Problems/Comments

During the removal (January 1997) of two 12,000-gallon gasoline and one 6,000 gallon diesel underground storage tank (UST), contaminated soil and groundwater was encountered. Some of the contaminated soils (approximately 1600 tons) were excavated and taken to Anchorage Soil Recycling for remediation and disposal. Contaminated soils remained at a depth of ~20 feet. Long term monitoring was established, and a Soil Vapor Extraction System, and a Vapor Stripping and Circulations System was installed to address contamination. Updated 12-4-06 Alyce Hughey

4/6/2007 Document, Report, or Work plan Review - other Reviewed MWH's Former Tesoro Northstore #11, October 2006 Confirmation Soil Borings and Monitoring Event Report Final, dated March 2007. Soil and groundwater contamination remain, but GW conditions improving since treatment was begun in 2003. VSC and SVE soil and groundwater treatment systems continue to operate at this site. It is notes that two of the GW monitoring wells that were sampled are injection wells for the VSC groundwater pump and treat system, therefore the water quality in these MWs, MW-14 and MW-15, are not representative of the site groundwater conditions. These wells will need to be sampled after GW treatment efforts end, to see if there is a rebound in GW contaminant concentrations. Paul Horwath

8/28/2008 Document, Report, or Work plan Review - other Reviewed the October 2007 Monitoring Event and Remediaiton System Upgrade Report, dated May 2008, and provided Paul Horwath with a summary of findings for his review. A slight increase in Benzene, Ethylbenzene, Xylenes and GRO was found during this monitoring event. With the addition of three circulation wells, two rotary vane compressors, a new electrical phase converter, and the use of 10% hydrogen peroxide solution to further enhance remediation efforts, groundwater concentrations should continue to improve. 10/28/2008 Document, Report, or Work plan Review - other Reviewed the May 2008 Monitoring Event Report, dated August 2008, from MWH for Paul Horwath and prepared a summary of the review for his review and oversight. Since the previous sampling event done October 25, 2007, hydrocarbon concentrations increased in MW-15 and MW-17 while they decreased in MW-14. Site conditions remain stable with a decrease in hydrocarbon concentrations since starting remediation at the site. The results of the Confirmation Soil Borings scheduled during the third quarter of 2008 will provide evidence of the effectiveness of the chemical oxidation treatment done from February through April 2008. 12/18/2008 Update or Other Action Reviewed the October 2008 Monitoring Event Report, dated November 2008, from MWH for Paul Horwath and provided him a summary for his review and oversight. The site conditions are improving, with only MW-15 detecting DRO at concentrations below the groundwater cleanup levels. All other wells tested showed undetected for all the analytes tested for. The Confirmation Soil Borings that were scheduled in 2008 was deferred to 2009 due to the presence of contamination detected in the second quarter groundwater monitoring event. A detailed work plan outlining the additional installation of confirmation soil borings will be prepared and submitted during the first quarter of 2009. Alyce Hughey
5/13/2009 Document, Report, or Work plan Review - other Reviewed the January 2009 Monitoring Event Report, dated April 2009, from MWH for Paul Horwath and prepared a summary for his review and oversight. Site conditions are remaining stable other than an anomalously high DRO groundwater concentration during the January 2009 sampling event performed at the site in one of the wells tested (MW-15). Due to the anomalously high DRO concentrations, MWH performed an additional sampling event almost a month later to confirm the DRO concentrations in MW-15. The DRO concentrations had decreased since the January monitoring event, however, the concentrations were still above the groundwater cleanup levels. Due to the unusually high concentrations of DRO in MW-15, MWH recommends a re-sampling of MW-8, MW-14, and MW-15 during the second quarter of 2009. Alyce Hughey
9/15/2009 Cleanup Plan Approved Approved the corrective action work in the MWH September 15, 2009 4:02 PM e-mail to conduct the application of potassium permanganate within the existing VSC wells on a monthly basis for a 3-month period. The extent of oxidation achieved by the injection of potassium permanganate will be monitored by sampling the wells just prior to injecting the potassium permanganate, sampling one week after the injection, and one month following the last injection. Upon completion of the field work, a comprehensive report will be prepared and submitted to ADEC for documentation. Paul Horwath

