Problems/Comments

Former aboveground storage tanks (ASTs), 10-Meter Antenna #1, and Transformer Pad. AT&T Alascom site is located in a light industrial area. AST area soil samples and one groundwater (GW) sample indicates impacts by diesel range organics (DRO). Groundwater encountered at depths ranging from 6 inches to 3 feet below ground surface. Transformer Pad area soil tests at 6 inches below ground surface did not indicate polychlorinated biphenyls (PCBs). Soils on site under biovent remediation from a 1991 underground storage tank (UST) removal. Area is served by City of Kodiak water and sewer system. No known wells or critical habitats were reported. Groundwater not used as a drinking water source in Kodiak. The Phase II report showed no PCB contamination above detection limiits. The former ASTs - AOIA showed DRO contamination exceeding ADEC Cleanup levels. This is the only area requiring additonal assessment and remediation. Analytical data showed the bio-pile met cleanup standards. Bio-pile dismantled in 2005, with the liner and piping being disposed of at the Kodiak Landfill. Contaminated soil excavated during 2005 is temporarily stockpiled on-site awaiting a decision on remediation technology.

1/3/2005 Site Number Identifier Changed The site was originally thought to have possible PCB soil contamination when the site was initially entered into the CS DB, hence the 09 Workplan in the reckey number. A Phase II Site Investigation Report shows that no PCBs above detection limits were found. DRO/petroleum hydrocarbons are the only COC. The Workplan was changed from 09 to 01 because after review of site characterization reports, there are no hazardous substances reported at this site above cleanup levels. Donald Seagren

9/14/2007 Update or Other Action Telephone call from Alex Tula. Due to changes in scheduling for USCG soils, the Kodiak soils will not be shipped off island this year. He will conduct an inspection and and make sure the stockpile is still covered. He will make any necessary repairs to the cover/liner. ALTA will request a variance until the summer of 08 for removal of the soils off the island for treatment. Donald Seagren
12/11/2007 Update or Other Action Approved request for a one year extension for transporting the 250 yds3 contaminated soil stockpile off the island for disposal. The shipment of thses soils is being coordinated with a similar shipment from the USCG Kodiak base as a cost savings measure. The stockpile remains covered and in good shape.
