Problems/Comments

In 1990 contamination was found during upgrade of gasoline tank system. Additional contamination found at used oil buried drum area. Excavated contaminated soil was thermally treated and disposed of at the landfill. Monitoring wells were installed in 1991. The shallow groundwater flows to the southwest. A soil vapor extraction system began operation in 1994 and operated until 2000. On October 2011 four soil borings were sampled and one monitoring well (MW-5) was installed and sampled. The sampling was conducted to help assess the current concentrations of contaminants in some of the areas of the site that had previously shown contamination over site cleanup levels. On September 2013 two soil borings SB-A (near TI-29 at 6.5 feet below ground surface) and SB-B (near WO-2 at 7 feet below ground surface) were sampled to help assess the current concentrations of contaminants in some of the areas. Two of the areas planned to be sampled that had identified contamination over cleanup levels in the past have not had confirmation samples collected yet and will need further assessment to evaluate the site for closure: Former buried drum area (TI-4 and its surrounding area) and former UST excavation (near T1-3). May need additional assessment at TI-29 area. DEC requested work plan for conducting site characterization at the tank, dispenser, and buried drum areas.

This monitoring well was installed on the east side of the former buried drum exavation (located on the northeast corner of the property). Soil samples collected during the installation of the monitoring well had up to 2,690 mg/kg DRO, and non-detect (<0.02 mg/kg) benzene. Contamination over cleanup levels was found from 2.5 to 9.5 feet below ground surface (bgs) and 15 to 24.5 feet bgs. Groundwater was encountered at 23 feet bgs. The report documents the sampling of 6 soil borings and the collection of one groundwater sample at the site on January 21, 2008. While the sampling found no detectable petroleum contamination at the locations and depths sampled, the soil benzene detection limits (0.05 mg/kg and 0.06 mg/kg) did not meet our laboratory requirements so we it does not demonstrate that the benzene contamination remaining is below site cleanup levels (0.025 mg/kg). In addition the areas sampled were not close enough to assess the areas previously identified as having contamination above site cleanup levels. Additional confirmation sampling will be required the evaluate this site for closure. Robert Weimer

Drum area (Boring TI-4) 21, the highest field screening depth shallower than 21ft, and the soil water interface for BTEX/GRO/DRO/RRO/Total Arsenic/Total Chromium. This boring needs to be completed as a monitoring well, with a groundwater sample collected for BTEX/GRO/DRO/RRO. 3/22/2013 Update or Other Action DEC request that all sites where there has been no purge groundwater sampling conducted during the last year, that for the next sampling event that they do both no purge then purge sampling from each monitoring well within the top foot of the water column, so we evaluate on a site specific basis whether no purge sampling has provided comparable data. The post purge well sampling for VOCs would need to be conducted via hydrasleeve, bladder pump, or in well pump. Non VOC sampling can be collected with a bailer or peristaltic pump (in addition to the VOC methods) if desired. The specific sampling methods will need to be documented in the report and included field notes. If there is not enough time to do this adjustment for the planned sample event of March 26-April 4, then DEC requests that it be done on the following event. Robert Weimer

9/2/2013 Site Characterization Report Approved On October 2011 four soil borings were sampled and one monitoring well (MW-5) was installed and sampled. The sampling was conducted to help assess the current concentrations of contaminants in some of the areas of the site that had previously shown contamination over site cleanup levels. In the areas sampled there was up to non-detect (<23.7 mg/kg) GRO, non-detect (<20.7 mg/kg) DRO, non-detect (<101 mg/kg) RRO, 5.99 mg/kg arsenic, 35.7 mg/kg chromium, and 0.00448 mg/kg benzene in the soil. In the groundwater (MW-5) had non-detect (<0.1 mg/l) GRO, non-detect (<0.755 mg/l) DRO, non-detect (<0.971 mg/l) RRO, and non-detect (<1.0 ug/l) benzene. Depth to groundwater was 22.05 feet below ground surface. Two of the areas planned to be sampled (TI-29) and (TI-4/MW-4) were not sampled because of nearby active fuel line and nearby utilites. 9/3/2013 Site Characterization Workplan Approved The July 2, 2013 work plan is approved under the following conditions: 1. No vac truck or air-knife within 4 feet horizontally or vertically of a sample location. 2. Where the soil samples are to be collected they were excavated previously and filled with clean backfill. In those areas the samples need to be collected from non backfill soils unless there are higher field readings at shallower depths in the boring. 3. If the highest field reading depth is a different depth than proposed sampling depth then an additional sample needs to be collected at the highest field screening depth. 4. Need to report the full results of the 8260B analysis not just the BTEX and PCE proposed. The work plan proposes to collect soil samples at two locations at waste oil WO-2 and and dispenser/piping location TI-29. As have been discussed in the past, there are two other areas at the site that had identified contamination over cleanup levels that have not had confirmation samples collected and will need further assessment in the future: T1-4/MW-4 (former buried drum area) and T1-3 (former UST excavation). We can discuss in the future how best to address those areas. Based on the results of site sampling additional assessment, monitoring, and or corrective action may be required. Robert Weimer

