Problems/Comments

In 1999, petroleum contamination was discovered during the removal of three regulated underground storage tanks (UST) and associated fuel lines. Soil encountered at Tank 1; a 3,000-gallon diesel UST and Tank 2; an 8,000-gallon diesel UST; contained contaminant concentrations above ADEC cleanup levels. Soil encountered at Tank 3, a 500-gallon gasoline UST, did not contain contaminants above the most conservative ADEC cleanup levels, and was therefore considered closed. Note: Separate non-contiguous release under a separate event ID. The subject Event ID# is 2672 for Facility ID#0129. Event 0044 for Facility ID#1421 is on the same property. Two events, two sets of tanks, pulled at two different times. For grant cleanup work this site was combined with Facility ID#1421 for cleanup work performed in 2003 - 04. F.K.A. L20.03

11/13/2003 Leaking Underground Storage Tank Corrective Action Underway Approved a revised corrective action plan dated November 10, 2003 that was prepared by Tellus, Ltd. The revised corrective action work plan was approved with the condition that all proposed corrective actions must be completed prior to initiation of winter groundwater monitoring activities. 10/4/2004 Update or Other Action After review of Tellus' 9/24/04 dated "Corrective Action Plan" CSP issued a letter of non objection to Petro Products implementing the plan for annual GW monitoring and excavate cont. soil at the northern and southern key card tank sites at the Petro Product Office site. 2/8/2005 Update or Other Action In response to Anchor Petroleum's 1/28/05 request for information on this site in lieu of potentially purchasing the property, DEC issued a letter on 2/8/05 that described the environmental issues at this site as well as liability concerns upon purchasing a contaminated site. 2/11/2005 Update or Other Action On 2/11/05, DEC issued a letter to Petro Products providing them information what DEC expects in future groundwater monitoring reports including the report for the 5/05 event. DEC also informed Petro of its cost recovery procedures and limiited immunity because it has received Storage Tank Program grant money in the past. Rich Sundet
11/17/2005 Update or Other Action With Lon Olson regarding that Tellus will be providing a plan to install a monitoring well downgradient of MW P14 by the southern card lock site. Rich Sundet
12/6/2005 Update or Other Action On 12/6/05, CSP approved Tellus' 12/4/05 workplan to install MW P16. CSP also requested a CSM and that the report for the September 2005 groundwater sampling event could be delayed to include MW P16 work activities, i.e., within 60 days of completion of field work for MW P16. 3/1/2006 Update or Other Action On 3/106, DEC responded to Tellus' 12/27 and 30, 2005 and its 1/10/06 submittals that informed DEC that it installed MW P16 as planned and that only DRO and toluene was detected in groundwater but both were well below Table C cleanup levels (DRO was 0.572 and toluene was 0.73 mg/L). CSP also discussed the findings with Scott Erdmann of Tellus who informed DEC that the report for the fall 2005 groundwater sampling event was nearly completed. DEC informed Petro Products in its 3/1 letter that until the fall 05 groundwater report was reviewed, it was pending its determination what further action needs to occur at the site. Rich Sundet
5/19/2006 Update or Other Action On 5/19/06, CSP responded to Tellus' 4/19/06 report of groundwater monitoring in fall 2005 and installation of MW P16. The letter separated the two Petro Products sites on the property individually. Regarding the Office site, CS requested a workplan to perform at least one more monitoring event and noted that all soil data shows that the Office site meets the most stingent cleanup levels for Method 2 (for the migration to groundwter pathway). CS noted that if the spring 2006 groundwater event shows similar findings as the fall 2005 data in that levels were below Table C levels, and the disconnected drinking water well is properly abandoned that closure could be obtained at the site. Full closure would also require that a completed conceptual site model be submitted for the site and the monitoring wells be properly decommissioned. Rich Sundet
8/30/2006 Update or Other Action In letters to Lon Olson and Jeff Petrovich, DEC informed both on 8/30/06 that it had not received a response to its 5/19/06 letter requesting a workplan, evalulations and CSMs. DEC requested a workplan and the other documents by 9/18/06 and informed them that there were penalties imposed by the COBC for failure to meet deadlines established by DEC and that limited immunitty from cost recovery exists for past recipients of the FAP only if those recipients of the FAP are undertaking good faith actions to cleanup their sites. The letter to Petrovich was returned and resent on 9/7/06. Rich Sundet
9/12/2006 Update or Other Action On 9/12/06, CSP responded to Petro's legal counsel's Erik LeRoy's letter to Breck Tostevin that noted that Petro could not meet the 9/18/06 deadline and requested that the deadline be delayed to 10/16/06. CSP granted that extension request. Rich Sundet
10/11/2006 Update or Other Action SP conditionally approved of Tellus' workplan for a fall groundwater sampling event and sampling in the adjacent North Fork of Little Cambell Creek. The plan had been received by facsimile on 10/10/06. The workplan had been originally requested in DEC's 5/19/06 letter and for a spring and fall 2006 monitoring events. Rich Sundet

2/22/2011 Document, Report, or Work plan Review - other On this date, ADEC received Take Two LLC 6501 Lake Otis Parkway 2009 Site Remediation Report dated February 2011 and submitted by BGES. Two soil borings, one of which was completed as monitoring well NW-1, were advanced at the downgradient edge of the property at the former Tank 2 (a.k.a Southern Card - Lock system) and associated dispenser island location. Soil samples collected 5 to 10 feet bgs contained DRO up to 617 mg/kg and benzene up to 0.0358 mg/kg. A groundwater sample collected from NW-1 did not contain contaminants above the most conservative ADEC cleanup levels. Grant Lidren
5/10/2011 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation (ADEC), Contaminated Sites Program (CSP), has completed a review of the environmental records associated with the Petro Products Office. Based on the information provided to date and the administrative record, the ADEC has determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment, and this site is closed.
