Problems/Comments

Petroleum hydrocarbon soil staining and possible Trichloroethylene groundwater contamination exists as a result of facility maintenance and operations at this site. Sources of contamination are Bulk Fuel Above Ground Storage Tanks, Lubrication Oil Tanks, Hydraulic Oil Stains in the area of the Quonset Building, and a Waste Storage Area. Matrix score = 29. Lots 6, 10D, and 10F of U.S. Survey 4117. Alaska Village Electric Cooperative (AVEC) currently owns/operates the Bethel Power Plant (update 5-19-2015).

11/28/2005 Update or Other Action Received notification from AVEC that APUC denied their request to purchase the utility. The CAP that was submitted by AVEC was not implemented by them. AVEC provided an Anchorage address for bethel Utilities. A letter was sent requesting copies of any data/reports documenting cleanup and remediation of the contamination. Donald Seagren

After reviewing the file and corporations database, a second project status update request letter was sent to the corporation President and Controller. Both letters were sent certified/ return receipt requested. 3/9/2012 Update or Other Action Project Summary and Current Site Conditions. Bethel Utilities Corporation began operation in 1976 following construction of the existing plant. The site is located southwest of central Bethel (Residential Area) and west of the hospital and adjacent to a residential apartment building, which is separated from the site by a gate and fence. A surface pond is located to the west/southwest of the Quonset Hut. Six deep wells exist at the power plant, with five of these wells installed as part of a waste heat and storage recovery system in the early 1980s. In 1995, it was reported that these five wells were no longer being used as part of a waste heat and storage recovery system. They have not been decommissioned. The domestic well at the plant extends through several hundred feet of permafrost to a potable aquifer. The adjacent properties are supplied water through the utilidor which is supplied by wells in the community similar to the onsite drinking water well. Native vegetation consists of a tundra mat over permafrost silty soils. A seasonal perched water table is found on top of the permafrost. The permafrost layer is estimated by local drilling contractors to be 200-400 feet thick and overlays a potable aquifer. Contaminated soil and groundwater remains in four areas. The Waste Oil Storage Area had TPH at 2 feet bgs at concentrations of 574 ppm to 3,630 ppm, and EPH at 2 feet bgs at a concentration of 275 ppm, based on a composite soil sample. The Interior of the Quonset Hut had TPH at 2 feet bgs at 3,120 ppm, at 4 feet bgs at 3,970 ppm, and at 6 feet bgs at 8,470 ppm. The Bulk Fuel and Lube Oil Location had TPH at 2 feet bgs at 537 pm and at 8 feet bgs at 1,480 ppm. Contaminated groundwater was found in the Bulk Fuel and Lube Oil Location with Trichloroethylene being detected at 0.105 ppm in the groundwater. A composite sample taken from four locations along the road way contained EPH at 315 ppm in samples collected at 2 and 4 feet bgs. No remediation efforts have ever been reported to ADEC. The soil sample data that has been received indicates that higher contaminant levels are located at depths of 4 to 8 feet bgs. One groundwater sample taken at the site, detected Trichloroethylene at 0.105 ppm (cleanup level is 0.005 ppm). The depth to the seasonally perched groundwater above the permafrost, and its flow direction has not been defined. Alyce Hughey

2/7/2023 Site Characterization Report Approved Received the site characterization report for 2022 field work on 2/7/2023. Concentrations of DRO were detected above groundwater cleanup levels in one sample (SB7-46) on the southwestern portion of the property. Concentrations of tetrachloroethylene (TCE) and cis-1,2-dichloroethene were revealed in the soil above Migration to Groundwater cleanup levels in sample SB-1 (completed as MW-1) in the northeastern corner of the property. For groundwater, concentrations of TCE and residual range organics (RRO) were revealed in groundwater samples from MW-1. RRO was also detected above cleanup levels in MW-3, in the southwestern corner of the property. ADEC is requesting a work plan addendum to address remaining data gaps and continue monitoring in 2023.
