Problems/Comments

The MOA Anchorage Regional Landfill site was issued a cleanup complete determination on December 23, 2021. This decision is based on review of the MOA Anchorage Regional Landfill site files and the 1998 Soil Leaching Assessment results that indicate residual contamination at this site is unlikely to reach groundwater as noted in the 2017 Cleanup Complete letter. The UST is located within the boundaries of an active landfill where groundwater monitoring is conducted annually. Naphthalene and DRO exceeded their respective 18 AAC 75 Table B1/B2 Migration to Groundwater cleanup levels at the base of the excavation with concentrations of 0.072 mg/kg and 842 mg/kg, respectively.

9/16/1998 Update or Other Action ADEC letter requests that the vertical extent of contamination be determined. Former Staff
11/26/1999 Update or Other Action ADEC request monitoring well workplan by 3/1/00. Former Staff
8/17/2000 Update or Other Action ADEC sends second request for workplan. Originally requested was on 11/26/99. Former Staff

6/2/2008 Exposure Tracking Model Ranking Site ranked on the new Exposure Tracking Model (ETM). The ETM is a new site ranking system that looks at, based on available data, the potential exposure pathways for the contamination remaining at the site. Robert Weimer
1/7/2011 Update or Other Action No workplan submitted to date. Robert Weimer
10/28/2011 Update or Other Action Need sampling to determine current concentrations of DRO, GRO, and BTEX to evaluate site for closure. Robert Weimer
11/12/2013 Meeting or Teleconference Held Meeting with MOA to discuss site status and future site work. MOA is to submit missing reports (if any) and provide RI work plan. Robert Weimer
1/22/2016 Potentially Responsible Party/State Interest Letter This second PRP letter was sent to fill in a gap in the administrative record. Kara Kusche
1/22/2016 Update or Other Action Letter sent requesting workplan to delineate vertical extent of remaining contamination. DEC requested response from MOA of intended action by 2/15/16. Kara Kusche
5/11/2017 Cleanup Complete Determination Issued Remaining contaminants of concern are below the human health cleanup levels, but exceed the soil migration to groundwater cleanup levels. Sufficient characterization and landfill perimeter groundwater monitoring has been completed and ADEC has made a determination that the remaining contaminants in soil are steady-state or decreasing and will not migrate to groundwater. Kara Kusche
9/21/2018 Site Reopened The dispenser and piping were upgraded in 2017. Soil contamination was observed and soils were excavated, however confirmaiton samples indicate DRO and naphthalene remain above cleanup levels. Kara Kusche
9/21/2018 Update or Other Action Closure evaluation completed by ADEC- Site has been horizontally characterized, but has not been vertically characterized. DRO and naphthalene remain below human health, but above migration to groundwater cleanup levels. Kara Kusche
10/11/2018 Meeting or Teleconference Held Meeting held with MOA Solid Waste staff to discuss site status and data gaps preventing site closure. MOA staff state they will consider method 3. Kara Kusche
12/22/2021 Exposure Tracking Model Ranking A new updated ranking with ETM has been completed for source area 78068 10,000 Gallon UST #1 & Fuel Island. Kelly Walker
12/27/2021 Institutional Control Record Removed Institutional Controls have been removed. Kelly Walker
12/27/2021 Cleanup Complete Determination Issued Based on review of MOA Anchorage Regional Landfill site files and 1998 Soil Leaching Assessment, ADEC agrees that residual contamination at this site is unlikely to reach groundwater, as noted in the 2017 Cleanup Complete letter. The UST is also located within the boundaries of an active landfill where groundwater monitoring is conducted annually and in a paved area, limiting infiltration. Residual concentrations of naphthalene and diesel range organics (DRO) exceeded their respective 18 AAC 75 Table B1/B2 Migration to Groundwater cleanup levels at the base of the excavation with concentrations of 0.072 mg/kg and 842 mg/kg, respectively. 2021 Cleanup Complete letter is attached to the site in the CSP database.
