 80% of its pre-purge volume. If it has not returned to 80% of its pre-purged volume during that sampling day DEC requests that you return to the site early the next day to attempt to collect the water sample. Robert Weimer

10/1/2021 Long Term Monitoring Workplan or Report Review During the 2021 First Semi-Annual Groundwater Monitoring event groundwater samples were collected from monitoring wells MW-9, MW-10, MW-11, MW-14, MW-15 and MW-22 on April 21 and 22, 2021. Groundwater samples were collected from monitoring well WPHC-1 on May 12 and MW-6 and MW-8 on May 26, 2021. Well MW-13 and WPHC-1 were frozen at 1 foot below top of casing, the well vault for monitoring well MW-17 was unable to be opened, the well vault lid missing for MW-21 and vehicle parked over well MW-24. Samples were submitted to the laboratory for GRO, DRO, and VOCs analysis. The following analytes exceeded cleanup levels up to concentrations of GRO (14.6 mg/L), DRO (5.96 mg/L), benzene (0.0425 mg/L), ethylbenzene (0.909 mg/L), total xylenes (5.93 mg/L), naphthalene (0.254 mg/L), 1,2,4-trimethylbenzene (1.5 mg/L), 1,3,5-trimethylbenzene (0.28 mg/L), EDB (0.00025 mg/L), 1-methylnaphthalene (0.0205 mg/L), and 2-methylnapthalene (0.0466 mg/L) exceeded groundwater cleanup levels during this sampling event.
