Problems/Comments

A 10,000 gallon used oil tank was removed in 1991. BTEX, DRO, and TPH (RRO) contamination found in the soil and groundwater. Some tetrachloroethylene (PCE) was found in the excavated soil but not detected in the groundwater. An inch of used oil product was observed on the groundwater in the excavation. Product and contaminated water were recovered from the excavation. Monitoring wells were installed in 1993. Further excavation of contaminated soil was conducted in 1994. A 1 to 2 foot thick layer of oil stained soil was observed on top of the groundwater on the east, west, and south sidewalls of the excavation. Excavated contaminated soil was placed in an on-property biocell and was successfully remediated. Another (a 300 gallon) used oil tank was closed in place under the building in 1995, that area meets site soil cleanup levels. Based on soil sampling data showing that soils meet default cleanup levels, a conditional closure letter was issued on November 15, 1999 for the 1991 used oil and diesel tank releases. A drinking water well search conducted in 1999 identified one drinking water well as close as 800 feet to the southwest at 8240 Petersburg Street. Groundwater exceeds cleanup levels in the on-property monitoring wells and a condition of the closure is that semi-annual groundwater monitoring is to be conducted. No groundwater sampling has been conducted since the conditional closure letter was issued in 1999. Groundwater flow direction varies seasonally to the northwest, west, and southwest. Depth to groundwater varies from 3 to 12 feet below ground surface. During the last groundwater monitoring event in July/October 1999 monitoring wells B1MW had 2.93 mg/l DRO, B3MW had 1.75 mg/l, and B8MW had 1.58 mg/l. They attempted to sample the monitoring wells in 2004 and found that all three monitoring wells had frost jacked. Monitoring wells B1MW and B3MW were blocked with bentonite, and monitoring well B8MW had surface snow melt running into the well. In 2012 the existing monitoring wells were decommissioned in accordance with an approved plan. L55.135

11/21/2005 Update or Other Action ADEC receives copy of September 24, 2004 letter requesting conditional closure status for the groundwater at the 8001 Petersburg Street site. The letter noted that they attempted to sample the monitoring wells on May 7, 2004 but found that all three monitoring wells had frost jacked. Two of the monitoring wells (B1MW and B3MW) were blocked with bentonite and the third monitoring well (M8MW) had snow melt water flowing into the monitoring well (B8MW). No groundwater samples were collected. The letter recommends decommissioning the monitoring wells and not using the groundwater as a potable water source. Robert Weimer

In accordance with 18 AAC 78.276(f)(2), ADEC may require additional site assessment, monitoring, remediation, and/or other necessary actions at this facility should new information become available that indicates contamination at this site may pose a threat to human health or the environment.
