Sent letter today requesting further groundwater investigation and results of stockpile sampling. Previous PM indicates that the stockpile was spread on site without ADEC approval. 11/8/2006 Document, Report, or Work plan Review - other Nortech Groundwater Sampling Results, UIC injection well closure for 5855, and 5859 Aerofuel Place, Fairbanks, AK was received from EPA. The floor drains in the hangar and shop were formerly connected to on site septic systems. Groudwater samples were collected from two on site leachfields. Analytical results indicate that toluene concentrations in the septic groundwater slightly exceeded the Table C cleanup levels. Also, arsenic concentrations in the septic groundwater were above ADEC Table C cleanup levels. However, concentrations were only slightly above the accepted background concentrations in the Fairbanks area. The floor drains have been re-directed to a buried tank which will be pumped out. 7/11/2008 Update or Other Action According to the report, monitoring wells MW-1 and MW-2 were sampled according to the proposed work plan but MW-3 could not be located. MW-1 detected petroleum contamination but it was below the ADEC regulatory levels and MW-2 was nondetect. Since MW-3 was located in the former source area and historically had elevated levels of contamination, DEC requested to replace this well and sample for closure. Sent a letter to the RP. 9/1/2010 Update or Other Action DEC received from Rockwell Engineering a 2008 report for the installation and sampling of source area well MW-3. DRO and benzene were above cleanup levels at the time of sampling. No information has been submitted regarding the fate of the stockpile. This information has been requested by DEC. 12/28/2010 Document, Report, or Work plan Review - other DEC received the September 2010 Soil Stockpile Groundwater Monitoring Sampling Event Report. No work plan was submitted for this work. Report does not include information on how well MW-3E was installed or how the sampled soil was excavated for sampling. RP contacted DEC after comments from DEC were sent. RP is concerned with the amount of money that has been spent at the site and the need for closure. DEC indicated that a decision can be evaluated once the additional information requested is submitted to fill in data gaps. There are currently two coverall buildings on top of the formerly contaminated soil, therefore, additional sampling may be difficult. Tamara Cardona-Marek

4/18/2012 Update or Other Action DEC is awaiting results from the 2011 groundwater monitoring event to make a determination regarding the site. Samples were collected by Rockwell Engineering but the report has not been submitted to DEC. Tamara Cardona-Marek

Groundwater Use Restrictions Installation of groundwater wells will require approval from ADEC and the ADOT&PF FIA Leasing Office.
When Contaminated Soil is Accessible, Remediation Should Occur Soil contamination is located on the southeast edge of the southernmost building. When the building is removed and/or the soil becomes accessible, the soil must be evaluated and contamination addressed in accordance with an ADEC approved work plan.
Periodic Review Any change in use or development on the property that may impact the exposure assumptions cited in this document must be reported to DEC prior to initiating. If changes in the property use or development occur, current ICs may not be protective and ADEC may require additional remediation and/or ICs. Such changes include but are not limited to soil excavations, installation of soil borings, installation of wells for any groundwater use, construction of new buildings or additions to the existing ones, demolition of existing structures, etc. Therefore the Alaska Department of Transportation and Public Facilities Fairbanks International Airport (ADOT & PF FIA) shall report to ADEC to document land use every time a change or development project occurs on the property and every time a new leaseholder or sub-lessee assumes the lease for this lot. Reporting shall occur as soon as ADOT & PF FIA becomes aware of the event. The report can be sent to the local ADEC office or electronically to DEC.ICUnit@alaska.gov
