Problems/Comments

This site consists of the removal of a 500-gallon waste oil UST Facility ID 1448 Tank 2. The UST was used to store waste oil from an oil/water separator housed inside the building that had been removed by a MOA contractor on an earlier date. The excavation and piping areas were sampled for RRO, DRO, GRO, BTEX, PCBs, and HVO. The only detections were for RRO and DRO but below cleanup levels. The south edge of Tank 2 was located ~4' north of the north side of the current Maintenance Building (formerly the Old Transit Maintenance Facility) located at 3701 Dr. Martin Luther King Jr. Ave. (formerly 3650 C East Tudor Rd.). Part of the Tudor Road group of sites. Tank 1 that was formerly a part of this site is approximately 140' southwest of Tank 2. FKA L69.50.

Reviewed the Shannon & Wilson, Inc. “UST Closure Assessment, Municipality of Anchorage, Old Transit Maintenance Facility, 3650 C East Tudor Road, Anchorage, Alaska” dated July 1997, received 9/29/97. A 500-gallon waste oil UST (ADEC UST Facility ID 1448, Tank 2) installed in 1978, and associated piping were removed on June 25, 1997, cleaned, and taken to Alaska Metals Recycling for disposal and recycling. The UST was used to store waste oil from an oil/water separator housed inside the building that had been removed by a MOA contractor on an earlier date. The distance from the building to the nearest tank edge was ~4’. The top of the tank was 5’ bgs and the bottom at 9’ bgs. The total depth of the excavation was 10’. Approximately 26 c.y. of potentially contaminated soil was excavated and placed on a 10-mil reinforced liner. All laboratory samples were submitted for analysis of residual-range organics (RRO), diesel-range organics (DRO), gasoline-range organics (GRO), and benzene, toluene, ethylbenzene, and total xylenes (collectively known as BTEX). One sample each from the stockpile, UST excavation, and piping excavation were tested for polychlorinated biphenyls (PCBs), halogenated volatile organics (HVO), and total metals. Analytical test results indicate that soil remaining in the former UST excavation and the stockpile did not contain petroleum hydrocarbons above applicable ADEC cleanup levels. The maximum results for all samples for RRO and DRO in mg/kg were 210 and 180, respectively. All BTEX, HVO, and PCB results were ND. The maximum values for arsenic, cadmium, total chromium, and lead, in mg/kg, were 5.1, ND, 27, and 5.9, respectively, which are all considered within area background levels. These were from one sample each from the excavation, stockpile, and piping. Based on these sampling results the stockpile was used to backfill the excavation. No holes were observed in the UST upon removal. GW was not encountered in the excavation and is estimated to be between 15 and 20’ bgs. No institutional controls will be associated with this closure. Analytical test results indicated that soil remaining in the former UST excavation and the stockpile did not contain petroleum hydrocarbons above applicable ADEC cleanup levels. The maximum results for all samples for RRO and DRO, in milligrams per kilogram (mg/kg), were 210 and 180, respectively. All BTEX, HVO, and PCB results were non-detectable (ND). The maximum values for arsenic, cadmium, total chromium, and lead, in mg/kg, were 5.1, ND, 27, and 5.9, respectively, which are all considered within area background levels.
