Problems/Comments

Return line failure caused release of fuel to the subsurface including the utility corridors exiting the building. Underground storage tank (UST) closure by removal allowed free product recovery. Indoor air quality was assessed and groundwater monitoring wells were installed and sampled for one year. Contaminated material was stored off-site. Soil and groundwater analyticals indicate diesel contamination is present above applicable cleanup screening levels.

8/6/1996 Leaking Underground Storage Tank Release Confirmed - Petroleum LUST Site created in CSP for source area ID 77571 City Manager reported to DEC that UST tightness test on the 2,000 gallon diesel tank had failed. Ketchikan Public Utility staff found heating oil in the subsurface electrical and telephone vaults in the alley behind the building. Bruce Wanstall

1/14/1997 Leaking Underground Storage Tank Cleanup Initiated - Petroleum Public Works Director notification letter was received by the DEC. The UST and piping were closed by removal and transported with the contaminated soil for storage at the City Landfill. Bruce Wanstall
2/3/1997 Leaking Underground Storage Tank Corrective Action Underway Plan approved for on-going product recovery from the pit, in-situ treatment of contamination in the utility corridor and off-site bioremediation of excavated contaminated soil. Bruce Wanstall
2/24/1997 Underground Storage Tank Site Characterization or Assessment Air Quality Assessment Report received by the DEC for the 345 Main Street office building using several detectors over several days. 3/25/1998 Underground Storage Tank Site Characterization or Assessment Three monitoring wells were installed as agreed to by the City of Ketchikan and the DEC. Report received with the results of monthly observations and sampling for one year period. Well #1 was the only productive well and DRO 5.0 mg/L was detected in analysis of the last sample collected on 2/18/98. Bruce Wanstall

5/21/2007 Site Visit Traveled to Ketchikan and met with City Engineer Joe May; we inspected the alley behind the police station to determine if ground water wells are still in place and in good condition for sampling. They were last sampled ~10 years ago by R&M Engineering. Found three stand-pipe caps (bolted shut) in the alley and a sewer manhole cover in a handicap parking space across the alley from City Hall. Discussed w/ Joe the need to collect sample(s) to determine the current environmental status of the site. Joe agreed to make arrangements to have the wells sampled and tested. Bruce Wanstall

8/2/2011 Cleanup Complete Determination Issued DEC has completed a review of the environmental records associated with Ketchikan Police Station located at 361 Main Street in Ketchikan, Alaska. Based on the information provided to date, the DEC has determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment, and this site will be closed.