5/27/2014 Document, Report, or Work plan Review - other On September 2013 two soil borings SB-A (near TI-29 at 6.5 feet below ground surface) and SB-B (near WO-2 at 7 feet below ground surface) were sampled. The borings were hand cleared within 4 feet of volatile samples. The samples were analyzed only for VOCs (full method 8260). Only 0.0207 mg/kg toluene was detected in the samples collected. One monitoring well was sampled (MW-5) that had non-detect (<1 ug/l) benzene, 286 ug/l DRO, 79.5 ug/l RRO, non-detect (<100 ug/l) GRO, non-detect (<2.0 ug/l) arsenic, and 0.532 ug/l chromium in the groundwater. Groundwater historically flows to the southwest. Depth to groundwater was 20.94 feet below ground surface. The monitoring well was purged before sampling with a bladder pump and the intake of the pump was 0.56 feet below the groundwater surface. Robert Weimer

One monitoring well was sampled (MW-5) that had non-detect (<1 ug/l) benzene (5 ug/l cleanup level), 0.142 mg/l DRO (1.5 mg/l cleanup level, 0.0943 mg/l RRO (1.1 mg/l cleanup level), non-detect (<0.1 mg/l) GRO (2.2 mg/l cleanup level), non-detect (<2.67 ug/l) chromium (100 ug/l cleanup level), and 0.598 ug/l arsenic (10 ug/l cleanup level) in the groundwater. Groundwater historically flows to the southwest. Depth to groundwater was 21.62 feet below ground surface. The monitoring well was purged before sampling with a bladder pump and the intake of the pump was 0.45 feet below the groundwater surface. An additional monitoring well at the former drum are (TI-4) has been requested to assess the concentrations of groundwater contamination in that area of the site. Robert Weimer
3/18/2016 Update or Other Action File review and provide the following information to the RPs (Shell Oil) consultant (GHD). Need further site characterization to consider it for closure: 1. Drum area (Boring TI-4), soil samples collected at the highest field screening depth shallower than 21ft, and the soil water interface analyzed for BTEX/GRO/DRO/RRO/PAH/VOC/Total Arsenic/Total Chromium. This boring needs to be completed as a long-term monitoring well, with quarterly groundwater samples collected for BTEX/GRO/DRO/RRO/PAH/VOC for a minimum of 1 year. 2. Gasoline tank (TI-3) soil samples collected at 20ft and soil/water interface analyzed for BTEX/GRO/Naphthalene. 3. Dispenser/piping location (TI-29) soil samples collected at 6.5ft and soil/water interface analyzed for BTEX/GRO/ Naphthalene. Robert Weimer

4/12/2019 Update or Other Action DEC talked with Shells consultant and it appears that the 2013 report was never completed by the previous consultant and that the 2013 samples were not properly preserved in the field. They will submit a work plan to conduct the assessment of areas of TI-4 (former drum area), TI-3 (former UST excavation), and TI-29 (southern dispenser). This would include a monitoring well and a minimum of 4 quarterly groundwater event at the drum area. Robert Weimer

10/12/2023 Site Characterization Workplan Approved The ADEC CSP reviewed the “Groundwater Monitoring Work Plan”, dated September 13, 2023, received from AECOM Technical Services, Inc. The CSP provided comments on September 18, 2023, and a revised work plan, dated September 19, 2023, was received on October 4, 2023. The work plan details include a land survey to confirm groundwater flow direction and gradient, an environmental database report (EDR), collecting groundwater monitoring samples, and preparing a letter report.
