Problems/Comments
Toyota Auto Service Company property had an underground waste oil tank (1000 gallon) and a heating oil tank located on site. The waste oil tank and approximately 120 cubic yards of soil was removed (and stored on site) in September 1993. The excavation extended to groundwater approximately 11 feet below ground surface (bgs) but further excavation was stopped due to the proximity of the building foundation.

10/10/2007 | Institutional Control Record Established | ADEC shall be notified in accordance with 18 AAC 78.274(b) when soil or groundwater is proposed for transport off site. A Notice of Environmental Contamination (NEC) shall be posted on the ADEC database that provides information regarding the contamination issues associated with this property and any land use restrictions and/or controls applicable to the site. The contaminated soil that is stored on site is approved for treatment (landspread) subject to a plan being submitted to ADEC for review and approval. | Jim Frechione |
10/10/2007 | Conditional Closure Approved | ADEC determined that any residual contamination remaining on site does not pose an unacceptable risk to human health or the environment provided the owner / operator of the site complies with the conditions established in the decision document. The stored soil is also approved to be landspread on site in accordance with a plan approved by DEC | Jim Frechione |
10/29/2007 | Update or Other Action | Travis Peterson submitted an October 9, 2007 plan to landspread contaminated soil stockpile (100 cubic yards) on an area of the property used for RV storage., DEC approved the plan | Jim Frechione |
6/23/2008 | Update or Other Action | travis peterson reported that soil stockpile was land spread on site (north side of the RV Center). They indicated the soil will be sampled late 2008 field season to document current concentrations. A composited sample procedure was recommended whereby the area should be split into grids and from each grid - 5 to 10 composites combined into each lab sample | Jim Frechione |
1/20/2010 | Document, Report, or Work plan Review - other | DEC received from Travis/Peterson the Soil Landspreading at RV Center letter reporting results of multi increment (MI) sampling from the landspread stockpile. Because MI sampling was performed without following the DEC MI Guidance, data will not be used to report the current sttaus of the stockpile. Sampling must be done in 2010 with an approved work plan. | Tamara Cardona-Marek |
2/26/2010 | Cleanup Complete Determination Issued | DEC reviewed data from previous sampling of the stockpile and determined that, based on the new closure policy, the site qualifies for a cleanup complete determination. | Tamara Cardona-Marek |
5/11/2010 | Institutional Control Record Removed | Institutional Controls have been removed. | Tamara Cardona-Marek |
