5/21/1993 Leaking Underground Storage Tank Release Confirmed - Petroleum LUST Site created in CSP for source area ID 77830 On 5/21/93, DEC received Quest's report "Toklat UST Closures April 20, 1993." The report showed that during removal of 2 5,000 gal. UST (one had contained diesel and the other unleaded gasoline) soil contamination was encountered. The tank closure and assessment activities occurred on 8/6/92. Groundwater was at about 7 ft BGS. Max. level of DRO remaining was 337 ppm below one of the USTs. 11 cy of lightly contaminated soil was disposed of at the MOA landfill and 10 gal. Of heavy contaminated soil was stockpiled for later disposal. A collection gallery was installed to treat contaminated groundwater. Former Staff
3/1/1994 Release Investigation On 3/1/94, DEC received "Report of Continuing Site Assessment at 101 E. 92nd Ave. Anchorage" from Quest. The report noted that in 11/93 4 borings were performed and 3 were completed as monitoring wells. Low levels of DRO and BTEX were detected in the groundwater samples. Former Staff

12/17/2003 Update or Other Action CSP issued a letter on 12/17/03 in response to Montauk Environmental submital dated 11/12/03 in which they provided a summary of sampling effort, and requested a no further remedial action planned letter from DEC. DEC noted in its response that it required further information on groundwater (another groundwater sampling event) before it could consider a NFRAP determination at this time. DEC also noted that it disagreed with seveal conclusions in the report including that road oil contributed to groundwater contamination in one of the wells based upon the information provided. 3/5/2004 Update or Other Action CSP approved of Montauk Environmental's 1/20/04 workplan that requested the installation of MW-1 and possibly MW-3 as replacement wells because their integrity has or possibly has been compromised, respectively. DEC also requested that an inspection be performed this spring of the wetland area adjacent to the site to determine whether it has been impacted by the petrolem release at the site. Rich Sundet
1/7/2005 Update or Other Action On 1/7/05, DOL issued a bill for $128.23 to Toklat Co. for time between 5/1 and 5/31/04. On 1/19/05, DOL informed DEC that it received full payment for the bill. Rich Sundet
4/20/2006 Update or Other Action On 4/20/06, CSP responded to Montauk's report "MW Chemical and Physical Data" dated 6/28/05 which reported that they installed 2 replacement monitor wells for MW1 and MW3, and sampled those and one other existing well in Sept/Oct 04. Maximum contamination was detected at MW3 but DRO and BTEX were all below Table C cleanup levels (e.g. 0.699 mg/L DRO and 1.3 ug/L benzene). DEC requested one more sampling event in May/June 06 to confirm the findings. If findings are consistent and no petroleum is observed in the adjacent wetland, DEC can consider a closure (once the monitor wells are decommissioned) or conditional closure for the site. 12/17/2007 Document, Report, or Work plan Review - other On 12/17/07, DEC reviewed Montauk's 12/12/07 report in response to DEC's 4/20/07 letter that requested one more confirmation groundwater sampling event of the three monitor wells and a conceptual site model, and inspection to ensure that no contamination was visible in the nearby wetland. The report noted that BTEX was below reporting evels, and that DRO was comparable to the last sampling event in 2004 (with 0.535 mg/L and 0.532 mg/L in MWs 2 and 3 respectively). The report also provided a CSM and noted that no visible contamination was observed in the nearby wetland. In follow-up, DEC emailed Montauk that it required a completed laboratory assurance checklist which Montauk later provided on 12/17. Dec then notified Montauk via email that upon review of the completed checklist, the report meets DEC's satisfaction and upon notification that the monitoring wells are properly abandoned DEC can issue a closure letter for the site. 2/22/2008 Site Closure Approved On 2/22/08, DEC responded to Montauk's letter report "Monitor Well Decommissioning Rockford Corporation LUST at 101 E. 92nd Ave. Anchorage AK" dated 1/3/2008. The report was submitted to DEC via email on 1/3/08. DEC's 2/22/08 letter noted that the letter report satisfied DEC's request in its 12/17/07 email to Montauk regarding outstanding issues at the site. The letter report documents the proper decommissioning of the three monitor wells on site. Based on the letter report and past information in the file, DEC notified Rockford Corp. on 2/22 that it was closing the site and no further action is necessary unless information is discovered that contamination at the site poses a risk to human health or the environment.
