Problems/Comments

Soil and groundwater contamination was discovered during service station facilities upgrades in 1989 seven underground storage tanks were removed and five replacement tanks were installed. Gasoline and diesel constituents, and trace amounts chlorinated solvents identified in used oil tank excavation. Up to 2,080 mg/kg GRO, 1,990 mg/kg DRO, 7.5 mg/kg benzene, and 0.144 mg/kg PCE in the samples collected. 738 tons of contaminated soil was excavated and thermally treated. Three monitoring wells were installed in 1989. Groundwater is about 20 feet below the surface and seasonally flows in the northwest to southwest direction. A water well survey in 1990 identified two drinking water wells in the area and they were sampled and found free of petroleum contamination. Two more monitoring wells installed in 1990. Groundwater sampling was conducted quarterly in 1990, and 1991, then annually in 1992, 1993, 1995, and 2000. Based on the groundwater concentrations declining to cleanup levels groundwater sampling was suspended in 2000. Soil confirmation samples are to be collected when the active underground storage tank system is removed. On January 2008 six soil borings were sampled as part of a Phase II assessment. Up to 0.030 mg/kg benzene and non-detect PAHs, PCBs, GRO, DRO, and RRO in the soil samples collected and up to 2.06 mg/l DRO, 0.121 mg/l GRO, 0.668 mg/l RRO, 874 ug/l lead, 24.2 ug/l cadmium, 2,940 ug/l chromium, 1.04 ug/l benzene, and non-detect PAHs (except for 0.124 ug/l naphthalene and 0.121 ug/l phenanthrene), and non-detect PCBs in the two groundwater samples collected. On July 2008 five underground storage tanks, their associated piping and two hydraulic hoists were removed. Contamination over migration to groundwater cleanup levels was found at three of the tanks. One of the three tank areas (the used oil tank) was cleaned up after excavating additional contaminated soil, but some benzene soil contamination was left at gasoline tank #1 (0.0325 mg/kg benzene) and gasoline tank #4 (0.0296 mg/kg benzene). Seven site monitoring wells were decommissioned in 2008 during site redevelopment. In May 2010 on additional monitoring well was installed to help define the extent of the groundwater contamination at this site. In October 2011 additional release investigation work was conducted to check current contaminant concentrations in soil at the site. The soil samples collected were below migration to groundwater cleanup levels, including non-detect for PAHs and PCE. In October 2012 three monitoring wells were decommissioned and a replacement monitoring well MW-3R was installed and sampled to replace damaged monitoring well MW-3. The initial groundwater sampling of the replacement monitoring well MW-3R had 1.62 mg/l DRO, but subsequent groundwater samples were non-detect and below groundwater cleanup levels. That monitoring well was decommissioned in June 2016. The contamination in the soil and groundwater above cleanup levels discovered during the initial tank excavation in 1989 or during the tank excavation work conducted in 2008, were not detected above cleanup levels after additional cleanup activities and monitoring were conducted at the site. Site closure letter issued on August 25, 2016.

9/22/2009 Document, Report, or Work plan Review - other On July 2008 five underground storage tanks (one diesel, one used oil, and three gasoline tanks) and two hoists were removed. Contamination over cleanup levels was found at the used oil tank, tank 1, and tank 4. The used oil tank contamination was removed, but contamination remains over cleanup levels at tank #1 (T1-3-12, a duplicate of T1-1-12) with 0.0325 mg/kg benzene (0.025 mg/kg cleanup level), and tank #4 (T4-1-12) with 0.0296 mg/kg benzene. All of the metals detected appear to be at naturally occurring concentrations. For the PAH soil samples up to 0.0783mg/kg benzo(k)perylene, 0.0702 mg/kg chrysene, 0.0824 mg/kg fluoranthene, 0.0615 mg/kg pyrene, the rest of the PAHs were non-detect. Robert Weimer

11/1/2010 Site Characterization Report Approved On May 17-20, 2010 four soil borings were sampled and one was completed as a monitoring well (MW-7). Up to 1.3 mg/kg cadium (5 mg/kg cleanup level), 49 mg/kg chromium (at naturally occuring background levels), 27 mg/kg lead (400 mg/kg cleanup level), non-detect (<1.5 mg/kg) GRO (300 mg/kg cleanup level), 24 mg/kg DRO (250 mg/kg cleanup level), 140 mg/kg RRO (10,000 mg/kg cleanup level), and 0.070 mg/kg benzene (0.025 mg/kg cleanup level). The highest benzene contamination was found at 18 feet below ground surface just above the soil/water interface at 20 feet below ground surface at monitoring well MW-7. One soil boring (SB-3, located near MMW-5) and one monitoring well MW-6 were not completed, they are to be completed this fall. Robert Weimer

7/11/2012 Update or Other Action Based on the information provided DEC is not requesting any further sampling of monitoring wells MW-4A and MW-6. All of the site monitoring wells are approved to be decommissioned in accordance with the Department’s November 2011 Guidance. The last time monitoring well MW-3 was sampled (on 8/3/11) it showed contamination over cleanup levels for RRO and increasing DRO contamination near cleanup levels. The Department requests that once site construction is completed that a replacement long term monitoring well be installed (MW-3R), given site improvements as close as practicable to the MW-3 location for DRO and RRO groundwater sampling. 3/22/2013 Update or Other Action ADEC is requesting that all sites where there has been no purge groundwater sampling conducted during the last year, that for the next sampling event that they do both no purge then purge sampling from each monitoring well, so we evaluate on a site specific basis whether no purge sampling has provided comparable data. The post purge well sampling for VOCs would need to be conducted via hydrasleeve, bladder pump, or in well pump. Non VOC sampling can be collected with a bailer or peristaltic pump (in addition to the VOC methods) if desired. The specific sampling methods will need to be documented in the report and included field notes. If there is not enough time to do this adjustment for the planned sample event of March 26-April 4, then we request it be done on the following event. Robert Weimer
