Problems/Comments

2,000 gallon diesel, 500 gallon unleaded gasoline, and 1,500 gallon leaded gasoline underground storage tanks at site. 1,500 gallon gas tank's plumbing probably leaking. Soil sample results included TPH to 6471 mg/kg, VPH to 13,500 mg/kg, benzene to 95.1 mg/kg (duplicate was 265), and BTEX to 3,301.5 mg/kg (duplicate of sample 1 was 5,899). Last staff assigned include Halverson, Bailey, Bush and Sundet. F.K.A. L55.111.

7/9/1991 Underground Storage Tank Site Characterization or Assessment Reviewed a copy of "Preliminary Site Assessment, Underground Storage Tank Investigation" dated June 1991 by VRCA Environmental Services, Inc. received 6/27/91 and sent a letter this date indicating that lab results demonstrate that TPH and benzene exceed the ADEC allowable levels. Soil sample results included TPH to 6471 mg/kg, VPH to 13,500 mg/kg, benzene to 95.1 mg/kg (duplicate was 265), and BTEX to 3,301.5 mg/kg (duplicate of sample 1 was 5,899). DRO contamination above the 100 mg/kg cleanup level exists in Borings 1, 2, 3 10, MW borings 2, 3, 4 and 6 between 4.5 and 7.5 feet below ground surface. 9/21/1992 Leaking Underground Storage Tank Corrective Action Underway After review of the "Leaking Underground Storage Tank (LUST), Corrective Action Plan Proposal" dated 9/11/02, a letter was sent requesting ground water flow direction and gradient, additional site work for monitoring GW, and methodology/process for preparing cold asphalt emulsion. Matrix Score recalculated based on the amount of contaminated soils. Score reduced from 43 to 38. The new matrix cleanup level is B, GRO is 100 mg/kg, DRO is 200 mg/kg, benzene is 0.5 mg/kg, and BTEX is 15 mg/kg. Scott Bailey
1/25/1993 Document, Report, or Work plan Review - other Received a copy of the VRCA "Quarterly Monitoring Report" dated January 1993 with cover letter dated 1/12/92 on 1/25/93. Quarterly monitoring of MW-5 was conducted on 1/4/93. Sampling results detected benzene contamination at 0.198 mg/L, still above the cleanup level of 0.005 mg/L. 3/5/1993 Release Investigation Received a copy of the VRCA "Gradient Survey and Continued Release Investigation" dated October 1992 on 12/28/92. A steep WSW gradient is inferred from the resulting water table map. All soil sampling results detected no hydrocarbon contamination. Quarterly monitoring of MW-5 will continue. Sampling on adjacent property to determine the extent of potential contamination has been completed. Other work outlined in the SA2 report will proceed. Scott Bailey
8/2/1993 Leaking Underground Storage Tank Corrective Action Underway Reviewed the Quest Environmental "Report of Findings/Corrective Action Plan" dated 6/22/93 received by the department on 6/23/93. Collected stockpile and groundwater (381 ppb BTEX) samples. Maximum soil levels = 1300 ppm DRO, 3800 GRO, 1334 BTEX. Sent a response letter this date. The report states surface oiling for dust control may be a source of the diesel contamination. Although it may be a possible source, the chromatograms do not consistently indicate this is the major source of contamination as the file contains no contamination data at depths of less than 4.5 feet to verify surface impacts. Owner proposes corrective action plan to conduct bioremediation study for soil and groundwater without details. Dave Hanneman
9/17/1993 Update or Other Action The department sent a Warning Letter to the RP for "Failure to Properly Contain Excavated Petroleum Contaminated Soil" based on a staff observation that the stockpiled soil was improperly covered in reference to approved department criteria and regulations. Requested the stockpiles be covered per regs within 24 hours of receiving the Warning Letter; a written statement be provided tot he department within 24 hours of receipt of the Warning Letter documenting that the stockpiles have been covered per regs; and submit a soil treatment and disposal plan for the stockpiled soil to the department. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and this site will be closed.
