Problems/Comments

FKA L68.18 In July of 1997 three USTs were removed by Gilfilian Engineering and Environmental Testing, Inc. One was a 6,000 gallon diesel tank and two were 10,000 gallon gasoline tanks. Contamination at the site is related to these tanks, remediation included free product removal, removal of non-contaminated material, removal and treatment of contaminated material and restoration of the site. There is on-going groundwater monitoring that began as quarterly and was reduced to semi-annually. Levels in monitoring well (MW) #14 have fluctuated over the years, possibly due to the fact that it is in a run off pathway and may be impacted by contamination from the parking lot. A work plan to replace MW #14 has been submitted by R&M Consultants. ADEC has requested more information in order to approve the work plan. R&M Consultants will continue to provide groundwater monitoring reports. The work plan for the replacement of MW #14 was approved 1-23-09. Groundwater flow direction has been interpreted, by R&M Consultants, to be both irregular and to the west. Moving MW #14 to the east will remove it from the drainage path that follows the existing driveway and parking lot.

9/30/2008 Meeting or Teleconference Held Bill O'Connell and I met with Edie Knapp with ASD and Aaron Banks with R&M Consulting today to discuss active Anchorage school district sites. ASD Facilities and Maintenance Complex will have groundwater monitoring conducted by R&M and submit it this fall. I will also request reports from R&M dated 2005 and 2007. 10/22/2008 Update or Other Action Sent out a letter to ASD, their consultant, R&M Consulting, is conducting semi-annual groundwater monitoring at this site. ADEC has requested that ASD develop a work plan for replacing monitoring well MW-14, with the possibility of reducing the monitoring frequency to once a year. Pam Clemens
11/24/2008 Update or Other Action Reviewed Groundwater Monitoring Report dated January 8, 2007 for the samples taken 9-16-06. Only two monitoring wells were sampled (#4 & #14). The levels that were above ADEC Groundwater Cleanup Levels are listed here. Benzene was 0.016 mg/L, GRO was 12 mg/L and DRO was 2.9 mg/L in monitoring well #4. In monitoring well #14 Benzene was 2.5 mg/L, Toluene was 1.4 mg/L, Ethylbenzene was 1.1 mg/L and GRO was 36 mg/L. Continued groundwater monitoring is required. Pam Clemens
11/26/2008 Update or Other Action Received a replacement copy of the work plan that R&M submitted in 2007, but was never logged in at ADEC. Monitoring well #14 contaminate levels have fluctuated over the years and moving it has been proposed. Additional information requested from ASD and R&M showing where the replacement monitoring well #14 would be installed and the direction of groundwater flow, this information is necessary prior to approval of the work plan. 6/16/2009 Update or Other Action Aaron Banks with R&M Consultants contacted me today to say that they have replaced monitoring well #14 and requested approval to landspread the soil cuttings. I have requested more information on location and specifics. The soil was ND to 3.147 mg/kg of GRO and ND to 0.155 mg/kg of Benzene. We also discussed continued groundwater monitoring. Pam Clemens

11/7/2012 Site Characterization Report Approved On this date, ADEC received the Groundwater Monitoring Report Facilities and Maintenance Complex submitted by R&M, dated October 31, 2012. GW was encountered at 17.91 feet bgs at MW-04 and 15.25 feet bgs at MW-14. MW-4 contained DRO at 1.7 mg/L and MW-14 contained GRO at 2.34 mg/L and benzene at 0.485 mg/L Both MWs MW-04 and MW-14 contained a slight sheen and hydrocarbon odor. Grant Lidren

5/29/2014 Site Characterization Report Approved On this date, ADEC received the “Facilities and Maintenance Complex (ADEC File No. 2100.26.293) 2014 Groundwater Monitoring Report” submitted by R&M dated May 29, 2014. MW-4 and MW-14 contained a slight sheen and odor. Depth to GW was 17.29 feet bgs in MW-04 and 14.71 feet bgs in MW-14. MW-04 contained DRO at 1.88 mg/L and MW-14 contained benzene up to 0.119 mg/kg. All other detectable constituents were below cleanup levels Grant Lidren
6/6/2014 Site Visit On this date, ADEC met with R&M and ASD for a site walkthrough. It was noted the cap to MW-4 was loose and MW-08 could not be located. MW-08 may have been paved over. Grant Lidren

12/10/2014 Update or Other Action On this date, ADEC received the Monitoring Well Decommissioning Report ASD Facilities and Maintenance Complex submitted by R&M, dated December 8, 2014. Eight out of nine MWs were decommissioned, because MW-08, which has historically been dry, could not be located. 12/31/2014 Cleanup Complete Determination Issued The Alaska Department of Environmental Conservation (ADEC), Contaminated Sites Program, has completed a review of the environmental records associated with this site. Based on the information provided to date and the administrative record, the ADEC has determined that the contaminant concentrations remaining on site do not pose an unacceptable risk to human health or the environment. No further remedial action will be required as long as the site is in compliance with established institutional controls. Grant Lidren
