Problems/Comments
Diesel No. 1 heating oil was released from an AST system near the greenhouse facility. The release occurred December 8th - 29th, 1993. It was estimated to be less than 480 gallons, based on usage and filling records. In February 1995, PCC personnel excavated petroleum affected soil to a depth of 24 feet bgs. The excavated 150 cubic yards of contaminated soil was stockpile in a lined and bermed passively ventilated bio cell west of the Palmer Correctional Center. DRO contaminated soil up to 3,410 mg/kg found at the sidewall of the excavation at 10 ft. bgs., and DRO contamination up to 807 mg/kg found at the depths of excavation at a depth of 24 ft. bgs. An estimated 7 to 45 cubic yards of inaccessible diesel impacted soil remains under the building on site. A passive aeration piping system was placed in the excavation prior to backfilling with clean gravel. No GW encountered. The GW is estimated to be 300 feet bgs. In June 2007, the historic soil stockpile, located west of the facility, was land spread in a gravel pit. Soil samples taken from the stockpile were below ADEC cleanup levels with one exception. One DRO soil sample was slightly above ADEC cleanup levels. Natural attenuation should reduce the stockpiles contaminants.
Action Information
Action Date | Action | Description | DEC Staff |
---|---|---|---|
6/14/1995 | Site Characterization Report Approved | Received Site Assessment Report by DOWL engineers. | Mike Krieber |
6/20/1995 | Site Added to Database | Diesel. | Mike Krieber |
7/19/1995 | Update or Other Action | Reviewed Site Assessment Report PCC Greenhouse Oil Spill, dated June 1995, submitted by Dowl and received by the ADEC on 6/14/95, for in-situ treatment as well as excavated soil treatment. Contamination remains at the bottom of the excavation and under the greenhouse building foundation. Excavated soil placed in passive aeration treatment cell. Perforated pipe placed under the foundation to provide aeration to the contaminated soil. Vertical extent of contamination not completely delineated. | Mike Krieber |

4/11/2008 | Exposure Tracking Model Ranking | Initial ranking with ETM completed. | Donald Seagren |
4/15/2008 | Conditional Closure Approved | Soil contamination remains at depth beneath the building. The soil stockpile was land spread in a gravel pit west of the facility. Soil samples taken from the stockpile were below ADEC cleanup levels with one exception. One DRO soil sample was slightly above ADEC cleanup levels. Natural attenuation should reduce the stockpiles soil contaminants. | Donald Seagren |
4/15/2008 | Institutional Control Record Established | Contamianted soil exceeding cleanup levels remainsat depth below building. No soil may be removed from site without ADEC approval. DOC mus tcontact ADEC should the contamianted soil become accessible to determine the proper actions that need to be taken. | Donald Seagren |
6/10/2008 | Update or Other Action | Site transferred from Don Seagren to Linda Nuechterlein per Linda Nuechterlein. | Alyce Hughey |
6/13/2012 | Update or Other Action | Staff changed from Grant Lidren to IC Unit. | Kristin Thompson |
7/10/2012 | Institutional Control Compliance Review | IC review conducted. | Evonne Reese |
11/28/2012 | Institutional Control Record Removed | The conditions at this site meet the 2009 closure policy, therefore ICs can be removed. The default requirement of no offsite transport of soil or groundwater will still apply. In accordance with 18 AAC 75.380(d)(2), ADEC may require additional site assessment, monitoring, remediation, and/or other necessary actions at this facility should new information become available that indicates contamination at this site may pose a threat to human health or the environment. | Evonne Reese |
