Problems/Comments

Kelly’s Tire and Wheel is located on the corner of Illinois and Slater Streets in Fairbanks and has served as a retail tire business and tire repair shop since the 1950's. In 1991, five underground storage tanks (USTs) and associated piping were removed, as well as approximately 1,400-cubic yards of contaminated soil. Contaminated soil directly underneath and adjacent to the building was left in place. In 1992, a portion of Kelly’s Tire and Wheel building was removed to access remaining contaminated soil. Shortly after the building removal, approximately 1,200-cubic yards of contaminated soil was excavated and treated offsite. In 1994, a corrective action plan was approved and included: Construction of an Air sparge/soil vapor extraction system, and installation of monitoring wells to further characterize and monitor groundwater impacted by petroleum. The AS/SVE system was operational from 1995 until 2002. Since the early 1990’s, several monitoring wells have been installed around the facility. The monitoring wells have been repeatedly sampled and analyzed for petroleum constituents. To date, petroleum constituents have been consistently measured in groundwater on and offsite above regulatory levels. This site continues to receive cleanup grant funds through the state’s financial assistance program.

12/2/2004 Institutional Control Record Established The institutional controls on the property included the following: A deed notice has been filed at the Fairbanks Recorder’s Office regarding contaminant concentrations at the site for both the soil and groundwater that exceed ADEC cleanup levels. A record will be entered into the ADEC’s Leaking Underground Storage Tank (LUST) Database regarding the remaining contaminated soil and groundwater. In accordance with 18 AAC 78.274(b), ADEC approval must be obtained prior to removal and/or disposal of soil or groundwater from this site to an off-site location. In addition, the ADEC shall be notified prior to any excavation in the impacted area since screening for impacted material and the use of properly trained excavation personnel may be required. The installation of water supply wells and/or dewatering activities at this site is prohibited without prior approval of the ADEC. As stated in the previously approved groundwater monitor plan, groundwater monitoring is required that includes the annual groundwater sampling of monitoring wells K-4, K-9, and K-3. The groundwater samples should be analyzed for GRO, DRO, and BTEX. The monitor plan shall remain in effect until the established groundwater cleanup levels are achieved. The floor drain, located in the building, must be inventoried with the Environmental Protection Agency (EPA) and closed in accordance with EPA requirements. Deborah Williams

12/16/2008 Update or Other Action ADEC received from Amundsen Environmental Services the Kelly's Firestone Long-Term Monitoring report. Monitoring well K-3 had detectable levels of contaminants but none above cleanup levels. K-6 had benzene above cleanup levels (20ppb) and K-4 had benzene (100 and 130ppb), toluene (3.2 and 2.5 ppm), GRO (11 and 15 ppm), and DRO (1.58 and 1.3 ppm) above cleanup levels. Results are consistent with prior findings. All contaminants appear to have decreased in concentrations in their respective wells with the exception of benzene, which remains stable or has slightly increased. It seems that monitoring well K-6 was sampled instead of K-9, ADEC has requested that K-6, K-9 and K-4 be sampled in 2009. Tamara Cardona-Marek

