Reviewed file briefly due to information request concerning Lot 1 of Block 101. This lot appears to be a recent subdivision of Lot14A, Block 100. A 1994 site assessment indicated soil and possible groundwater contamination. The file indicates that a cleanup grant was applied for but not received. An ADEC letter required additional information on the status of a 1000 gallon tank that was to be removed and a release investigation for the observed contamination. No additional correspondence is available in the file. |

Received call from Dave Guinn (IPP) regarding the 1,000 gallon gasoline tank. His files indicate it was never upgraded and he is working with Arctic Air the current leasee to have it removed. An out of service 1,000 gallon heating oil tank is located adjacent to the gasoline tank and should be removed at the same time. |

Accompanied Erik Sirs, EPA Region 10 UST inspector, Dave Guinn and Cheryl Paige (UST Program) on a site inspection to determine locations and status of tanks. See the file for an updated site map. EPA was on site to review tank status, leak detection and maintenance records for violations of Federal Regulations. The UST Program is requiring removal of Tank #3, a 1,000 gallon gasoline tank on the SE corner of the property near the overhead power lines and the municipal sewer main. This tank is 34 years old, and out of compliance. Tanks #1 and #2 have been upgraded, and are monitored by a leak detection system. Two tanks were removed from service in the 1980’s. An unregulated 1,000 gallon heating oil tank and a 275 gallon day tank are still in service, and are easily located on the site map. The facility sits between University Ave and the East Ramp Tarmac, south of the FAA tower. The site is paved, city water is available, however, the file indicates a water well is in use at the facility. |

ADEC received the August 2006 Phase II site assessment report for the Air Arctic site. A 1,000-gallon gasoline tank was removed and approximately 10 cubic yards of contaminated soil was excavated and thermally remediated. The excavation was limited due to the proximity of the utility lines. Five confirmation soil samples were collected from the excavation from approximately 6.5 feet bgs. The contaminant levels ranged from 86.7 mg/Kg to 6,800 mg/Kg GRO. The benzene levels ranged from 0.0204 mg/Kg to 27.3 mg/Kg benzene. The depth to groundwater was 12 to 15' bgs. No groundwater samples were collected. |

2019 Groundwater Monitoring & Well Installation report received on 3/06/2020 has been reviewed by the DEC and is attached to this database. Field screening samples and soil and groundwater analytical samples were collected between 8/12/2019 and 9/19/2019. This sampling effort indicates that soil and groundwater contamination remains in the proximity of Tank#1/dispenser island which is located approximately 35 feet north of the Northern Alaska Tour Company (NATC) building and in the proximity of former Tank #3 which was located 70 feet South of the NATC building. The consultant recommends at least two additional groundwater monitoring events for both source areas to evaluate plume stability and trends. Contaminants of concern for the Tank#1 area include select VOCs, EDB, GRO and DRO, while those at former Tank#3 are select VOCs, GRO and DRO. |
