Problems/Comments

A 2,000 gallon gasoline and 500 gallon waste oil tank were decommissioned in 1993. Petroleum-contaminated soil and groundwater were found, primarily associated with releases from the former dispenser islands. The groundwater contamination extends off the source property and across Badger Road in a north-northwesterly direction. Trichloroethylene and ethylene dibromide has also been observed on site in the groundwater. A limited remediation system was installed in 2004 and operated for a short time. The system was upgraded in 2010 and again only briefly operated.

7/22/1993 Site Visit FI; Hung accompanied EPA on inspection. Leak detectors installed in '92 on all 4 USTs. UST containing supreme gasoline has been inoperable since 8/92 when it failed TTT. Has pumped all gasoline out of UST. Operator, Richard Lightner informed by EPA that he has 30 days to decide and perform the following actions: 1) Excavate the empty UST after purging, 2) Fill with inert material, 3) Repair Problem and put back in service. Site Assessment has to be performed in area where UST failed TTT. There are 3 USTs in operable condition containing diesel, regular and unleaded gasoline. Former Staff
8/4/1993 Update or Other Action TECH; HUNG offered to review TTT results since owner insists there was no leak and Tanknology applied too much pressure causing leak. Referred operator to 18 AAC 78.085(c) re- leaving UST inplace. Informed owner and operator whatever route they choose, must still perform site assessment. Discussed manual tank gauging advantages/disadvantages/assumptions, etc. Operator continues to persist it is not his responsibility to do S.A., it is the Owner's responsibility. 10/1/1993 Site Visit FI; HUNG did on-site re- 500 gals. waste oil UST excavated 9/29/93 by R. McPeak who is not certified. DEC not notified of UST removal until 10/1/93. McPeak is previous owner of the above site and used his own heavy equipment to remove UST. Operator, Rick Lightner stated he requested McPeak remove dirt on top of UST to see capacity. McPeak removed and hauled UST to McPeak Sand & Gravel, Inc.- Ak. Redi-Mix. Photos taken of excavation and UST at the sand and gravel site. 10/1/1993 Site Visit FI; HUNG monitored site for excavation of 2,000 gals. gasoline UST that failed TTT 8/92. While on-site 10,000 gals. UST was excavated. It had never been used to store any regulated substance and contained 2" water. The 2,000 gals. UST had soil contamination in the NE corner. PID readings were as high as 300 ppm. A certified person was supervising the UST removal. Further excavation of contaminated soil will continue as extent not known. Former Staff

10/6/1993 Site Visit FI; HUNG monitor cleanup activities and approve long term stockpile site for approx. 50 cu. yds. contaminated soil. All contaminated soil was on liner and would be moved to McPeak Sand & Gravel,Inc. site today. Inspected site which is near to large lake made by old gravel pit. Site lower and to be 100 feet away from lake and general traffic. McPeak informed by DEC that he cannot use contaminated soil to mix in with his gravel and sand and storage only for two years. 10/2/1995 Site Visit FI; In front of gas station was 10 ft. deep large pit where approx. 556 cu. yds. contaminated soil removed and stockpiled. RP planned on installing upgraded UST system here until fumes and overwhelming soil & grd. water contamination encountered. 2/27/2002 Release Investigation DEC receives release investigation report. Petroleum contamination observed in vadose zone and groundwater. Benzene concentrations observed up to 98 ppm in soil and 33 ppb in groundwater. Impacted soil present in vadose zone north and east of the station building. Contaminated plume present on north end of property and extending into Badger Road. Soil stockpile thermally remediated; waste oil stockpile remains on site. 11/4/2002 Update or Other Action Groundwater quality summary report submitted. MW-7 and MW-8 installed to monitor off-site plume, and sampled in May. All wells were sampled again in August: maximum concentrations of DRO (5.6 ppm) and benzene (27,900 ppm) in MW-1 (5.6 ppm) and GRO (145 ppm) in MW-2. PCE (17 ppm), TCE (20 ppm), and EDB (28 ppb) also found in MW-1. Free product was found and removed from MW-1 during August, September, and October (depth to water approximately 7.8 ft). Six temporary well points installed and sampled in August to evaluate extent of plume. Groundwater data suggests the plume extends northwest onto Fort Wainwright and does not extend beyond Middleton Avenue. Janice Wiegers

9/23/2005 Update or Other Action ADEC had a meeting with Rick Lightner and Cris Niffenegger (current owner of Badger Chevron). In the meeting we discussed what actions were necessary for the 2005 sampling. Actions required included monitoring MW-1, MW-2, MW-3, MW-5, MW-7 and MW-8 as well as the four drinking water wells located at 751, 754, 768 and 774 Badger Road. 11/30/2005 Document, Report, or Work plan Review - other Reviewed October 2005 sample results from the monitoring wells and drinking water wells. All the sample results for GRO and BTEX increased from the last sampling in Sept. 2003. Levels of EDB and 1,2,4-Trimethylbenzene, and 1,3,5-Trimethylbenzene were above ADEC cleanup levels in MW-1, and MW-2. MW-8 was also analyzed for VOCs and had detections but not above ADEC cleanup levels. MW-7 was analyzed for EDB and was non-detect. The drinking water wells that were sampled were 751, 754 and 768 Badger Road. All analyses were non-detect for VOCs and EDB. Deborah Williams

10/16/2008 Update or Other Action Groundwater monitoring results received from Rockwell Engineering. Monitoring wells sampled included MW4, MW5, MW6 and MW7 instead of the requested MW1, MW2, MW3,MW5 and MW8. Drinking water wells sampled, all paremeters below detection. MW5 continues to have benzene at 2.5 ppm and GRO at 31ppm. MW6 and MW7 were below detection. MW4 had 10ppb of benzene. Condition of MW1, MW2, and MW3 must be verified for future sampling events. 5/8/2009 Site Visit DEC staff visited site and gauged some of the monitoring wells. Wells MW-2 and MW-3 had no water in them. These two wells have possibly silted-in or are broken. Wells MW-5 and MW-6 had water at a depth of approximately 9 ft, no indication of free product was observed as suggested by consultant during previous monitoring event. Wells MW-4 and MW-1 were not gauged, however MW-1 has been reported to be silted -in and MW-4 was sampled in the fall of 2008. Current site owner was present during this site visit. 5/14/2009 Update or Other Action Received call from Cambria Environmental for Chevron. They will respond to the PRP letter sent within the next couple of months. 6/9/2009 Potentially Responsible Party/State Interest Letter ADEC received response to PRP letter from Chevron. Chevron supplied petroleum products to the facility between 1975-1985, however, this was done through independent dealers under a Two-Party Dealer Supply Contract. Because Chevron did not own or operated the property or service station, they do not believe they meet the criteria for a liable party under Alaska Statute 46.03.822. 8/21/2009 Update or Other Action Funding has become available through the American Recovery and Reinvestment Act of 2009 for remediation of this site. DEC has submitted a request for proposals for additional site characterization, replacement of some monitoring wells, evaluation of the current SVE system, and evaluation of remediation alternatives. 10/28/2009 Site Characterization Workplan Approved Work plan submitted by Shannon and Wilson or additional site characterization has been approved and field work is under way. Temporary wells will be installed to delineate plume towards the Northwest into Ft. Wainwright. Soil borings will be installed near MW-5, and wells MW-1, MW-2 and MW-3 will be replaced.
