Received Phase II Site Assessment for 1749 Ship Ave. Four new MWs were installed and GW samples were collected from these wells and also from 4 existing wells. TCE found in soil at 10 feet bgs in MW-203. DRO, GRO, RRO, and benzene were ND for all soil samples.Groundwater samples had TCE above Table C in both onsite and upgradient wells at a maximum concentration of 0.118 mg/l in the duplicate sample from MW-1 onsite. Cis-1,2-DCE also detected above Table C in two wells. DRO, GRO, RRO, and benzene were not detected except one detection of benzene that was below Table C cleanup levels. |

Remedial Investigation ARRC Anchorage Terminal Reserve U.S. EPA Docket No. CERCLA 10-2004-0065, submitted by ENSR and recieved by the ADEC on this date. This site is located at the Groundwater Area 1 in the Anchorage Terminal Reserve. The area is characterized by a TCE plume, which starts at Sitka Street next to Karens RV and flows west towards Ship Creek, passing through Mat-Su Incorporated. The highest concentration of TCE in the groundwater is located at Karens RV along Sitka street at 0.27 mg/L. TCE concentrations up to 0.031 found just NW of the property line at the Mat-Su Inc. Further analysis of this pathway will be performed in conjunction with the FS. A soil gas survey was performed at Karen's RV. No imminent threats to potential human receptors were identified. Received Soil Excavation and Groundwater Monitoring Report, 1749 Ship Ave. QA/QC conducted. Approximately 170 cubic yards of petroleum and solvent contaminated soil was removed from the area adjacent to the former waste oil tank. Confirmation sampling indicated soil remained in the excavation at concentrations above Method 2 soil cleanup levels including 10,800 mg/kg DRO, 11,700 mg/kg RRO, benzene at 0.19 mg/kg, TCE at 0.124 mg/kg, 1,2- and 1,4- dichlorobenzene at 71.3 mg/kg and 14.6 mg/kg, respectively. Groundwater samples were collected from MW-1 and MW-201. The sample from MW-1 contained TCE above the Table C cleanup level at 0.138 mg/l. Contaminated soil is temporarily stockpiled onsite. Additional excavation is anticipated for 2008. |

Regenox will then be injected at 25 injection points on a 7-foot grid and followup sampling will be conducted approximately 3 weeks after treatment. |

Received Regenox Injection and Soil Sampling Report. Prior to injection, soil samples collected from 5 soil borings contained DRO up to 3,720 mg/kg and RRO up to 8,000 mg/kg. Regenox injection was conducted at 33 locations on a 7 foot grid totaling 5,008 pounds of Regenox suspended in 5,634 gallons of water which saturated the soil such that no injection was required in the center of the treatment area. Post treatment samples collected 3 weeks later from approximately the same locations as pre-treatment samples contained DRO up to 4,380 mg/kg and RRO up to 8,000 mg/kg. Generally contaminant concentrations decreased in two areas, but increased in two other areas. |

The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed review of the environmental records associated with the Blackard Property located at 1749 Ship Avenue in Anchorage. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required as long as the site is in compliance with established institutional controls. |
