Problems/Comments

The 2013 investigation defined the areas of the site with soil contamination from diesel range organics (DRO) and gasoline range organics (GRO) remaining. Groundwater has been impacted with DRO and benzene above cleanup levels. A Record of Decision (ROD) for the Akiak FSRC was approved by ADEC in 2013. The ADEC-approved site-specific cleanup levels for soil listed in the ROD were 11,555 mg/kg for total DRO, 1,400 for total GRO, and 0.06 mg/kg for benzene. Cleanup levels for groundwater were 1.5 mg/L for DRO and 0.005 mg/L for benzene. In June 2015, a total of 132 yds3 of soil with DRO, GRO, and benzene concentrations greater than the ADEC-approved site-specific cleanup levels was removed from the Akiak FSRC. Analytical results for confirmation samples collected at the final excavation limits indicated that all soil with DRO, GRO, and benzene concentrations greater than the ADEC-approved site-specific cleanup levels was removed. The site is now under a long-term groundwater monitoring plan. Cleanup levels for soil and groundwater were established in September 2013 and are documented in the Akiak Federal Scout Readiness Center Record of Decision for Petroleum Contamination (ROD) with the same date. The cleanup levels for groundwater are 1.5 mg/L for DRO and 0.005 mg/L for benzene. For soil, the ADEC-approved site-specific cleanup levels are 11,555 mg/kg for total diesel range organics (DRO), 1,400 for total gasoline range organics (GRO), and 0.06 mg/kg for benzene.

7/2/2004 Update or Other Action DEC issued a letter stating the following: DEC has completed review of the document titled: Final Interim Removal Action Plan, Federal Scout Armory, Akiak, Alaska dated March 2004 and offers the following comments. DEC concurs with the general approach of the plan however, can not provide approval to the plan as written. The plan provides a general approach for the excavation, and handling of impacted petroleum contaminated soil but lacks site specific detail for DEC approval under 18 AAC 75. DEC understands that the AKARNG is performing this action to reduce risk to human health and the environment under 18 AAC 75.330, to provide for a partial cleanup at the site and not achieve cleanup levels. It is presumed that information gathered during this interim action will provide data to be used in determining any future actions required for site clean up. In conclusion, DEC has no objection to the interim removal approach provided and will defer any further regulatory decisions until review of the data collected from the site work. David Pikul

3/16/2005 Update or Other Action Staff reviewed the Akiak Federal Scout Amory Installation Action Plan. The plan contains a summary of the actions to date and proposed cleanup strategy. The summary of the actions fairly depicts the results of the site investigation, but the removal action report documenting work conducted last year has not been received yet, little information on the removal action that occurred last year is described in the IAP. DEC will need to review the removal action report prior to concurring with a clean up strategy. If you could identify when the current structure will be removed that would help to understand the overall time period to complete cleanup. Debra Caillouet

The hydrocarbon risk calculator was used to calculate proposed alternative cleanup levels of 11,555 mg/kg DRO, 1400mg/kg GRO, and 0.06 mg/kg benzene. 8/30/2017 Update or Other Action Rec'd a letter requesting a Cleanup Complete Determination due to a data transcription error. After researching the groundwater value in question using the original data sheets, it was determined that the high level of DRO (27 mg/L) was detected in the past and was not actually 0.027 mg/L. I relayed this information to the AKARNG via telephone and sent the corresponding laboratory data. The plan now is to see if groundwater can be found - it has been of low volume or non-existent in the past. Danielle Duncan

4/12/2018 Site Characterization Report Approved Approved the Final Akiak 2017 Long-Term Monitoring Report this date. There has been insufficient groundwater for sampling for sampling years 2015 (2 attempts), 2016 (1 attempt), and 2017 (2 attempts, but 1 was thwarted due to poor weather/aviation conditions). The report concludes that Eagle Eye will continue to attempt annual groundwater sampling. The first 3 years of the 5 years of LTM have been completed, however, insufficient groundwater for sampling or no groundwater at all has been found during field expeditions. As discussed, possible options to acquire groundwater data are submitting low volume samples and/or drilling the wells deeper. As also discussed, more information is needed on the status of groundwater in Akiak and whether the 1998 documentation of polluted groundwater is factual or perhaps represented an active permafrost layer. 5/7/2019 Site Characterization Workplan Approved Reviewed and approved the Remedial Action Work Plan Addendum, Akiak Federal Scout Readiness Center this date. There has been insufficient groundwater for sampling for sampling years 2015 through 2018. As a result, the Alaska Army National Guard has contracted with Eagle Eye Electric, LLC to either drill the existing wells deeper or decommission the existing wells and install new ones using a GeoProbe drill. The existing wells are at 10 feet (ft.) belowground. If new wells are installed, they will be installed at a minimum depth of 13 ft. and/or the depth to permafrost and/or water. The presence/absence of permafrost and other characteristics will be noted. New wells, if installed will be constructed with GeoProbe 2.0 inch Slim prepack wells. Once water is located, the five year long-term monitoring will begin again. Danielle Duncan

11/27/2019 Document, Report, or Work plan Review - other On this date, ADEC reviewed the Akiak 2019 Long-Term Monitoring Report submitted by Eagle Eye and dated November 2019. On August 26, 2019, Eagle Eye decommissioned the three existing wells and installed three new wells. During installation of the new monitoring wells, the existing boreholes from the decommissioned wells were advanced to 20 feet bgs. The predominant soil type from 10 to 20 feet bgs was silty sand. Sand was slightly damp at a depth of approximately 12 feet bgs in each, and was wet around 17 feet bgs. Permafrost was not encountered. Wells were set with the top of the screen between 13.7 and 14.6 feet bgs. New wells were developed by bailer and were sampled with a peristaltic pump. A groundwater sample collected from each well (plus a duplicate) contained detectable concentrations of DRO below ADEC Table C groundwater cleanup levels. Benzene and GRO were not detected in any groundwater sample. Groundwater flow was to the east-southeast. Grant Lidren
