Problems/Comments

Investigation performed for DOT/PF prior to right-of-way acquisition for Illinois Street and Minnie Street Connector road project. ADOT contact is R. Horner. Also see file 102.26.008.(rpltr.BEN)(Illinois-Minnie). A new site has been created for releases associated with Chevron Station - Former Dales Alaska. 9/28/2013 Institutional Control Update DEC received and reviewed the August 2013 Well Decommissioning and Well Installation Report from Alaska Resources and Environmental Services, LLC for Kellys Firestone which is adjacent to this site and includes monitoring well GW-128. On June 8 and June 22, 2012, all wells associated with the sites were decommissioned, including 14 total wells within the construction corridor plus three additional wells that were encountered during construction. Three permanent groundwater monitoring wells (GW-128R, K-9R, and K-4R) were installed on June 27, 2013 and then later sampled on July 23, 2013. Results were non-detect in GW-128R. The next groundwater monitoring event should be summer 2014. Evonne Reese

10/8/2014 Document, Report, or Work plan Review - other DEC received and reviewed the September 2014 Groundwater Sampling report from Travis/Peterson Environmental Consulting, Inc. Monitoring well AS-5 was sampled on September 10, 2014 and analyzed for GRO, DRO, and BTEX compounds. This well was sampled the same day as the wells located nearby for the Kelly's Firestone site. Concentrations of GRO (3.63 mg/L) and benzene (6.10 ug/L) were above ADEC cleanup levels. The GRO concentration has decreased since the 2009 sampling event (from 7.92 mg/L); however, the benzene concentration has increased since 2009 (from 4.4 ug/l). Sampling should occur again in September, 2015. Kristin Thompson

11/1/2019 Document, Report, or Work plan Review - other DEC received and reviewed the September 2019 Groundwater Sampling report from Travis/Peterson Environmental Consulting, Inc. Monitoring well AS-5 was sampled on August 28, 2019 and analyzed for GRO, DRO, and BTEX compounds. Analytical sampling results documented that concentrations for all contaminants were below the Table C cleanup values. Sampling will be performed again in five year’s time. If the 2024 results show concentrations remain below cleanup values, removal of future groundwater monitoring requirements may be considered. Evonne Reese

Groundwater Monitoring Groundwater monitoring for volatile organic compounds (VOC) in wells AKC-2, AKC-3, AKC-5, ACK-6, and GW-128 is continued on an anuual basis during late summer (to correspond with the annual high groundwater elevation) unitl the declining trend of dissolved petroleum VOC concetnrations in groundwater is verified to ADEC's satisfaction. (EPA 602 recommended) Monitoring requirements reduced to one well (GW-128) on 9/10/99. Monitoring for BTEX and GRO has been conducted on 10/25/01, 9/15/03, and 8/31/05.
Advance approval required to transport soil or groundwater off-site. Standard condition.
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) Standard condition.
Periodic Review ADEC will conduct a review of site conditions every three years.
