Problems/Comments

This site involves residual contamination from a leaking used-oil underground storage tank. The extent of soil and groundwater contamination from this UST is unknown and the consultant recommends a release investigation be conducted at the site.

12/30/1996 Underground Storage Tank Site Characterization or Assessment ADEC received City Electric, Inc. Underground Storage Tank Site Assessment Report. According to the report, four UST's were removed from the ground. UST #1 had contained used oil and it was removed in 1996. EMI, the consultant, stated that samples from the excavation had DRO up to 9,300 mg/Kg, 8,600 mg/Kg RRO and PCE of 1.6 mg/Kg. The consultant recommends that a release investigation be completed for that site. For UST's #2, #3, and #4, a test pit was dug in the former location. The tanks were supposibly removed in 1992. The highest benzene level fromthat excavation was 0.21 ppm. GRO and DRO were below ADEC cleanup levels. Deborah Williams

7/20/2006 Update or Other Action ADEC received a report - Limited Phase II Site Investigation / Soil Sampling for the City Electric Property. Three soil borings were installed with two being developed as monitoring wells. The soil boring were drilled to a depth of 12' bgs with groundwater being encountered at 9' bgs. Soil boring #1 (MW-1) had DRO levels in the soil at 1,350 mg/kg, TCE was non-detect and PCE was 23 ppb. The groundwater sample (below ADEC cleanup levels) had DRO at 1.18 ppm, TCE at 1.47 ppb and PCE at 3.33 ppb. Soil boring #2 was non-detect for DRO and PCE, but had TCE at 40.4 ppb (above ADEC cleanup levels). Soil boring #3 (MW-2) was downgradient of the source area and had detection of DRO, but below ADEC cleanup levels and was non-detect for TCE and PCE. MW-2 had some detection of DRO and benzene but below ADEC cleanup levels. The on-site water well was sampled for VOCs in order to check the TCE/PCE results from a source deeper in the water table. 4/25/2007 Institutional Control Record Established The conditions of the closure are the following: 1. A Notice of Environmental Contamination will be established on the ADEC Database identifying the nature and extent of contamination remaining on site. 2. In accordance with 18 AAC 78.274(b), the transport of soil or groundwater from this site requires ADEC review and approval prior to any transport. 3. If the contaminated soil remaining on site becomes accessible and/or is determined to pose a risk in the future, a plan to address the contamination shall be submitted to ADEC for review and approval. 4. The monitor wells shall be decommissioned in accordance with ADEC’s April 1992 guidance on Recommended Practices for Monitoring Well Design, Installation and Decommissioning. Deborah Williams

6/19/2014 Institutional Control Periodic Reporting Received a letter from the responsible party (RP) which confirms that land use has not changed for this site and that the monitoring wells have been decommissioned. Also the former contact person for the RP has passed away so the contact info will be updated in the Affiliates record. 2/23/2023 Institutional Control Compliance Review IC compliance review conducted on this date and a reminder letter was issued. The next compliance review will be in 5 yrs. A new owner bought the property in 2021; they were sent the IC letter and informed that we are aware of the change. Jennifer McGrath