Four of the six monitoring wells tested were undetected for all the analytes tested for. One monitoring well detected Ethylbenzene, Xylenes and GRO but remained below the groundwater cleanup levels. One monitoring well detected only DRO above the groundwater cleanup levels. The DRO concentrations have decreased in the well since the anomalously high concentration detected during the January 2009 sampling event performed. Alyce Hughey
5/25/2010 Document, Report, or Work plan Review - other Reviewed the February 2010 Monitoring Event Report, dated March 2010, from MWH for Paul Horwath. The groundwater quality at the site continues to show improvements with only monitoring well MW-15 detecting DRO above the groundwater cleanup levels. MW-15 has shown significant improvement in the groundwater quality since the anomalously high concentrations detected during the January 2009 sampling event. The vapor stripping and circulation system and the vapor extraction system were not operation during part of the first quarter of 2010 due to electrical concerns. The systems were repaired and placed back into operation on February 24, 2010. The vapor extraction system was turned back off on March 3, 2010 due to poor vapor recovery and is currently not operating. Alyce Hughey

The groundwater quality at the site has improved significantly in monitoring well MW-15, with DRO now undetected in the monitoring well. Potassium permanganate injections were performed on May 13 and July 26, 2010 with a solution of 3 percent potassium permanganate (715 gallons and 600 gallons, respectively) in several of the wells at the site. The combined treatment approach of using the vapor stripping and circulation system at VSC-3 with MW-15 as the receiving well and the potassium permanganate injections appears to be effective. Future groundwater monitoring will help confirm the effectiveness of this treatment approach. Alyce Hughey

During the February 2011 groundwater sampling event of the six monitoring wells tested only one well MW-17 detected Benzene slightly above the groundwater cleanup levels, with four of the wells showing non-detects for all the analytes tested for. The vapor stripping and circulation system at VSC-3 continues to operated with MW-15 as the receiving well. 12/6/2011 Underground Storage Tank Site Characterization or Assessment Reviewed the August 2011 Exploratory Soil Test Holes Report, dated October 17, 2011, from MWH. On August 25, 2011 three test pits were advanced to a depth of 10 feet below ground surface in the vicinity of MW-14 (TP-1), VSC-3 (TP-2), and MW-15 (TP-3). Soil sample analytical results were non-detected for analytes other than Toluene was detected in TP-3 at a concentration of 0.0198 mg/kg. The results of the soil particle size distribution was TP-1 has well graded gravel with silt and sand, TP-2 has poorly graded gravel with sand, and TP-3 has well graded gravel with sand. Alyce Hughey
1/4/2012 Document, Report, or Work plan Review - other Reviewed the September 2011 Monitoring Event Report, dated December 2011, from MWH. The September 21, 2011 groundwater monitoring event sample results did not detect any of the analytes in the monitoring wells sampled. MW-17 was not sampled because it was found dry. The vapor stripping and circulation system was operating at VSC-3 with the VSC system operating to manually alternate between each of the three circulation wells. On October 4, 2011 the remediation system was turned off in preparation of the 2012 rebound test. Alyce Hughey

During the February 10, 2012 groundwater monitoring event all the on-site and the three off-site down-gradient monitoring wells were sampled. None of the wells detected any of the analytes above the groundwater cleanup levels. The vapor stripping and circulation system was shut off on October 4, 2011, and the vapor extraction system was turned off in March of 2010 due to low extraction rates. After four months of both remediation systems being turned off, only minor rebounding was observed in monitoring wells MW-3, MW-15 and MW-16, with all analytes remaining below the groundwater cleanup levels. 8/3/2012 Cleanup Complete Determination Issued Corrective Action Complete Determination issued. The cleanup actions to date have served to adequately remove contaminated soil from this site, and reduce soil and groundwater contaminations. Contamination remains on site above established default soil cleanup levels; however, ADEC has determined there is no unacceptable risk to human health or the environment. The Corrective Action Complete determination was issued with the following conditions: 1. The most current soil sample analytical data reported BTEX, GRO, and DRO contamination exceeding the applicable soil cleanup levels, in the area of the former underground storage tanks, located within the center of the property boundaries. Any proposal to excavate, transport, move, trat, and/or dispose of residual contaminated soil at this site requires prior ADEC approval. 2. Municipal public water service is currently provided to this property. Water wells may not be installed on this property without the prior notification, and approval of ADEC. 3. All groundwater monitoring wells, treatment wells, and subsurface treatment piping associated with this project must now be properly decommissioned in accordance with ADEC's Monitoring Well Guidance.
