FI; Hung did on-site and took approx. 12 photos. There was a possibility of a 14 year old patch on the 10,000 gal. gasoline UST. After further inspection of the bottom of the UST, no patch could be detected. The area of the UST has been contaminated by gasoline and GW impacted. The 500 gal. waste oil UST did not apprear to have a leak. The 500 gal. propane UST was being prepared for burning off the gas prior to excavation. S&W, on-site w/ Knik Construction Co. doing the excavation and purging of all USTs. |

ADEC received a report on the Groundwater monitoring at the site. Some of the conclusions at the site were the AS/SVE has been operated over a period of 5 years. Treatment system operation should be modified to focus cleanup efforts in the vicinity of wells MW-1 and MW-4. Dissolved lead analyses should be included with BTEX and GRO in the next sampling effort. |

ADEC received the report entitled "Post Treatment System Shutdown Groundwater Monitoring." In the report, Herrera concludes the following: Approximately 25 cubic yards of contaminated soil (GRO and benzene) may remain beneath the former 10,000-gallon gasoline underground storage tank cavity. Measured soil concentrations do not indicate a significant continuing source of GRO or benzene; however, ADEC method two cleanup levels were exceeded. Water quality continues to improve and benzene concentrations did not spike upwards or rebound when the ground water treatment system was shut down in May 2001. Benzene was detected in gw samples collected two of the eight wells sampled in September 2002 at concentrations of 4.7 ug/L (MW-4), and 13 ug/L (VES-6). Both locations are near the former tank and dispenser and may result from residual contamination at the water table around these sources. |

Herrera makes the following conclusions: Water quality continues to improve; benzene concentrations have not spiked upwards or rebounded since the ground water treatment system was shut down in May 2001. Benzene was detected in groundwater samples collected from two of the eight wells sampled in September 2003 at concentrations of 3.2 ug/L (MW-4), and 7.2 ug/L (VES-6). GRO was detected in ground water samples collected from two of the eight wells sampled in Sept. 2003 at concentrations of 110 ug/L (MW-4), and 7,900 ug/L (VES-6). Based on a limited door to door survey of businesses, apartment buildings, and residences (20 respondents), there was no indication of groundwater usage downgradient of the former Motor Pool. They recommend sampling VES-6 for benzene and GRO in September 2004 and 2005. Sampling for the seven other monitoring wells should be suspended. |

Completed file review and review of recently submitted documents (historical site sumary and 2008 gw monitoring report. GW concentrations of benzene and GRO below DEC cleanup levels for 1st time. Lab was not DEC approved lab. DEC requested that GSA submit documentation of lab appproval and use DEC-approved labs in the future, include DEC QA/QC Checklists, and updated CSMs in future reports. Additional GW montioring required to confirm cleanup conditions met. Treatment system requires decomissioning before closure can be considered. Phone call with consultant to discuss these topics so they could develop a workplan for this field season. |

Approved the U.S. General Services Administration, Groundwater Assessment, Fairbanks Federal Building, Former Motor Pool report dated September 9, 2011 (received March 12,2012). Groundwater samples were collected from eight monitoring wells and analyzed for gasoline range organics, benzene, toluene, ethylbenzene, xylenes, and lead. Samples from two of the wells were also analyzed for diesel range organics and polynuclear aromatic hydrocarbons. Lead was detected above the cleanup level in all 8 wells. All other analytes were below their respective cleanup levels. An additional round of groundwater sampling to address the lead results was performed in 2011 and the results are presented in a separate report. |
