Problems/Comments

Soil and groundwater contamination remains. Increasing contamination levels in monitoring well near existing tanks indicates that there may have been a new release.

Representatives of Alaska Department of Transportation (ADOT) requested information regarding this site since the Old Seward Highway is undergoing a road improvement project. Informed representatives of ADOT that there is no known significant inhalation risk to road contruction workers at this site since contamination is deep and does not appear to extend beyond the property boundary. 4/18/2007 Update or Other Action A letter was is issued to Soloman Kim, son of the responsible party. The Department recently discussed the frequency of groundwater monitoring at the subject site with Mr. Kim and representatives of Shannon and Wilson, Inc. Based on these discussions, the Department has concluded that groundwater monitoring activities have not occurred at the subject site since 2004. At this time, the Department requests that Mr. Kim hire a qualified independent third party to conduct annual groundwater monitoring at the subject site. During each annual groundwater monitoring event, the Department requests the following: 1). An evaluation of the local groundwater flow direction. 2). An evaluation of the levels of GRO, DRO, and BTEX in groundwater samples collected from all on-site monitor wells. 3). Verification of the quality of the analytical data by completing the laboratory data review checklist. The Department also recommends that the chosen qualified independent third party monitor the effectiveness of the on-site remediation system on an annual basis. Todd Blessing
4/1/2008 Update or Other Action DEC reviewed and approved of a work plan titled “Groundwater Monitoring and Remediation System Evaluation, Oceanview Texaco, 132151 Old Seward Highway, Anchorage, Alaska.” This work plan was prepared by Shannon and Wilson, Inc. (S&W) and was received at DEC’s Anchorage Office on March 5, 2008. S&W has proposed to sample all existing groundwater monitoring wells. Prior to sampling each well, S&W personnel will evaluate groundwater elevations using an electronic water level indicator. Collected samples will be analyzed for petroleum constituents. S&W personnel will also evaluate the effectiveness of the vapor extraction system, if it is still operational. S&W personnel will measure system operation parameters and collect and analytical sample from the sampling port installed on the exhaust manifold using a stainless steel canister. Todd Blessing

9/18/2009 Long Term Monitoring Established DEC staff reviewed and approved of Shannon and Wilson's “Work Plan for Groundwater Monitoring, Oceanview Texaco, 12751 Seward Highway, Anchorage Alaska” Dated September 2, 2009. Shannon and Wilson proposed to sample monitoring wells MW-1, MW-2, and MW-5 annually three consecutive times. Prior to sampling each well, S&W personnel will evaluate groundwater elevations using an electronic water level indicator and before the initial sampling event, re-survey the site monitoring wells. Collected groundwater samples will be analyzed for GRO and BTEX. Todd Blessing
4/10/2013 Site Characterization Report Approved Reviewed Spring 2008 Groundwater Sampling and Remediation System Monitoring Report, by Shannon & Wilson dated January 19, 2009. MW-2, in former UST excavation, has the greatest concentrations of petroluem hydrocarbons, with GRO, benzene, toluene, and ethylbenzene concentrations greater than the Table C cleanup levels. Samples from MW-4 also exceeded the Table C cleanup level for benzene. A vapor sample was collected from SVE stack. Decreasing hydrocarbon vapor recovery historic trend was noted. Use of the SVE no longer is cost effective and was discontinued. Jacob Gano

7/27/2015 Update or Other Action Spoke to RP's representative on the phone in response to work plan request letter sent 7-24-2015. The letter requested sampling of each of the remaining wells, evaluating groundwater flow direction and gradient, and providing a status update of the remediation system that is now defunct. 3/22/2016 Document, Report, or Work plan Review - other Reviewed the 12741 Old Seward Highway GW Sampling & Remediation System Evaluation Workplan. The plan detailed the procedures by which the contractor would sample monitoring wells MW-1 through MW-5 for Gasoline Range Organics (GRO), determine groundwater flow direction, and document the condition of the inactive on-site remediation system. At this time the ADEC has no objections to the work plan and it is approved. Chelsy Passmore
1/10/2018 Site Characterization Report Approved The ADEC reviewed the March 2017 "Groundwater Sampling and Remediation System Evaluation, 12571 Old Seward Highway, Anchorage, Alaska; ADEC File No. 2100.26.109" report. In May 2016 groundwater monitoring, a level loop survey, and an evaluation of the remediation system took place at the site. Groundwater samples were collected from monitoring wells MW-2, MW-3, and MW-4. Samples were unable to be collected from MW-1 due to low water, and MW-5 could not be located and is assumed destroyed. Benzene was detected in MW-2 and the duplicate sample, however all analytes were below ADEC Table C Migration to Groundwater Cleanup Levels. Chelsy Passmore
7/13/2018 Site Characterization Workplan Approved The Alaska Department of Environmental Conservation (ADEC) has reviewed the “Work Plan for Groundwater Sampling, 12751 Old Seward Highway, Anchorage, Alaska; ADEC File No. 2100.26.109; Hazard ID #24603”. The work plan details groundwater monitoring to be completed at the site. ADEC has no objections to the workplan. Chelsy Passmore
12/19/2018 Site Characterization Report Approved The ADEC has reviewed the "Groundwater Sampling, 12751 Old Seward Highway" report. The report details the groundwater monitoring event conducted in July 2018. The groundwater monitoring event aimed to collect groundwater samples from wells MW-2 and MW-4, however MW-2 was purged dry and was unable to be sampled. Well MW-4 contained benzene at 0.430 ug/L, below the ADEC cleanup level of 4.6 ug/L. No other contaminants were detected. Chelsy Passmore

5/10/2019 Site Characterization Workplan Approved The Alaska Department of Environmental Conservation (ADEC) has reviewed the "Work Plan for Groundwater Sampling, 12751 Old Seward Highway in Anchorage Alaska". The ADEC has no objections to the plan contingent on acknowledgement of the following comment: The ADEC strongly recommends using EPA Sampling Method 8260C as opposed to the currently listed 8021B. The ADEC is unable to make closure determinations based on 8021B and because MW-2 was not sampled in 2016 we do not have current usable VOC data that can be used to make a closure determination. 7/30/2020 Update or Other Action Contacted by Triad Engineering, LLC about a water main project along the Old Seward Highway. Provided some reports describing the contamination. Janice Wiegers
7/7/2023 Update or Other Action Discussed and emailed owner's representative regarding remaining needs before closure. Groundwater monitoring is still needed and should include VOCs and PAHs. Sampling in MW-2 has not been successful in recent years, and repair or replacement of the well may be needed. Monitoring wells will need to be decommissioned prior to closure. Janice Wiegers
