Problems/Comments

Site also known as Crowley Dale Rd Facility, Mail Trail Rd Site, and Crowley Marine Services. A 15,000-gallon diesel underground storage tank (UST) was removed from the site in October 1991 following an August 1991 focused environmental site investigation that was conducted to identify potential environmental concerns at the site. Free product was observed in the excavation and removed to the extent possible. Approximately 450 cubic yards of contaminated soil was removed in 1993 until the limits of the excavation were below cleanup levels. Site characterization since the initial discovery included advancing borings and monitoring wells in 1991, 1992, 2012 and 2017. Groundwater was sampled eight times between September 1991 and June 1994, once in May 2012, and three additional times between July 2017 and October 2018. Based on these results, the ADEC has determined that soil contamination at the site has been cleaned up to concentrations below the approved cleanup levels suitable for residential land use. Groundwater meets the applicable cleanup levels at the property boundary. The groundwater contaminant plume has been demonstrated to be shrinking and the contaminant concentrations are steady or decreasing. Therefore, ADEC has determined the residual soil contamination does not pose an unacceptable migration to groundwater concern. Groundwater at the site is not currently used as a source of drinking water, as the property is connected to the municipal water system. This site is at the same location as Hazard ID 26953, file no. 100.38.284, Everts Air Fuel Mail Trail Facility.

11/3/2006 Update or Other Action Groundwater monitoring report received from Crowley. Only one monitoring well (MW-4) was still viable at the site. This well is located roughly 40 to 50 feet north of MW-1 which had the highest groundwater contaminant levels in the years after the tank was removed, and was sampled for GRO, DRO, RRO, VOC's (8260), EDB (504), and PAHs (8270). 1/11/2013 Update or Other Action DEC receives groundwater characterization report from Shannon & Wilson, Inc. S&W installed 5 soil boring (B10 - , four of which were completed as monitoring wells (MW10 - MW13). DRO and several PAHs were detected in soil above cleanup levels in either B10 and/or B13. Groundwater contained DRO above cleanup levels in MW13 and benzene above cleanup levels in MW10 and MW11. S&W indicated contamination observed in B10 and MW13 is probably associated with the 15,000-gallon diesel UST, and is limited to this area. The purpose of this proposed action is to assess if groundwater contaminant levels are stable and/or decreasing and to evaluate the contribution of groundwater contamination upgradient of the site area. 12/5/2017 Document, Report, or Work plan Review - other A report titled " Additional Site Characterization, Mail Trail Road and Dale Street,Fairbanks, Alaska" was received Sept.2017 and reviewed. The report presents results from soil and groundwater samples taken at two locations where new monitoring wells were installed in addition to groundwater samples from existing wells. As concluded in the Report, soil and groundwater samples collected from the boring locations provide additional evidence that affected media has been delineated to the northwest and the southwest. DEC requested a more thorough discussion of results and inclusion of an updated conceptual site model. 9/11/2018 Update or Other Action Surface and sub-surface (at least 4.5 ft below ground surface) contamination has been observed during installation of a waterline from Mail Trail Rd to the warehouse near the center of the property. This contamination is approximately 100 ft south of the former diesel tank location. The degree and extent has not yet been determined. 9/17/2019 Site Characterization Workplan Approved This work plan proposes a methodology for the decommissioning of wells MW4, MW9, MW12, MW13 and MW15 at the site in accordance with the Alaska Department of Environmental Conservation (ADEC) September 2013 Monitoring Well Guidance. The responsibility of maintenance of the remaining wells MW8, MW10, MW11 and MW14 will be transferred to another responsible party to assist in characterization of another release. 10/14/2021 Cleanup Complete Determination Issued Petroleum contamination remains in sub-surface soil and groundwater; however, the impacted soil and groundwater from the release is confined to the vicinity of the former diesel UST as shown in the attached figure. Soil contamination at the site has been cleaned up to concentrations below the approved cleanup levels suitable for residential land use. Groundwater meets the applicable cleanup levels at the property boundary. The groundwater contaminant plume has been demonstrated to be shrinking and the contaminant concentrations are steady or decreasing. Therefore, ADEC has determined the residual soil contamination does not pose an unacceptable migration to groundwater concern. Groundwater at the site is not currently used as a source of drinking water, as the property is connected to the municipal water system. An Environmental Covenant has been approved by all affiliated parties and has been recorded in the land records maintained by the Alaska Department of Natural Resources and a copy is attached to this letter. Movement or use of contaminated material (including on site) in a manner that results in a violation of the water quality standards is prohibited (18 AAC 70)
Groundwater Use Restrictions No groundwater wells shall be installed in the area covered by the activity and use limitations without prior ADEC approval.
New Construction Restrictions If buildings are proposed for construction within the contaminated area, ADEC must be notified in advance and may require a vapor intrusion evaluation to determine if building occupants could be affected by vapors.
Subdivision Restriction ADEC must be notified in advance of the subdivision or replat of the Property associated with these activities and use limitations. This covenant must be included as part of future property transactions and attached to subsequent associated parcels, as determined applicable by ADEC
Groundwater Use Restrictions Groundwater throughout Alaska is protected for use as a water supply for drinking, culinary and food processing, agriculture including irrigation and stock watering, aquaculture, and industrial use. Contaminated site cleanup complete determinations are based on groundwater being considered a potential drinking water source. In the event that groundwater from this site is to be used for other purposes in the future, such as aquaculture, additional characterization and treatment may be required to ensure the water is suitable for its intended use.
