The conditions of the closure are the following:
1. In accordance with 18 AAC 75.325(i), ADEC approval must be obtained prior to transport and/or disposal of soil or groundwater from this site.
2. A deed notice (Notice of Environmental Contamination) shall be filed with the State Recorder’s Office regarding the location of residual contamination remaining at the site. The residual contamination will also be noted in ADEC’s Contaminated Sites Database.
3. No groundwater wells shall be installed on the property without the prior review and approval of ADEC.
4. The long-term groundwater monitoring plan consists of sampling ESL–MW 3, ESL-MW8A, ANI-MW3 in 2007 for VOCs and every other year until the groundwater meets ADEC Table C cleanup levels. |

ADEC received the Groundwater Sampling report for the Westours Maintenance Facility. On June 5, 2007, Hart Crowser sampled monitoring wells ANI-MW3, ESL-MW03, and ESL-MW8A. Groundwater was measured at approximately 11.5 to 13.5 feet bgs. The groundwater samples were analyzed for VOCs. All the ananlyticals showed volatile organic compounds below ADEC cleanup levels except for ESL-MW8A which had TCE at 0.024 mg/L. The previous sampling from that well in August of 2005 had TCE at 0.00097 mg/L. (This action was copied from the actions in the CS site at this same location under the file number 102.38.018 since this report covers both LUST and CS parts of this site. DEC received from Oasis the well decommissioning report for wells: ESL-MW1A, ESL-MW-2, ESL-MW4, ESL-MW5, ESL-MW7, ESL-MW8, ANI-MW1, ANI-MW2, ANI-MW4, CH-MW1, CH-MW2, CH-MW3, CH-MW4, CH-MW5, CH-MW-6, and CH-MW7. Well rehabilitation was conducted for the wells included that are being sampled as part of the institutional controls: ANI-MW3, ESL-MW3, and ESL-MW-8A. (This action was originally entered by Tamara Cardona-Marek under a CS site on the same property called Westours Bus Maintenance Facility (102.38.018 ). Removal of a 12,000 gallon diesel tank revealed a small amount of contamination in the piping trench near a joint. Contamination was found at a depth of 1 foot. It is unknown if contamination is the result of a leaky joint or surface spills. It is also unclear if contamination extends any deeper. |

DEC reviewed the 2012 additional UST closure site assessment report from Restoration Science and Engineering, LLC. Four soil samples were field screened with PID and sent to SGS for analysis. The sample with the highest PID reading was analyzed for DRO, GRO, and BTEX. A second sample was also analyzed. Both samples contained contaminants at concentrations below cleanup levels. |

Monitoring wells ANI-MW3, ESL-MW-3, and ESL-MW-8A were sampled for VOCs and one duplicate sample was collected from well ESL-MW-8A. Groundwater was measured at approximately 10.7 to 13.4 feet bgs. Only the TCE concentration was above ADEC cleanup levels in well ESL-MW-8A (0.0133 mg/L) and the duplicate sample (0.0145 mg/L), which is generally consistent with previous monitoring events. All other VOC concentrations were below ADEC cleanup levels. |

ADEC staff reviewed Rescon Alaska's 2016 Groundwater Monitoring Report for the Westours Bus Maintenance Facility. Monitoring wells ANI-MW-3, ESL-MW-3, and ESL-MW-8A were sampled for VOCs and one duplicate sample was collected from well ESL-MW-8A. The TCE concentration was only above ADEC cleanup levels in well ESL-MW-8A (13 ug/L) which is very consistent with previous monitoring events. The TCE concentration in well ESL-MW-8A has effectively remained unchanged over the last seven years. Rescon recommends implementing an enhanced attenuation (EA) amendment to accelerate reduction of the TCE contamination. In order to move forward, the ADEC will require a brief work plan to be submitted with further details on what Rescon proposes to add to enhance natural attenuation. The ADEC will need to evaluate whether the levels of reagent being proposed for injection are safe and would not produce excessive gas. Therefore, ADEC has requested Rescon provide such a work plan prior to the next sampling event, and with enough time for review and approval of the methodology. |

ADEC staff reviewed Rescon Alaska's 2018 Groundwater Monitoring Report for the Westours Bus Maintenance Facility. Monitoring wells ANI-MW-3, ESL-MW-3, and ESL-MW-8A were sampled for VOCs and one duplicate sample was collected from well ESL-MW-8A. From these results the TCE concentration was above ADEC cleanup levels in well ESL-MW-8A (9.22 ug/L) which is consistent with previous monitoring events. All other VOCs concentrations were either below cleanup levels or non-detect. The TCE concentration in well ESL-MW-8A has effectively remained unchanged over the last seven years and has varied between 9 and 13 ug/L. The reporting findings documented that due to the shallow gradient in the area of this site, the degradation process of the TCE will be slow. Another round of groundwater monitoring is planned |
