Problems/Comments

In 1990 40 cubic yards of used oil contaminated soils were encountered during a used oil UST removal. Three gasoline USTs, one used oil UST, and one heating oil UST removed in 1992. Gasoline contamination was found and a vapor extraction system was installed later in 1992. Replacement tanks and piping were installed in 1992. All of the remaining tanks, piping, and hydraulic lifts were removed when service station building was removed in 2000. As of June 2003 the SVE system has removed 9,970 pounds of GRO and 1,714 pounds of BTEX. Up to 6 inches of product has been identified on groundwater within the property in 2003. On July 23, 2007 two buried tanker truck tanks were encountered in the southern portion of the property near the intersection of Fireweed and C Street during the excavation of the building footers. Confirmation soil samples were collected from the buried tanker excavation had up to 3.27 mg/kg benzene and 665 mg/kg GRO.

7/23/2007 Site Visit Site visit to observe excavation activities and the removal of the recently discovered two underground storage tanks (USTs). The USTs are two buried fuel tanker trailers. Some soil is also in the tanks from two missing access ports. On July 23, 2007 two buried tanker truck tanks were encountered in the southern portion of the property near the intersection of Fireweed and C Street during the excavation of the building footers. 1,740 gallons of contaminated water and 174 gallons of fuel and some contaminated soil were removed from the buried tankers. Confirmation soil samples were collected from the buried tanker excavation had up to 3.27 mg/kg benzene, 665 mg/kg GRO, non-detect (<20 mg/kg) DRO, non-detect (<0.126 mg/kg) PCBs, 5.62 mg/kg Arsenic, 33.9 mg/kg Chromium, 31.6 mg/kg lead, non detect for solvents and PAHs, and non-detect (<50 mg/kg) RRO. During the construction of the hotel Chevron's consultant was onsite to field screen and sample excavated soil for reuse and/or off property treatment/disposal. 730 tons of contaminated soil was thermally treated. On July 26, 2007 two buried tanker truck tanks were encountered in the southern portion of the property during the excavation of the building footers. 1,740 gallons of contaminated water and 174 gallons of fuel and some contaminated soil were removed from the buried tankers. Up to 1900 mg/kg DRO, 120 mg/kg GRO, and <0.05 mg/kg benzene in the soil samples. Higher soil contamination may exist since the highest field screening depths were not sampled in some of the soil borings (SB-2, SB-3, and MW-17). Two of the soil borings were completed as monitoring wells. Up to 1000 mg/l DRO, 1.3 mg/l GRO, and 40 ug/l benzene in the 5 groundwater samples collected from the borings/new monitoring wells. MW-16 had DRO at 7.5 mg/l with no-purge and 2.0 mg/l with purge. 2/27/2014 Meeting or Teleconference Held Meeting with Chevron and their consultants on 2/27/2014. Because of problems with last year’s purge/no-purge sampling the next groundwater sampling event they will sample both using no purge and purge help evaluate that the past no purge results were providing comparable data or they will switch to no purge for future sampling events. We discussed that the groundwater samples needs to be collected as close as possible to the soil/water interface, with the pump intake within a foot of the soil/water interface at the time of the sampling. After reviewing the results of the May 2014 groundwater sampling event the consultant may be requesting a reduction in ground water monitoring or DEC may request active treatment and/or additional monitoring wells to define the nature and extent of the contamination. In the future they will need to evaluate for a diving plume on the monitoring wells far from the release point. The consultant will make sure that their site reports are complete in accordance with DEC’s 9/23/2009 Site Characterization Work Plan and Reporting Guidance for Investigation of Contaminated Sites. 3/17/2020 Document, Report, or Work plan Review - other DEC reviewed 2020 groundwater sampling plan and provided the following comments: For all future monitoring events please make sure that the field notes document the measurement of the pump intake that is within the top foot of the water column at the time of the sampling unless the top of the well screened interval is deeper, then in that case from the top foot of that screened interval. For all future monitoring events any monitoring well where BTEX or HVOC sampling is proposed it needs to be the full VOC (method 8260) list, including naphthalene. The field QC samples are per day of sampling at a site. For all future monitoring events all reports be submitted within 60 days of the sampling and the groundwater monitoring figure include a diagram showing historic groundwater flow directions. For all future monitoring events if a monitoring well is low yield and purges dry then a sample will still need to be collected that monitoring event once the monitoring well has recharged to approximately 80% of its pre-purge volume. If it has not returned to 80% of its pre-purged volume during that sampling day DEC requests that you return to the site early the next day to attempt to collect the water sample. Robert Weimer

Groundwater samples were collected from monitoring wells MW-5, MW-7, MW-8, MW-9, MW-10R, MW-12, MW-14, and MW-16. Samples were submitted to the analytical laboratory for GRO, DRO, VOCs, and PAHs. Groundwater flow direction was to the west-northwest and depth to groundwater was 49.78 to 67.29 feet below ground surface. DRO, GRO, ethylbenzene, total xylenes, naphthalene, 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene, 1-methylnaphthalene, and 2-methylnaphthalene exceeded cleanup levels during this sampling event with the highest contaminant concentrations observed at MW-7. Groundwater samples were collected from monitoring wells MW-5, MW-7, MW-8, MW-9, MW-10R and MW-16. Monitoring wells MW-4R, MW-12, MW-13, MW-14, and MW-17 were frozen and unable to be gauged or sampled. MW-6 was inaccessible due to a large connex box placed over the well. Samples were submitted to the analytical laboratory for GRO, DRO, VOCs, and PAHs. Groundwater flow direction was to the west-northwest and depth to groundwater was 50.06 to 67.83 feet below ground surface. DRO, GRO, ethylbenzene, total xylenes, naphthalene, 1,2,4-trimethylbenzene, 1,3,5-trimethylbenzene, 1-methylnaphthalene, and 2-methylnaphthalene exceeded cleanup levels during this sampling event with the highest contaminant concentrations observed at MW-7.
