Problems/Comments

Three 10,000-gallon leaded and unleaded gasoline underground storage tanks (USTs) were replaced and 1300 cubic yards of contamination soil were removed in 1992. The replacement tanks are as follows: Tank #13 is a 15,000-gallon gasoline tank, Tank #17 is a 10,000-gallon gasoline tank and Tank #171 is a 5,000-gallon diesel tank. The fueling islands and fuel dispensers were not removed. 1993 soil sampling from the sidewalls of the excavations indicated BTEX up to 449 mg/kg and GRPH up to 12,178 mg/kg. No soil samples were collected from beneath the USTs. 1993 groundwater sampling indicated benzene up to 7.65 mg/L, toluene up to 21.7 mg/L, ethylbenzene up to 1.55 mg/L, xylenes up to 13.08 mg/L and GRPH up to 55.8 mg/L. Monitoring continued through 1997 but was discontinued despite still having benzene above cleanup levels. The three USTs, piping, dispensers and a minimal amount of soil were removed in 2011. As expected, contamination from the historic releases was encountered. Additional contamination from newer releases was discovered. The scope of work for the UST removal contract did not include environmental assessment and so, according to a USAF letter dated August 04, 2011, the required release investigation/corrective action will be conducted as soon as funding can be secured. This site is also known as the BX Service Station. This site is adjacent to SS68/AOC29/AAA Site (ADEC file 107.38.101).

4/22/2011 Document, Report, or Work plan Review - other Staff reviewed the Revised Work Plan to Demolish Base Service Station Fuel Tanks and Underground Utilities, Phase 2, Building 2375 Eielson Air Force Base, received on April 11, 2011. Soil and groundwater contamination were detected when the Service Station tanks and piping were replaced with new tanks and piping in 1992. One of the previous tanks had held leaded gasoline. Soil will be screened and segregated into clean and contaminated and stockpiles which will be sampled prior to disposal. The revised work plan incorporated analysis of soil samples for PAHs, EDB, DCA, MTBE and lead in addition to the analysis for BTEX, and AK methods listed in the Draft Work Plan. The contractor had planned to sample a floor sump in the service station for AK methods, VOCs and RCRA metals; PAHs and PCBs were added to the list of analytes. The funding programmed for this UST removal is limited, and a release investigation and corrective action plan will be necessary but may be delayed until funding for Compliance Restoration sites is available in 2012. 6/21/2011 Site Visit Contaminated sites staff conducted two site visits to observe the AAFES Service Station tank removal. The tanks that are being removed replaced three tanks that were removed in 1992. Smear zone contamination from the previous tanks was anticipated and encountered. Additional soil contamination was discovered as the result of an improperly installed vent pipe. The contract for the tank pull did not include removal of contaminated soil. Staff sent a letter response to the workplan asking that a release investigation (RI) workplan be provided prior to the tank pull so that the RI would follow directly on the tails of the tank pull, but funding for this activity has not yet been released. The site will be fenced until the release investigation and corrective action are completed. Kim DeRuyter
7/7/2011 Underground Storage Tank Site Characterization or Assessment Staff issued a letter reminding Air Force personel of the UST regulations which require that a release investigation report be submitted within 45 days of confirmation of a release. During discussions with the Air Force environmental staff and their contractor it became clear that FY12 funds for the release investigation and corrective action had not yet been released. 8/4/2011 Update or Other Action Staff received a call from the contractor and a call and letter from the Air Force in response to the July 7, 2011 letter requesting a release investigation report be submitted within 45 days of the discovery of contamination at the AAFES Service Station. The contractor requested an extension, and explained the the contract did not cover an RI, but he would submit a report of his findings during the next two weeks. Eielson environmental staff stated that contracting money had not been allocated for the RI and corrective action, but they would try to find funding from other sources to complete the work; however, money may not be available until next summer. The letter stated that the Air Force understood that RI/CA were required under the UST regulations and requested an extension in order to obtain funding for the work. Kim DeRuyter
9/9/2011 Update or Other Action CS staff sent a letter to USAF that acknowledged receipt of the report titled "Site Assessment and Phase 1 Release Investigation Report for UST System Closure - Former Eielson AFB AAFES Station" and noted that, as previously discussed, this report does not meet the requirements of a release investigation (RI)/corrective action per 18 AAC 78.235. In 2012, 12 soil and 3 groundwater samples were collected and analyzed for DRO, RRO, GRO, VOC, SVOCs, PCBs and metals. 3 COPCs (Contaminant of potential concern) Benzene, Chromium (total), and Arsenic had levels that exceeded current MCL (Maximum contaminant level) or ADEC soil levels. GRO, DRO, Benzene, Ethylbenzene, Toluene, Xylenes (total), bis (2-Ethylhexyl) phthalate, Arsenic, Lead, and Thallium all exceed cleanup levels in groundwater. 6/13/2014 Update or Other Action On April 23, 2014, the Alaska Department of Environmental Conservation and the United States Air Force reached agreement on the State-Eielson Air Force Base Petroleum Site Restoration Agreement (Two-party Agreement). This agreement was established to perform any necessary assessment, monitoring, remediation and cleanup determinations for petroleum contaminated sites at Eielson Air Force Base. This site was identified as a petroleum contaminated site requiring a response action and its cleanup will continue under Alaska regulations, following the procedures established in the agreement.
