Problems/Comments

Hydrocarbons were first detected in groundwater beneath the site in 1991. The UST system was upgraded in 1992. An air sparge vapor extraction system (AS/VES) was installed at the site in 1996, and operated untill 1999. Free product was detected in several on-site wells, though long term monitoring suggests that the amount of free product has declined, and is currently detected irregularly in only one monitoring well near the pumps. The AS/VES was successful in reducing volatile contaminants, and the site was nearing a NFRAP status. However, contamination above cleanup levels has been detected again in 2005 and 2006 putting the no further action decision on hold.

2/8/2007 Long Term Monitoring Established The site management plan for the Beaver Brook Mall retail fuel station will include sample collection from MW-2, and MW-3, the two off-site monitor wells on the North Pole Veterinary Hospital property, and the North Pole Veterinary Hospital drinking water well on a one time per year basis. The groundwater monitor well samples will be analyzed for DRO, GRO, and BTEX analytes. The drinking water well will be analyzed for BTEX analytes only. Monitor well MW-7 may be decommissioned. Off-property well NPV-1 will be decommissioned and the remaining wells (all on the Sourdough Fuels property) will be monitored every three years, beginning in 2013, until at least three consecutive events demonstrate there is no increase in contaminant concentrations and contaminants remain below cleanup levels in groundwater. 10/28/2013 Document, Report, or Work plan Review - other On this date, Robert Burgess issued a letter in response to the 2013 Groundwater Monitoring Report. A downgradient well on property adjacent to the Beaver Brook mall was decommissioned. On-property groundwater monitoring wells MW-2, MW-3, and MW-7 were sampled for BTEX. Results indicated that benzene has increased in well MW-2 to levels above the ADEC groundwater cleanup level (specifically, benzene was reported at 0.00592 mg/L). Because MW-2 acts as a sentinel well to detect migration to contaminants off-property, ADEC formally requested to have the drinking water well at the North Pole Veterinary clinic sampled for BTEX using EPA method 524.2 by November 30, 2013. Due to the increase in concentration noted in this sampling event, ADEC requested that the next groundwater sampling event be scheduled for September of 2014. 10/27/2017 Document, Report, or Work plan Review - other IC Unit staff reviewed the 2016 Groundwater Monitoring Report submitted by Travis/Peterson Environmental Consulting, Inc. Monitoring wells MW-2, MW-3, and MW-7 were sampled on August 22, 2016 and analyzed for BTEX compounds. All analyte detections were below applicable cleanup standards. All analyte detections were below cleanup levels during this event. It has been agreed that after three consecutive monitoring events with well concentrations below cleanup levels, that well will be eliminated from the next round of sampling. The next scheduled monitoring event is scheduled for September 2022. Both MW-3 and MW-7 have completed the three consecutive events therefore in 2022 only monitoring well MW-2 will be included. 9/16/2022 Institutional Control Compliance Review Groundwater monitoring results for the August 2022 event have been reviewed. Once again, all analyte detections were below cleanup levels during this event. This is the third consecutive monitoring event (2016, 2019, and 2022) where all samples result were below cleanup levels, therefore the requirement of future groundwater monitoring will be rescinded. A letter will be issued to the landowner with these details. All other ICs are in compliance. Evonne Reese
