A declining trend has been confirmed during the past 17 years of GW sampling at this site. |

Reviewed the April 2008 Monitoring Event Report, dated July 2008, from MWH for Paul Horwath and provided a summary for his review. Site conditions continue to improve. Residual concentrations of GRO and BTEX above the practical quantitation limit, but below the ADEC groundwater cleanup levels was found in MW-2. The effectiveness of the VSC system was improved by the installation of solenoid actuators that automatically alternate air flow between the two VSC wells were installed. The installation was necessary in order to provide ample time for the groundwater to recover within the in-take well of the treatment system. |

The installation of the solenoid valve has shown to be successful in remediating the groundwater concentrations. All three monitoring wells tested during this monitoring event tested undetected for all the analytes. |

Reviewed the February 2009 Monitoring Event Report, dated April 2009, from MWH for Paul Horwath and prepared a summary for his review and oversight. For the April 2009 monitoring event there has been an increase in groundwater concentrations during this monitoring event since the September 2008 monitoring event from undetected concentrations to detectable concentrations with one well showing Benzene and GRO above the groundwater cleanup levels. The Vapor Stripping and Circulation well blower was not operating during the February 24, 2009 monitroing event. A new compressor is planned on being installed during the April 2009 site visit, and at that time the system will be placed back into operation. |

Reviewed the July 2009 Monitoring Event Report, dated November 2009, from MWH for Paul Horwath. For the July 2009 monitoring event there has been a decrease in two of the three monitoring wells tested. Only one monitoring well showed an increase in Benzene concentrations that remain below the groundwater cleanup levels. A new Vapor Stripping and Circulation compressor was replaced during the April 2009 operations and maintenance for the site. The site will be evaluated during 2010 as a potential candidate for closure, based on the groundwater sampling events performed in 2010. |

Reviewed the March 2010 Monitoring Event Report, dated May 2010, from MWH for Paul Horwath. During the March 2010 groundwater monitoring event only one monitoring well showed an increase in Benzene concentrations that remain below the groundwater cleanup levels. The groundwater treatment system was turned off in November of 2009 due to power-related issues, and turned back on in March of 2010 following the installation of a new compressor. With the treatment system not operating during the winter months, the groundwater contaminant concentrations remain low. After the 2010 groundwater sampling events, the site may be considered for closure depending on the sampling results. |

During the September 14, 2010 groundwater monitoring event, one of the monitoring wells is now yielding benzene concentrations slightly above the groundwater cleanup levels. Not since 2005 has this MW detected benzene above the groundwater cleanup levels. One of the wells remained undetected for all the analytes tested and one well is detecting BETX and GRO below the groundwater cleanup levels. |

Reviewed the May 2012 Monitoring Event and Rebound Test Report, dated August 2012, prepared by MWH. The groundwater monitoring event and rebound test was conducted on May 23rd and 24th of 2012. The groundwater sample results detected benzene at 0.00667 mg/L in one monitoring well located on site within the area of the former USTs excavation. The Vapor Stripping and Circulation system was shut off on October 19, 2011 to begin a rebound test. On May 23, 2012 the systems were restarted and soil vapor extraction exhaust samples were collected at one hour and twenty-four hours. Analytical results did not detect either BTEX or GRO in the system exhaust. |

Cleanup Complete Determination Issued |
Issued a Corrective Action Complete Determination Letter. Following the completion of remedial action performed at this site from 1997 to 2011, residual soil contamination remains in the subsurface soil exceeding the ADEC's Method Two 'Migration to Groundwater' soil cleanup levels at depths exceeding 12 feet below ground surface in the area of the former underground storage tanks located within the southern portion of the property boundaries. Any proposal to excavate, transport, move, treat, and/or dispose of residual contaminated soil in this area requires prior ADEC approval. Groundwater concentrations have consistently tested below the groundwater cleanup levels since 2010; with the exception that one groundwater sample collected in May of 2012 had a reported benzene concentration of 0.00667 mg/L. The affected groundwater is not currently used as a drinking water source, and the site is serviced by the local public water and sewer systems. Water wells may not be installed on this property without the prior notification, and approval, of ADEC. |

Paul Horwath conditionally approved the Decommissiioning Work Plan for 2012, Former Tesoro Northstore #105, dated September 18, 2012, prepared by MWH with the following conditions:1)Our understanding and interpretation of this work plan is that a bentonite grout slurry will be used to fill the voids left during removal of the MW casings, and to pressure grout any piping associated with SVE/AS wells and subsurface delivery piping to be left in the subsurface. The use of bentonite chips or non-grout should only be substituted with our prior approval. Some drilling contractors are expressing their preference to use dry bentonite chips or pellets, but the drilling contractor shall not be allowed to take control of this field work and substitute dry/solid bentonite chips or pellets without prior ADEC approval.
2)Following the completion of this work, a written report documenting the implementation and completion of these approved work tasks shall be prepared and provided to our office, complete with the signature of the “qualified person” responsible for observing and documenting the field work.
