Problems/Comments

In 1991 four 10,000-gallon underground storage tanks (USTs), two pump islands and associated piping were removed from the site. Two of the tanks had been used for storage of Jet A fuel, and two had been used for storage of Aviation gasoline. The UST excavation was 65 X 40 X 10 feet deep. The tanks were free of holes and corrosion. Groundwater was encountered in the excavation, but no free product was observed. Diesel range (DRO) and gasoline range organics (GRO), and benzene, toluene, ethylbenzene, and xylenes (BETX) compounds were above cleanup levels in some of the samples taken from the excavation. Soil was (1,200 cubic yards) excavated during UST and pipeline removal. The soil was then placed back in the excavation, covered with visqueen, and clean soil was used to restore the surface to original grade.

The report summarizes the results of the April 19, groundwater monitoring event. Nine monitoring wells were installed in 2003. This April, 2 wells, GEI-3, and GEI-5, contained free product, at respective thickness of 0.53 feet and 0.74. Product was removed from the wells, but no attempts were made at ongoing product recovery. Four wells, were not sampled because they were covered with snow and ice. Of the remaining 3 wells, two contained DRO and BETX analytes above the MCL. The extent of contaminant migration has not been established at the site. Kim DeRuyter

Free product was observed in several wells, DRO was observed at 690 mg/L in GEI-1 up from 327 in 2005. VOCs, EDB, MTBE, and PAHs were eliminated as contaminants of concern during the 2006 field season. GRO, DRO, and benzene are the only COCs at the site. 7/12/2007 Update or Other Action ADEC received the First Semi-Annual 2007 Groundwater Monitoring Report for the FIA (Former Unocal Bulk Plant) site. According to the report, the dissolved phase concentrations remain relatively stable at the site. ARCADIS recommends eliminating RRO analysis from the sampling program for this site. Deborah Williams
1/16/2008 Update or Other Action DEC received the Second Semi-Annual 2007 Groundwater Monitoring Report Chevron 306443 (Former Unocal Bulk Plant 0207). Three of the monitoring wells contained LNAPL. 1/12/2010 Document, Report, or Work plan Review - other DEC reviewed the First Semi Annual 2009 Groundwater Monitoring Report and Geochemical Parameter Monitoring Results. Hydrocarbon concentrations have remained relatively stable. Free product continues to be detected in several of the wells. No lead or EDB was detected in any of the monitored wells (which included only MW1, MW3, MW5, GEI4 and GEI8). Groundwater elevation sduring this sampling event were similar to those observed during low water season. Groundwater samples from wells GEI-4 and MW-1 contained benzene above cleanup levels (16 and 25 ppb). Wells GEI1, GEI3, GEI5, GEI6, GEI7,and GEI9 were not sampled due to the presence of free product. 4/21/2011 Document, Report, or Work plan Review - other DEC received and reviewed the 2010 Site Assessment and Second Semi Annual Groundwater Monitoring Report. Samples were collected from soil borings during additional site characterization. Contamination in soil (DRO, GRO and BTEX) was highest at a depth of 8-12 feet in the soil borings installed. However, some contamination was also detected at 2 feet. LNAPL continues to be present in several of the monitoring wells. Samples from wells GEI-2, GEI-8, MW-1 through MW-7, MW-9 and MW-10 were submitted for DRO, GRO, RRO and BTEX analysis. GEI-5 and GEI-6 were not sampled due to presence of LNAPL. GEI-1, GEI-3 through GEI-7, GEI-9, MW-8 and RW-1 were not sampled due to observed LNAPL globules in the bailer during sampling. 8/28/2012 Meeting or Teleconference Held DEC met with Chevron and Arcadis to discuss actions for 2012-2013. An updated conceptual site model will be completed to identify any existing data gaps. Monitoring will be reduced to once a year and dataloggers will be installed on monitoring wells to obtain a year-round trend. 11/2/2012 Update or Other Action DEC received and reviewed the First Semi-Annual 2012 Groundwater Monitoring Report. LNAPL was present in wells GEI-5, GEI-6, GEI-7, GEI-9, MW-1, GEI-1, GEI-3, GEI-4, MW-3, MW-8 and RW-1. GEI-8 and MW-9 were not sampled due to obstructions in the wells. DRO exceeded cleanup levels in well MW-5. Sampling at the site will continue on an annual basis. 4/29/2013 Meeting or Teleconference Held DEC met with Chevron, Arcadis, and a representative from FIA to discuss the status of the site. There is measurable product in the majority of the wells onsite. Arcadis and DEC agree that the plume is not fully delineated downgradient of the current wells on site. Additional wells are planned to the northwest, but there are concerns about interfering with the Everts air operation as monitoring wells may need to be placed in an area in which airplanes taxi and maintanence is conducted. The current plan is to use grab samples (GeoProbe) or UVOST to delineate the current plume and help determine areas to place wells. Robert Burgess

The proposed remedial plan consists of placing institutional controls on the site, including a prohibition for groundwater well installation, requirements for contaminated soil management if excavation occurs, and ongoing monitoring of downgradient sentinel wells. Potential exposure pathways described by ARCADIS include future exposure of surface and sub-surface soil and future exposure to groundwater through incidental ingestion or dermal exposure. Downgradient sentinel wells were monitored and do not appear to contain detectable concentrations of contaminants of concern, showing that the plume remains stable and is not migrating.
