Problems/Comments

Former Laidlaw (First Student/First Group America) facility. A gasoline UST was removed in 1994. Soil and groundwater contamination was identified. Three monitoring wells were installed in 1997. Additional contaminated soil was removed in fall of 2002. Up to 0.175 mg/kg benzene (0.025 mg/kg benzene cleanup level) and non-detect (<3.69 mg/kg) GRO (300 mg/kg GRO cleanup level) left in the excavation. A replacement monitoring well (MW1R) was installed in 2003. Soil samples collected during the monitoring well installation in 2003 had up to 0.159 mg/kg benzene (0.025 mg/kg benzene cleanup level) at 15 feet below ground surface at soil/water interface. Groundwater monitoring continued until November 6, 2012 when benzene concentrations and other contaminants of concern in the groundwater were below Table C cleanup levels for one year. On November 4, 2013 soil samples were collected from three soil borings to assess current soil concentrations at the site. All soil samples were non detect (<0.0251 mg/kg) for benzene and other contaminants of concern. The remaining monitoring well (B3MW) was properly decommissioned on May 22, 2015. Recommend site for corrective action complete (closure) status.

3/3/2009 Update or Other Action Talked with Tim McQuaid with First Student (the RP for this site - they purchased Laidlaw), he will contact the past consultant to have them submit any reports since the October 2004 sampling and provide a plan for conducting future semi-annual groundwater sampling. Prior to closure they will also need to collect confirmation soil samples in accordance with an approved workplan, to show that the site soils meets site cleanup levels. Robert Weimer
6/22/2009 Update or Other Action Talked with Tim McQuaid with First Student (the RP for this site - they purchased Laidlaw), he said that Nal Cutshal with Strata Environmental has been assigned as the lead on this site. I talked with her and she is still waiting on copies on Laidlaws files on the site to forward on any reports after October 2004. The letter also approves decommissioning the two other monitoring wells (MW1R and B2MW) and requests a workplan for the decommissioning and a schedule be submitted by June 1, 2011. 4/17/2013 Update or Other Action Based on current groundwater sampling data DEC is approving suspending, until further notice, groundwater sampling at this site. Based on the results of the confirmation soil sampling some long-term groundwater monitoring may need to continue if a soil source remains at this site, so the monitoring wells are not currently approved to be decommissioned. 9/26/2015 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation, Contaminated Sites Program (ADEC) has completed a review of the environmental records associated with the Shaw /TMS Anchorage Terminal site located in Anchorage, Alaska. Based on the information provided to date, it has been determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment and no further remedial action will be required.
