Site assessment conducted during facility upgrade documented fuel contamination at the dispenser and piping locations. The assessment was not completed as required for the dispensers/piping (excavated to 2 to 3 feet below ground surface) and around the tanks (excavated 3 to 5 feet below ground surface) as they were not collected at the highest field screening readings as required. The field reading device stopped functioning early in the field work and sampling work continued without collecting field readings. The 25 cubic yards of soil that was excavated during the upgrade and was disposed of at the Texaco fire service road at the port of Anchorage. Contamination was left at the dispenser islands (DRO 448 mg/kg).

On May 21-24, 2007 and June 7-8, 2007 five monitoring wells were installed and were sampled. Up to 59.2 mg/kg RRO in the soil samples collected. BTEX, GRO, and DRO soil samples were non-detect. Non-detect BTEX, DRO, and RRO in the groundwater. Depth to groundwater was between 31.63 and 32.81 feet below ground surface. Groundwater flow direction was to the west by northwest. Several shallow soil samples are biased low because the boring was air knifed to that depth. Soil and groundwater samples collected in monitoring wells MW-4 and MW-5 were not sampled for BTEX, GRO, and VOC's are required in the ADEC workplan approval letter. Groundwater samples were not analyzed for GRO as required. QA/QC problems with the soil data. Monitoring wells have a screened interval from 30 to 40 feet below ground surface. |

DEC request that all sites where there has been no purge groundwater sampling conducted during the last year, that for the next sampling event that they do both no purge then purge sampling from each monitoring well, so we evaluate on a site specific basis whether no purge sampling has provided comparable data. The post purge well sampling for VOCs would need to be conducted via hydrasleeve, bladder pump, or in well pump. Non VOC sampling can be collected with a bailer or peristaltic pump (in addition to the VOC methods) if desired. The specific sampling methods will need to be documented in the report and included field notes.
If there is not enough time to do this adjustment for the planned sample event of March 26-April 4, then DEC requests that it be done on the following event. |

There will need to be another late winter or early spring vapor sampling event conducted with frozen ground conditions.
3.3.1 – Recommend 1 Liter Summa Canisters to reduce sample volume and ensure a more representative sample.
3.3.3 - Recommend analyze helium with a portable hand held device so any leaks can be fixed in the field.
3.3.3 – If possible need to do a "shut in" leak test as described in the DEC guidance.
1.2.4 – Recommend three volumes of sample train purged prior to sample collection.

The other detected compounds were below 10% of the screening level. The outdoor air sample had up to 1.22 ug/m3 benzene, 1.67 ug/m3 Ethylbenzene, non-detect 1,2,4-Trimethylbenzene, 5.57 ug/m3 total Xylenes, and non-detect PCE, TCE and Naphthalene. They plan to conduct indoor air sampling during frozen ground conditions in the winter of 2017. Because the indoor air sample results were above 10% of the screening levels (and exceeded the screening level for benzene in 3 of 4 indoor air sampling locations) additional non-frozen ground indoor air sampling is required. While the current use is commercial, the property is zoned for residential. |

On September 25, 2018 monitoring wells MW-1, MW-2, MW-3, MW-4, and MW-5 and soil vapor probes SV-1 and SV-2 were decommissioned in accordance with the approved work plan. Prior to decommissioning all of the monitoring wells where checked for any product and none was found. |

Review of Indoor Air Sampling report for September 26-27, 2018 non-frozen ground indoor air sampling. Five indoor air samples (including a duplicate) and one outdoor air sample (northwest corner of property) were collected. The indoor air samples had up to 3.34 ug/m3 Benzene (3.6 ug/m3 residential screening level and 16 ug/m3 commercial screening level), 4.86 ug/m3 Ethylbenzene (11 ug/m3 residential screening level and 49 ug/m3 commercial screening level), 4.72 ug/m3 1,2,4-Trimethylbenzene (7.3 ug/m3 residential screening level and 31 ug/m3 commercial screening level), 26.88 ug/m3 total Xylenes (100 ug/m3 residential screening level and 440 ug/m3 commercial screening level), 26.0 ug/m3 Toluene (3,800 ug/m3 residential screening level and 7,500 ug/m3 commercial screening level), non-detect PCE, TCE and Naphthalene. The other detected compounds were below 10% of the screening level. The outdoor air sample had up to 0.655 ug/m3 benzene, 3.08 ug/m3 Toluene, non-detect Ethylbenzene, non-detect 1,2,4-Trimethylbenzene, non-detect total Xylenes, and non-detect PCE, TCE and Naphthalene. While the current use is commercial, the property is zoned for residential. |
