Problems/Comments

Routine Site Assesment in 1991 of four underground storage tanks (USTs) at maintenance shop found soil and groundwater impacted by diesel product UST piping failure. Removal action of nine on-site USTs in 1997 found more soil impacts, 500 cubic yards of material was stockpiled off-site and later remediated. Soil impacts remain at each former UST site; the lodge and shop need Long Term Monitoring. Groundwater wells were installed and tested in 1998; all soil and groundwater samples had elevated diesel contamination.

Action Information

7/29/1991 Leaking Underground Storage Tank Release Confirmed - Petroleum Leaking Underground Storage Tank (LUST) Site created in Contaminated Sites database (CSP) for source area ID 77871. Three test pits for routine Site Assessment on 4 Underground Storage Tanks (USTs) at maintenance shop found free product in drainfield area. Former Staff
7/29/1991 Site Added to Database Former Staff
7/30/1991 Leaking Underground Storage Tank Cleanup Initiated - Petroleum Source found to be piping at diesel USTs. Sorbent pads used as product seeped into the test pits from saturated soil. Oil interception trench installed 11-1-91 in an effort to remove free product from the groundwater. Former Staff

8/3/2007 Exposure Tracking Model Ranking The cleanup remedy for USTs petroleum releases at the maintenance shop, lodge and lift stations provided controls on soil and air exposure pathways; ground and surface water pathways remain complete for petroleum that does not bioaccumulate. Bruce Wanstall
8/20/2007 Update or Other Action Develop a priority site list for CBJ Engineering and request ground water investigation at each of six leaking underground storage tank sites Bruce Wanstall
12/9/2010 Exposure Tracking Model Ranking A new updated ranking with Exposure Tracking Model (ETM) has been completed for source area 77871 USTs. Bruce Wanstall
12/15/2010 Update or Other Action Additional evaluation of the conceptual site model receptors for this site and update of the environmental tracking module reflects site specific data gaps and the incorporation of wild foods and wild foods harvest exposure pathways evaluations. Anadromous stream Fisk Creek is adjacent to the Maintenance Shop UST site where subsurface contamination remains. The 1998 Site Assessment recommends a timely effort is needed to control current and future impacts from reaching the stream. Based on initial monitoring well installation sampling, groundwater contamination may be extensive and is likely impacting Fish Creek. Remaining contamination is > 10 times the migration to groundwater soil cleanup levels. Drinking water wells have not been identified at this site. Bruce Wanstall
4/19/2012 Update or Other Action File number changed from 1538.26.005 to 1513.26.005 to reflect appropriate location listing. Kristin Thompson

10/3/2014 Institutional Control Record Established Institutional Controls established and entered into the database regarding an undetermined volume of sub-surface soil contamination that remains beneath the Maintenance Building and the Ski Lodge at the ESA. When these buildings are removed and/or the soil becomes accessible, the soil must be evaluated and any contamination addressed in accordance with a DEC approved work plan before any work begins at the site. Additional restrictions apply as listed in a determination agreement signed by land owner/manager representative of the City and Borough of Juneau. Bruce Wanstall
10/3/2014 Institutional Control Periodic Reporting Petroleum contamination remains on-site in soil above approved cleanup levels; however DEC has determined there is no unacceptable risk to human health or the environment as long as the contamination is properly managed and commercial land use remains unchanged. The City and Borough of Juneau (CBJ) shall report to DEC every five years to document land use, or report as soon as CBJ becomes aware of any change in land ownership and/or use, if earlier, with a written description and photographs of the condition of ground surfaces overlying the contamination with notation of any changes since the last report. Bruce Wanstall
10/3/2014 Cleanup Complete Determination Issued Petroleum contamination remains on-site in soil above approved cleanup levels; however DEC has determined there is no unacceptable risk to human health or the environment as long as the contamination is properly managed and commercial land use remains unchanged. The DEC decision letter explains the site history, cleanup activity and specific conditions required to effectively manage any remaining contamination. In order to insure proper management of the remaining DRO soil contamination, DEC has determined that an institutional control (IC) agreement, signed by current and any future landowners and/or managers, is necessary for the ESA property. This determination is in accordance with 18 AAC 78.276(f) and does not preclude DEC from requiring additional assessment and/or cleanup action if future information indicates that this site may pose an unacceptable risk to human health or the environment. Bruce Wanstall
10/9/2014 Institutional Control Compliance Review IC compliance review conducted and staff changed from Bruce Wanstall to IC Unit. Reminder system set to follow-up with the responsible party in 2019. Kristin Thompson
10/15/2014 Update or Other Action On this date, DEC received the Corrective Action Complete-ICs Agreement and Signature Page signed by the responsible party. Kristin Thompson
11/20/2019 Institutional Control Compliance Review An Institutional Controls reminder letter e-mailed to the responsible party/landowner on this date. Mossy Mead
10/1/2024 Institutional Control Compliance Review IC compliance review completed on this date. An IC reminder letter was e-mailed to the landowner. The next review will be in five years’ time. Gaige Robinson
