Problems/Comments

During assessment activities associated with the closure of an underground storage tank system, petroleum hydrocarbon contaminated soils and groundwater were encountered in the former tanks excavation. Excavated contaminated soils (~341 cubic yards) were taken to Environmental Systems, Inc. for thermal remediation and disposal. Contaminants of concern include gasoline range organice, diesel range organics and benzene.

1/25/2007 Conditional Closure Approved A Conditional Closure letter was issued July 20, 2006. Conditions of closure include 1) ADEC approval must be obtained prior to removal, transport, or disposal of residual contaminated soil remaining at this site and Tesoro must provide qualified person third party oversight in order to monitor, assess, manage, treat, or dispose of any contaminated soils and, 2) Permanent closure or change in service of the existing USTs must be performed in accordance with 18 AAC 78. 1/25/2007 Institutional Control Record Established There are areas at this facility where soil contamination remains above the most stringent ADEC soil cleanup levels. Due to this residual soil contamination, the two conditions associated with this closure are: 1) In accordance with 18 AAC 78.274(b), ADEC approval must be obtained prior to removal and/or disposal of contaminated soil from this site. Tesoro shall provide the services of a qualified, impartial environmental professional as required in 18 AAC 78, in order to properly monitor, assess, manage, treat, and dispose of any contaminated soils. Future excavation activities shall be coordinated with ADEC. Tesoro shall provide for the excavation and treatment of any contaminated soils encountered in accordance with all applicable ADEC regulations at that time. 2) Permanent closure and/or change in service for the existing UST system must be conducted in accordance with 18 AAC 78.085.
