Gasoline contamination found during tank and piping removal in 1996. The new piping was placed back in the same locations. The replacement tanks were placed at a new location on the west side of the property. 80 cubic yards of contaminated soil was removed and thermally treated at ASR. Contamination was left in place at the tank excavation (up to 3.93 mg/kg benzene and 52.8 mg/kg GRO at 16 feet bgs), at the northwest, northeast, and southeast dispensers (up to 10.2 mg/kg benzene and 4,380 mg/kg GRO at 2 to 4 feet bgs at the SE dispenser), and at the SW product piping (1.48 mg/kg benzene and 7.68 mg/kg GRO at 4 feet bgs).

Monitoring wells installed to help define the extent of the groundwater contamination at the site. Soil contamination of 0.1 mg/kg benzene and non-detect GRO was identified at a depth of 5 feet at soil boring B-1 (located about 10 feet south and upgradient of the southeast dispenser island). Monitoring wells were installed in 1998 and 2002 to help define the extent of the groundwater contamination. Two soil samples (MW-3 at the soil/water interface and stockpile SP-1) were analyzed for VOCs and PAHs and they were non-detect.

A monitoring well was not placed near the former tank location because of the proximity of the active fuel piping. The groundwater downgradient of the east dispenser islands may not be captured by the single additional monitoring well. |

Monitoring well MW-7 was screened from 1 to 11 feet below ground surface (bgs). A silt/clay layer was encountered at 5 feet bgs and it extended to the base of the monitoring well. Meeting with Chevron and their consultants on 2/27/2014. Because of problems with last year’s purge/no-purge sampling the next groundwater sampling event they will sample both using no purge and purge help evaluate that the past no purge results were providing comparable data or they will switch to no purge for future sampling events. We discussed that the groundwater samples needs to be collected as close as possible to the soil/water interface, with the pump intake within a foot of the soil/water interface at the time of the sampling. After reviewing the results of the May 2014 groundwater sampling event the consultant may be requesting a reduction in ground water monitoring or closure with IC's. The consultant will make sure that their site reports are complete in accordance with DEC’s 9/23/2009 Site Characterization Work Plan and Reporting Guidance for Investigation of Contaminated Sites. |

DEC provides review comments on the September 2014 confirmation soil boring work plan. The work plan proposes to collect soil samples at only two locations (near the northeast dispenser and the southeast dispenser). The September 2014 work plan is not approved. There are other areas of soil contamination at the site that need confirmation samples. The work plan needs to include copies of tables for all site soil and groundwater sampling results.
Because BTEX, GRO, and MTBE contamination has been identified at the site confirmation soil samples need to be analyzed for those contaminants. Confirmation soil samples need to be collected from non-backfill soil at the same depth that they were had identified previously and the soil/water interface. A third sample depth will need an analytical sample if another depth in that boring appears to be more contaminated based on field readings/observations. Complete copies of field notes need to be included in the report. More detail needs to be provide on how the soil samples are to be collected (hand driven split spoon ahead of the auger bit?) and field readings are to be taken.

DEC provides review comments on the October 2014 revised confirmation soil boring work plan. The work plan proposes to collect soil samples at six locations. Because it is currently an active gas station they may need to wait and collect the dispenser confirmation soil samples (five locations) when the current UST system is updated or removed. They will provide an updated work plan for review and approval to cover the collection of confirmation samples at four locations (MW3R/MW7, P4, T5, and sidewall near T7/8) outside of the current UST system. We discussed that collecting volatile samples from a hand auger is not approved due to the loss of volatiles. This confirmation soil sampling work was not conducted. |