9/28/2013 Document, Report, or Work plan Review - other DEC received and reviewed the August 2013 Well Decommissioning and Well Installation Report from Alaska Resources and Environmental Services, LLC. On June 8 and June 22, 2012, all wells associated with the site were decommissioned, including 14 total wells within the construction corridor plus three additional wells that were encountered during construction. Three permanent groundwater monitoring wells (GW-128R, K-9R, and K-4R) were installed on June 27, 2013 and then later sampled on July 23, 2013. Free product (oil sheen) on the groundwater surface and petroleum odor was observed only at K-4R. GRO, DRO, and BTEX concentrations exceeded ADEC groundwater cleanup levels in K-4R. Benzene, Ethylbenzene, GRO, and DRO concentrations exceeded ADEC groundwater cleanup levels in K-9R. Results were non-detect in GW-128R. The next groundwater monitoring event should be summer 2014. 6/2/2017 Institutional Control Update Removed the Institutional Control for closure of the floor drain. The design and usage of the floor drain is unknown. It is likely that it fits the description of a regulated motor vehicle waste disposal well which were banned in 2000. Michael Hooper
7/10/2017 Update or Other Action Due to regulation and policy changes and an incomplete administrative file for this site, a thorough file review was performed to write a new closure letter and compare contaminant levels to the new cleanup levels. It was brought to ADEC's attention that this property has been sold and the 2017 groundwater monitoring was not completed. An ICs Verification letter was issued to the new landowner with a request to make arrangements to have groundwater monitoring wells K-4 and K-9 sampled for GRO, BTEX, VOCs, PAHs, and 1,2-dibromomethane as soon as possible. 5/30/2023 Long Term Monitoring Workplan or Report Review Received and reviewed the October 2022 Groundwater Sampling report from Alaska Resources & Environmental Service LLC. Monitoring wells K-4R and K-9R (including one blind duplicate) were sampled and analyzed for GRO, DRO, PAHs, and VOCs. Analytical results for K-9R were below Table C except for naphthalene which was 3.77 ug/L. Analytical results for K-4R were above Table C cleanup levels for GRO, DRO, 1-methylnaphthalene, naphthalene, 1,3,4-trimethylbezene and ethylbenzene. (Monitoring well K-4R is located closer to the original source area than K-9R.) In 2016 DEC approved eliminating DRO from sampling since levels had dropped below Table C, but this 2022 sampling shows that there has been an increase in concentration for DRO, so should be included in future sampling. Yearly sampling should continue and be consistent so that a plume trend can be determined. The next sampling event should occur in early fall 2023. Evonne Reese
3/29/2024 Document, Report, or Work plan Review - other A groundwater monitoring report for 2023 was reviewed on this date. Two monitoring wells (K-4R and K-9R) were sampled in September 2023 for DRO, GRO and VOCs. Three samples were collected which includes one blind duplicate. The sample and duplicate collected from K-9R showed all COCs were below the Table C cleanup levels except for naphthalene. The sampled collected from K-4R showed COCs above Table C cleanup levels for DRO, GRO, and VOCs. Between 2011 and 2016 DRO was below the Table C cleanup levels in both wells, but the last few monitoring events DRO levels have increased. The 2024 sampling event will include DRO again hoping that it will provide some indication of the reason for the increase. 2/15/2025 Document, Report, or Work plan Review - other A groundwater monitoring report for 2024 was reviewed on this date. Two monitoring wells (K-4R and K-9R) were sampled in October 2024 for DRO, GRO, PAHs, and VOCs. Three samples were collected which includes one blind duplicate. The sample and duplicate collected from K-9R showed all COCs were below the Table C cleanup levels. The sampled collected from K-4R showed COCs above Table C cleanup levels for DRO, GRO, naphthalene, 1-methylnaphthalene, ethylbenzene, trimethylbenzene, and 1,3,5-trimethylbenzene. The consultant concluded that the increase in concentrations may indicate a potential new or recent release from an upgradient source has occurred. DEC will be following up on this unexpected increase in contaminant concentrations. This report has been uploaded to this database record in the Attachments section. Evonne Reese

Description Details
Groundwater Monitoring Groundwater monitoring is required that includes the annual sampling of monitoring wells K-4 and K-9. The groundwater samples should be analyzed for GRO, DRO, and BTEX. Due to the 2016 revision in the contaminant cleanup levels, additional testing for VOCs by EPA Method 8260, PAHs by Method EPA 8270 and EDB by EPA Method 8011 should be included in the 2017 groundwater sampling.
Advance approval required to transport soil or groundwater off-site. Any proposal to transport soil or groundwater off-site requires ADEC approval in accordance with 18 AAC 78.600(h). A “site” as defined by 18 AAC 78.995(134) means an area that is contaminated, including areas contaminated by the migration of hazardous substances from a source area, regardless of property ownership. (See attached site figure.)
Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70) Movement or use of contaminated material in a manner that results in a violation of 18 AAC 70 water quality standards is prohibited.
Groundwater Use Restrictions Groundwater throughout Alaska is protected for use as a water supply for drinking, culinary and food processing, agriculture including irrigation and stock watering, aquaculture, and industrial use. Contaminated site cleanup complete determinations are based on groundwater being considered a potential drinking water source. In the event that groundwater from this site is to be used for other purposes in the future, such as aquaculture, additional testing and treatment may be required to ensure the water is suitable for its intended use.
Excavation / Soil Movement Restrictions Remaining soil contamination must be addressed and properly managed if and when it is made accessible.
