Problems/Comments

The Airport Rescue and Fire Fighting (ARFF) and the Snow Removal Equipment (SRE) buildings at the Sand Point Airport are located adjacent to each other near the northeast portion of the airport. Because the two buildings are adjacent and are owned by the ADOT&PF, the two buildings were evaluated as one 'site'. DRO impacted soil and groundwater were identified at the SRE Building in the vicinity of an aboveground storage tank and former furnace. DRO impacted soil was also encountered near the ARFF building during removal of an underground storage tank. The DRO impacts from both locations has been combined into this single 'site' entry in this ADEC CSP database.

Action Information

Action Date Action Description DEC Staff
10/13/1999 Leaking Underground Storage Tank Release Confirmed - Petroleum LUST Site created in CSP database for Source Area ID #77638, Hazard ID #24497. Approximately 12 yards of contaminated soil was generated during closure activities, along with a barrel of sludge that was removed from the bottom of the tank. Contaminated soil remains in-situ at levels of at least 2000 mg/kg DRO in soil at a depth of 7 feet. 93.8 mg/L DRO was detected in groundwater at MW17, which could be due to a non-UST source. Former Staff
10/13/1999 Leaking Underground Storage Tank Cleanup Initiated - Petroleum Soil stockpiled on site. Colin Basye

7/8/2005 Document, Report, or Work plan Review - other Reviewed file and closure report. Additional assessment, corrective action and remediation is required. Sent e-mail inquiry to ADOT in Anchorage requesting information on any additional work subsequent to 99 UST removal. Donald Seagren
12/6/2005 Update or Other Action Finalize draft Request For Proposals and send to Jim Frechione for review and processing. Donald Seagren

6/13/2006 Underground Storage Tank Site Characterization or Assessment Reviewed 2006 report. Some DRO soil and GW contamination remains insitu. Natural attenuation will address remaining contamination. If it becomes accessible, additional assessment may be required. Stockpile to be landspread on site. LTM will need to be established. Copy of the final report sent to Ron Stroman @ ADOT. Donald Seagren
7/31/2006 Long Term Monitoring Established ADEC shall establish a GW monitoring program, subject to availability of State funding. Donald Seagren
7/31/2006 Institutional Control Record Established DRO contamination remains exceeding ADEC soil and groundwater cleanup levels. No GW wells may be installed without prior ADEC approval. Contaminated soil may not be moved from site without prior ADEC approval. Should subsurface contamination become accessible, ADEC will determine if additional assessment &/or corrective action work is required - at that time. Donald Seagren
7/31/2006 Conditional Closure Approved Remaining contamination (DRO) is subsurface. There is no unacceptable risk to human health or the environment by the subsurface contamination undergoing natural attenuation, subject to the conditions listed in the decision document. Donald Seagren

11/19/2014 Document, Report, or Work plan Review - other Five monitoring wells located and sampled by Shannon & Wilson in September 2014. MW-23 could not be located. DRO contamination was detected in MW-11 at 90.6 mg/L up significantly from the last time the well was sampled for DRO in 2000. MW-17 had DRO concentrations at 31.1 mg/L, down from 93.8 in 2006.
