Problems/Comments

Site and adjacent parcels were used as a portion of Sealand's Fbk's facility for tractor-trailer storage, transfer & maintenance fueling. Carlile and Sealand are 150 ft. apart. Three USTs excavated 9-15-92 along with all piping and dispensing islands. See also file# 102.38.020 (Former Sealand Terminal).(rpltr5) Hung was staff assigned.

Field work & sampling for in-place closure conducted 6/19/92 NOT 7/19/92. Diesel detected @ 12.5'bgs-410 & 390 ppm. At 2.5'bgs 970 ppm diesel detected. Rept. confirms soil & grd. water contam. by diesel above ADEC cleanup levels. Recommends RI in order to define extent soil & grd. water contam. Three USTs excavated 9/25/92. No SA1 conducted. Same RPCON removed USTs & remediated soil. DEC gave verbal approval only for design of CCBC. No prior approval given for sampling of CCBC and final disposal of treated soils. Former Staff
