Release Investigation |
SA2; Thomas rec'd "Mail Trail Road GW Monitoring Report" by America North describing site activities 9/92-12/92. One off-site and three on-site MWs were installed and sampled. Seven soil borings advanced and sampled. MW-1 still hot near tank, upgradient wells show contamination, suggesting off-site sources. Recommends additional sampling. |

Long Term Monitoring Established |
MS; Thomas: Copy of ground water results from Crowley site, sampled in April 1993. GW elevations show a predominant flow to the northwest. MW's 4,5,6,7,8 all had benzene above MCL, all other TEX compounds low. Report postulates that high BTEX/GRPH values may be attributed to off-site gasoline tank. (Crowley has a diesel-only tank). |

Update or Other Action |
MEET; Thomas met with Crowley staff to discuss upcoming site actions. Crowley wished to address contam. soil and ground water as seperate issues. ADEC agreed so long as UST Guidance was followed for removal, sampling, and treatment. Crowley will probably treat on-site with some type of bioremediation. Crowley need not submit pre-construction plan, but should submit report at completion of project. Ground water will be monitored in concert with users group. |

Groundwater monitoring report received from Crowley. Only one monitoring well (MW-4) was still viable at the site. This well is located roughly 40 to 50 feet north of MW-1 which had the highest groundwater contaminant levels in the years after the tank was removed, and was sampled for GRO, DRO, RRO, VOC's (8260), EDB (504), and PAHs (8270). DRO, GRO, RRO, and some VOCs were detected, below the ADEC cleanup level. No PAH analytes were detected. |

Update or Other Action |
DEC receives groundwater characterization report from Shannon & Wilson, Inc. S&W installed 5 soil boring (B10 - , four of which were completed as monitoring wells (MW10 - MW13). DRO and several PAHs were detected in soil above cleanup levels in either B10 and/or B13. Groundwater contained DRO above cleanup levels in MW13 and benzene above cleanup levels in MW10 and MW11. S&W indicated contamination observed in B10 and MW13 is probably associated with the 15,000-gallon diesel UST, and is limited to this area. However, the benzene contamination in groundwater at MW10 and MW11 appears to be associated with a different source. |

Meeting or Teleconference Held |
Staff from Crowley, Shannon & Wilson and the DEC met to discuss additional site characterization for the former diesel UST release. This characterization will include a groundwater monitoring event for the onsite wells MW-10, MW-11, MW-12, and MW-13 and possibly the up gradient off-property Mark Air MW-12 well. The purpose of this proposed action is to assess if groundwater contaminant levels are stable and/or decreasing and to evaluate the contribution of groundwater contamination upgradient of the site area. |

11/18/2016 |
Document, Report, or Work plan Review - other |
DEC reviewed and approved a work plan from Crowley Maritime Corp.to conduct additional site characterization. This work will consist of advancing two borings to collect soil samples and install two additional groundwater monitoring wells. The wells will be sampled together with the other three monitoring wells on the property and possibly in coordination with a groundwater sampling event at the adjacent MarkAir contaminated site. A request to move the sampling date from early winter of 2016 to spring of 2017 was reviewed and approved. |

Document, Report, or Work plan Review - other |
A report titled " Additional Site Characterization, Mail Trail Road and Dale Street,Fairbanks, Alaska" was received Sept.2017 and reviewed. The report presents results from soil and groundwater samples taken at two locations where new monitoring wells were installed in addition to groundwater samples from existing wells. As concluded in the Report, soil and groundwater samples collected from the boring locations provide additional evidence that affected media has been delineated to the northwest and the southwest. DEC requested a more thorough discussion of results and inclusion of an updated conceptual site model. DEC requests a meeting this winter with affiliated parties to discuss cleanup decisions at the site. |

This work plan proposes a methodology for the decommissioning of wells MW4, MW9, MW12, MW13 and MW15 at the site in accordance with the Alaska Department of Environmental Conservation (ADEC) September 2013 Monitoring Well Guidance. The responsibility of maintenance of the remaining wells MW8, MW10, MW11 and MW14 will be transferred to another responsible party to assist in characterization of another release. This work is planned for the end of September 2019. |

Cleanup Complete Determination Issued |
Petroleum contamination remains in sub-surface soil and groundwater; however, the impacted soil and groundwater from the release is confined to the vicinity of the former diesel UST as shown in the attached figure.
Soil contamination at the site has been cleaned up to concentrations below the approved cleanup levels suitable for residential land use. Groundwater meets the applicable cleanup levels at the property boundary. The groundwater contaminant plume has been demonstrated to be shrinking and the contaminant concentrations are steady or decreasing. Therefore, ADEC has determined the residual soil contamination does not pose an unacceptable migration to groundwater concern. Groundwater at the site is not currently used as a source of drinking water, as the property is connected to the municipal water system.
An Environmental Covenant has been approved by all affiliated parties and has been recorded in the land records maintained by the Alaska Department of Natural Resources and a copy is attached to this letter.
